Minutes of the Meeting of the Sutton Bonington Parish Council held in the Village Hall on Monday 3rd October 2016 commencing at 7.30pm

16.116Minutes.

The Minutes of the Parish Council meeting held on 5th September2016 as circulated, were agreed and signed as a true record of the business transacted.

16.117Matters Arising

1) Item – 16.101/2 – Rushcliffe Borough Council have confirmed that the roads through the village were swept on 7th September 2016 and a repeat weedspray will take place the following week.

2) Item 16.103.6 – Station Road signage –Nottinghamshire County Council have carried out a manual speed gun survey at the junction on 15th September 2016, which measured the 85% percentile speed at 36mph in both directions across this junction. The Dft criteria for visibility splay for a 30mph zone or 40mph zone is 30metres or 45 metres. Visibility splays were measured well in access of this requirement. However, 44metres to the north it was noticed that an overgrown hedge was restricting the view (although 44 metres is adequate for the recorded 36mph) and the residents concerned have been asked to cut back the hedge. It was proposed that the Parish Council request the support of the University in our application to have the signage changed and to ascertain whether the survey was carried out whilst the traffic lights were on Station Road bridge.

/2. Item 16.106/1/b – Canals and River Trust have confirmed that they have met with the landowner (F D Mellors & Sons) who has agreed in principle, access to carry out the works. Details of the methods of work have been sent to his land agent for consideration. All budgets are in place and works are planned to start in the last week of September subject to the final agreement of the landowners.

3) Item 106.6/a – Pasture Lane – Nottinghamshire County Council have now infilled the potholes on track down to the bridge.

No action required.

4) Item 16.114/2 – University entrance onto Landcroft Lane – Reported Cllr Brown’s discussion with Andrew Pegram regarding the planning approval 04/00752/OUT para 13, which states that the access is not to be used by students or staff.

4) Item 16.115/2 – Park Lane Sewers – Following complaints regarding blocked toilets during the weekend of the 1st October 2016 - STW have now identified that a sewer had collapsed outside 52/54 Park Lane. Repair work is currently being carried out.

6) Item 16.115/3 – Broadband – Nottinghamshire County Council have confirmed that LE12 5PD is included in Phase 2 of the Better Broadband for Nottinghamshire. Phase 2 deployment will be between October 2016 and June 2017. The chosen solution for LE12 5PD is Fibre to the Premise. Unfortunately St. Anne’s Lane is not in this programme.

7) Item 16.115/4 - Japanese Knotweed – Nottinghamshire County Council have passed our request for the spraying onto Rushcliffe Borough Council.

/b. 14 Park Lane –A formal Enforcement Notice is currently with Rushcliffe Borough Council’s Legal Service’s Manager and should be issued by the middle of October. The resident concerned will then have 3 months to cease using the property as a HMO.

/1 Highway Matters:

/a. NCC Report.

/b. Landcroft Lane – Concerns regarding the erosion of the road surface were reported. Nottinghamshire County Council have inspected the highway and have subsequently carried out patching works. This work was considered to be of poor quality. Concerns were also raised regarding the increase use of Landcroft Lane by vehicles accessing the University.

/2 Transport Matters (Rail & Bus)

/a. LANRAC – Meeting held with East Midlands Trains was reported. The whole Midland Mainline improvement scheme is to cost£2.5bn and is scheduled to be completed by 2023. Concerns regarding the lack of consultation with residents affected by the road closures during the Bowley’s Bridge and Station Road bridge works was discussed. This issue was resolved by the submitting of more information into parish newsletters and local press.

/a. Winter Services – Nottinghamshire County Council are offering 5 x 20kg of salt free of charge.

/c. County Councillor Report:

1. Cllr Brown to attend a Fracking meeting on Wednesday 5th October 2016.

2. Illegal cycle racing currently taking place in Sutton Bonington and the surrounding villages is being investigated with a view to having the races stopped. A dedicated officer has been assigned to the problem

3.Repairs are to be carried out on Station Road whilst the bridge works is taking place. Station Road is on the reserve list for surface dressing this financial year.

4. Concerns were raised regarding the condition of Brick Yard Lane and also the amount of litter on the Lane.

5. Cllr Brown to chase Graham Smith – NCC Drainage Officer – regarding a meeting to discuss flooding issues on Charnwood Avenue.

6. Cllr Brown is to chase Nottinghamshire County Council for an update on their position regarding repairs to the unadopted section of Charnwood Avenue in relation to the 1984 Road Traffic Act stating that unadopted highways must be brought up to a certain standard.
