JOINT WORKING GROUP MEETING MINUTES

Conference Call, 1 PM – 3 PM EST
Pamela Brody-Heine, IEEE 1680.2 Co-Chair and Patty Dillon, IEEE 1680.3 Co-Chair called the meeting to order.
Roll Call/ Attendance: See attached attendance list.
Agenda Review: Pamela Brody-Heine reviewed the agenda for the call. A revised agenda had been sent out last night to remove the EOL management information agenda item, and allocate this time to the approval of amendments to definitions.
The agenda was approved by affirmation.
Facilitation: Pamela notified that WGs that we are out of facilitation dollars. This means that Pamela and Patty will no longer be the points of contact for the 1680.2 & 1680.3 Working Groups. Effective as of next week, John Katz will be leading the 1680.3 WG. Please direct all communications to John for that WG. For the 1680.2 WG, effective in early to mid Sept (exact date TBD), please direct all communications to Holly Elwood.
Wayne Rifer of GEC told the WGs that GEC is assessing contributing money to help continue funding the facilitation of the process. He indicated that not much more was needed, and if anyone was interested in making a contribution they should contact him.
Meeting Protocols
Pamela briefly reviewed the meeting protocols.

· The order of business will follow the agenda.

Call for Patents. Patty Dillon provided an opportunity for participants to identify patent claims essential for the use of the standard. No patents were identified on the call.
Results of Definition Amendment Voting on 8/3
On Tuesday’s call (8/3), 12 amendments were approved by unanimous consent. (1, 28, 29, 39, 54, 58, 72, 77, 79, 84, 87, and 97)
The discussion and voting was conducted for amendments up thru #35 (excluding those related to EOL Management).
Results are provided in attachment 2 of the draft meeting minutes. In summary:
· 9 amendments were approved by SM; and 9 amendments failed. Most of the approved definitions were supported by over 75% of eligible voters in both WGs.
· Only one amendment pertaining to a definition was approved, so we do not have to revisit any definitions that were subject to SM vote on 8/3.
WG Discussion and Approval of Definition Amendments
The call focused on completing voting on the amendments for the definitions, special terms and acronyms.
Pamela clarified that the WGs will not be voting on the EOL related definitions/special terms during the call as the EOL Management Draft Standard Component has not yet been approved. These 24 amendments are noted in the attached Rev5 Summary of Amendments in blue. Once the EOL Management Draft Standard Component is approved, these definitions will be brought back to the WGs.
Pamela also reminded the WG that these amendments will be approved by 50%.
The survey monkey was opened at the start of the discussion to allow for voting on the amendments to definitions, special terms, and acronyms. Pamela noted that all the amendments are on a single page in the survey and reminded everyone to hit “done” when you are finished and not “exit”.
WG member holding a proxy, were reminded to input those votes in the survey as well clearly noting that they are holding the proxy. The WGs were notified that they survey would close at 5 PM Pacific.
Pamela stated that if more than one amendment was received for a given term AND more than one amendment is approved, we will come back to the term, re-discuss the amendments, and re-vote so we end up with a single approved definition.
The submitters of amendments presented their proposed amendments to the WGs. The floor was then opened to all WG members for comments on the proposed amendments. The WG discussed and vote on amendments #31, and #36 - #99.
Patty notified that WGs that shortly after the meeting she would be sending out a revision summary of amendments showing the revisions that were made during the call.
A WG member asked how criteria will be handled for which the content is impacted by an amended definition. Pamela and Patty responded that this would have to be addressed during balloting or approval of the draft standards and they encouraged WG members to consider this as they cast their votes on the amendments.
Next Steps
1) Status of EOL Draft Standard Component –We are planning to have a subgroup vote next week on the EOL management draft standard component.
2) Call Schedule & Facilitation – There will be no more official WG calls for either 1680.2 or 1680.3 for the remainder of August. There may be an EOL Management informational call scheduled sometime in the next 3 weeks, if we can get an approved EOL Management Draft Standard Component. The next call will be during the first week of September.
3) Approval of the Draft Standards & Invitation to Ballot – the process/schedule for approving the draft standards is as follows:
· Get approval on the EOL Management Draft Standard Component
· Hold an informational call
· WG members subgroup amendments
· WGs review, discuss and approve amendments
· WGs vote to approve the draft standards
Pamela explained that it had been noted during the 7/22 call that the WG co-chairs would be sending out an invitation to ballot shortly. However, given the delay due to the EOL Management draft standard component, balloting will be later than expected, and the invitation to ballot will be sent out in September. The deadline of August 15 to sign up to ballot has also been extended.
