REVIEW HOST NATION SUPPORT AGREEMENTS
TASK: The CCO should be able to brief on obtaining information on Host Nation Support Agreements.
OBJECTIVE: The CCO should refer to AFFARS Appendix CC to obtain instructions. Specifically, the CCO needs brief the Commander that they must contact the HCA, US Embassy, or Consulate in the local area to obtain guidance. Identify that the CCO does not the authority to Negotiate agreements with the Host Nation or write contracts with foreign governments.
- Did the CCO brief the agencies that may have information on Host Nation Support Agreements?
- Did the CCO give examples of the types of services or items that could be covered under a Host Nation Support Agreement?
- Did the CCO inform the Commander that the CCO was not authorized to negotiate with Foreign Governments?
- When challenged was the CCO able to produce the Appendix reference?
SITUATION: The Deployed Commander, has approached the CCO and inquired about host nation support agreements and will return in an hour to get a briefing on Host Nation Support Agreements. The Colonel has asked you to look into this issue and be ready to brief him on where we can go to find out more concerning the HOST NATION SUPPORT agreements on file and what type of additional support they can provide. The Commander is also interested in purchasing some camouflage tents and netting from the host nation’s military and is sure it will be much cheaper than purchasing the items through a contractor. The Commander has now returned to the CCO's office for feedback on a suggested course of actions. If the CCO states they can’t negotiate agreements or write contracts with foreign governments the Commander will ask for a reference.
