This project plans to consult the community broadcasting sector on their needs for smartphone applications and develop appropriate open source software to meet these needs.15.Why is this project needed?
- Need – The project will solve a problem or meet a need as described in the grant category objective.
- Priority – The project addresses the identified category priorities.
The CBOnline Funding Survey shows that many stations are interested in smartphonetechnology to connect with their communities. The project will consult interested stations to establish their exact needs of stations and develop software to meet those needs. The project will ensure to consult a diverse range of community radio stations, this will include youth, Indigenous, ethnic, religious, music, metro, sub-metro and regional stations.
By establishing the needs and developing a platform from which open source software can be built, this project will use an innovative, sustainable and collaborative approach to building new technologies within the sector and made freely available to all community broadcasters.
16. How will the project be delivered?
- Planning – Your proposal demonstrates thorough planning of the project.
- Value – The methods you choose to conduct this project are cost effective for the outcomes to be produced.
Managed by a volunteer project manager, a working group will be formed from representative stations to oversee the project. This working group will manage the direction of the project from the ideas and feedback provided by the wider sector consultation. A third-party application developer will be engaged through a mini-tender process as chosen by the working group.
The project will initially seek expressions of interest from station representatives to sit on the working group. A consultation process will be developed and incorporate interviews with individual working group members, interviews with relevant sector bodies and experts in the development of these technologies, a survey across the sector, and other feedback collated from the sector.
From this feedback the working group will decide the scope of the open source platform and software and put the project to tender. The project manager will work with the developer providing regular updates to the working group on progress of the software and future planning beyond the life of the project. Being open source the software developed can then be updated and reconfigured by volunteer software developers across the sector for use by all community broadcasters.
With minimal administration costs from the initial consultation phase and in-kind Project Management, the majority of funding will be put into software development which will be tendered and decided on by the working group to be as cost effective as possible.
17. Who is involved?

- Stakeholders – You identify people / partners who will contribute to and benefit from the project.
The project will be managed by Jon Doe, an experienced project manager 3XXX Station Manager. The project will be supported by the 3XXXcommittee of management and office amenities. The working group will be chosen for the capacity to support the project as well as their relevant experience with new technologies and their representative sector. A third-party software developer will be engaged to develop the specifications designed by the working group.
All community broadcasting stations will benefit from the project with access to the developed softwares for the stations and to their audiences. Stations will also be encouraged to attract volunteer or student software developers to their stations to maintain and update the softwares developed as part of the open source platform. This will allow stations to better engage with their communities through this new technology platform.

- Evaluation – You identify how you will measure the success of the project.
The software and applications developed will provide the basis for all stations in the sector to make use of smartphone applications that will provide greater engagement opportunities with their communities.By creating an open source platform, the project will be able to keep itself up-to-date with the latest technologies and engage volunteer software developers to their stations to be able to update and reconfigure these applications to meet their needs.
The project will measure the success of the consultation by the levels of consultation with the working group, sector bodies and experts, survey responses and general feedback processes. The success of the software developed can be measured by the uptake of the applications by stations, the uptake of the applications by users, continued development of the software by volunteers and feedback from all about the software developed.
