**Early Childhood Outcomes (SPP/APR Indicators B7 & C3)**

August 2008

Outcomes:

- Positive social-emotional skills (including social relationships);

B.Acquisition and use of knowledge and skills (including early language/communication [and early literacy]); and

C.Use of appropriate behaviors to meet their needs.

**Progress categories for A, B and C:**

a.Percent of children who did not improve functioning = [(# of children who did not improve functioning) divided by (# of children with IFSPs/IEPs assessed)] times 100.

b.Percent of children who improved functioning but not sufficient to move nearer to functioning comparable to same-aged peers = [(# of children who improved functioning but not sufficient to move nearer to functioning comparable to same-aged peers) divided by (# of children with IFSPs/IEPs assessed)] times 100.

c.Percent of children who improved functioning to a level nearer to same-aged peers but did not reach it = [(# of children who improved functioning to a level nearer to same-aged peers but did not reach it) divided by (# of children with IFSPs/IEPs assessed)] times 100.

d.Percent of children who improved functioning to reach a level comparable to same-aged peers = [(# of children who improved functioning to reach a level comparable to same-aged peers) divided by (# of children with IFSPs/IEPs assessed)] times 100.

e.Percent of children who maintained functioning at a level comparable to same-aged peers = [(# of children who maintained functioning at a level comparable to same-aged peers) divided by (# of children with IFSPs/IEPs assessed)] times 100.

**Proposed Summary Statements for each of the Three Outcomes (use for FFY 2009-2010 reporting):**

**Summary Statement 1:** Of those children who entered the program below age expectations in the Outcome Area, the percent who substantially increased their rate of growth by the time they exit the program.

**Calculation for Summary Statement 1:** Percent = # of children reported in progress category (c) + # of children reported in category (d) divided by [# of children reported in progress category (a) + # of children reported in progress category (b) + # of children reported in progress category (c) + # of children reported in progress category (d)] x 100

OR

Percent = ______(c) + (d)______X 100

(a) + (b) + (c) + (d) where each letter signifies the number of

children reported in that progress category

**Summary Statement 2:** The percent of children who are functioning within age expectations in the Outcome Area by the time they exit the program.

**Calculation for Summary Statement 2: **Percent = # of children reported in progress category (d) + # of children reported in progress category (e) divided by [the total # of children reported in progress categories (a) + (b) + (c) + (d) + (e)] times 100

OR

Percent = ______(d) + (e)______X 100

(a) + (b) + (c) + (d) + (e) where each letter signifies the number of

children reported in that progress category

States will use their data from the progress categories for each of the three outcomes to calculate and report the two Summary Statements. States will provide baseline and targets for the two Summary Statements for the three Outcomes (six numbers for baseline for FFY 2008 and six numbers for targets) in the SPP/APR due February 2010. The Early Childhood Outcomes (ECO) Center will have resources available to assist States in submitting their early childhood outcomes data including a reporting template and a calculator tool for calculating the data for the summary statements.
