Decision: Bramshott and Liphook Parish Council comments are limited to the appearance, landscaping, layout and scale in accordance with the application for reserved matters 34310/028.
Appearance
We object to the proposal of a “limited materials palette” creating a homogenous design. These materials and general design are almost identical to that used in an urban setting in the centre of Liphook. This application is situated on the outskirts of Liphook, in a semi-rural setting providing the opportunity for a far more imaginative and better quality of design. We are concerned that this bland proposal would set a precedent for a similar proposal adjacent to this site, resulting in a massive uniform housing development.
There is concern over the extensive use of concrete, both roof tiles and wall tiles, not only due to the uniform colour but also due to the harmful release of CO2 in their manufacture. More environmentally friendly alternatives could be sourced, especially given the economies of scale in this large development.
The single 2 ½ storey block of apartments on the main route into the development is overbearing and does not meet government recommendations that affordable housing should be pepper-potted throughout a development and be indistinguishable from market housing.
Landscaping
There is great concern over the suggestion that there is the possibility of applying to Natural England to close the existing badger setts prior to development. The construction phase will inevitably cause a high degree of disturbance and, should the application be approved, we suggest that the proposal to strengthen the existing scrub and hedgerows, together with establishment of native shrub and tree planting should be implemented prior to commencement of any works. This is a rural setting and robust measures should be in place to protect the setts at the earliest opportunity.
The site is on the outskirts of Liphook settlement, against a wooded SSSI site and the rural aspect should be enhanced by considerably more tree planting, as recommended by the Landscape Officer. This will contribute to establishing wildlife corridors, and trees which can cope with the high water table should be considered.
We concur with all the comments of the Landscape Office in particular that the hard landscaping is poor in quality compared to the previously approved application, especially the extensive areas of continuous tarmac road surfacing. We are concerned that the applicant has shown disregard to the necessity to protect the identified root protection areas of existing trees.
We concur with all the comments raised by the Highways Development Planning Strategic Transport, in particular we object to the proposal for triple parking, insufficient speed restraint measures and inadequate access for refuse collection vehicles.
We do not have sufficient information to comment on how the financial obligations of the landscape management plan can be met, together with the period of time this will cover.
Layout
The narrow emergency access is in the SE corner. Concern remains that this should be wider to accommodate two-lanes of traffic to be used in the event of a major incident resulting in closure of the roundabout. The roundabout is the only point of access and with the likelihood of vehicles from over 300 dwellings requiring access to the Longmoor Road it would be prudent to implement a suitable alternative emergency route before development commences.
The affordable housing is located in large clusters across the site. Each of the clusters is accessed by its’ own access route and is clearly separate from the market housing in the main. We have already raised objection to the large block of 1-bedroom apartments on the main road. The government recommendation is for affordable housing to be pepper-potted throughout a development and also to be indistinguishable from marketing housing. The quality of design and materials used for the affordable housing should be the same as that used for the market housing. We therefore strongly object to the proposed locations of the affordable housing.
We support the objections to the layout raised by owners of existing properties along the boundary of the development.
Scale and Mass
We object to the scale and mass of the single 2 ½ storey block of 1-bedroom apartments in a prominent site on the development.

12/16 PLANNING APPEAL
Land east of Devil’s Lane, Liphook (52747/010)
It was agreed that Cllr Croucher would represent the Parish Council at the appeal Hearing (3 February 2016 at LMC) in relation to appeal by Mr Connors against an Enforcement Notice issued by EHDC concerning an alleged breach of planning control (siting of caravans for residential purposes without planning permission).
CONCLUSIONS
This concluded the business of the meeting & the meeting closed at 8.30pm.
