The Board meeting was called to order at 9:00a.m., Thursday, March 3, 2016.

- ANNOUNCEMENTS
Staff presented the Burbank Hospitality Association’s (TBID) 2015 Annual Report.Staff also announced that the TBID is in the process of renewing the tourism district for a 10 year termcommencing on July 2016. Staff noted that the PBID’s annual reportwas in process and would be completed by mid-March. Staff provided an update on the current vacancies in Downtown including Marinello’s and Which Wich. A leasing sheet for the Marinello’s property was distributed to the Board and, and it was noted that the former Which Wich site had several pending offers for a similar type of use.Additional lease updates included: a new taco restaurant named Guisados at the former Orchard Flats location, and the new Touch Stone Climbing Gym at the former Video Symphony space.

There were no members of the public present that wished to speak at this time.
- APPROVAL OF MINUTES ACTION ITEM
The minutes for the meeting of February 4, 2016 were presented for approval. Frank Gangi made a motion to approve the minutes as presented, seconded by JC Holt; motion carried 7-0.
- TREASURER’S REPORT ACTION ITEM
The report was moved to the next meeting so that Treasurer Michael Wilford would be present to report.
- Burbank International Film Festival
Staff from the Burbank International Film Festival (BIFF) made a presentation requesting a sponsorship of $20,000. The BIFF is expected to expand its presence internationally and attract over 3,000 attendees to the festival from September 7-11, 2016. This year’s 100-150 movie screenings will take place at the AMC 16 on Palm Ave.
- Burbank Community YMCA Turkey Trot
The Burbank YMCA also made a presentation to the Board noting that 2,200 runners participated in the 2015 event, up 10% from 2014. Last year $80,000 was raised by the YMCA for financial assistance programs;The YMCArequested a $15,000 sponsorship for the 2016 Turkey Trot.
- 2016 Budget Detail Discussion ACTION ITEM
Staff reviewed the 2016 Budget Detail worksheet with the Board, noting that unrestricted funding from 2015 would be carried over to the 2016 Capital Improvements and Maintenance Budget. Staff also presented the 2016 Event and Marketing Budget Detail worksheets; a $20,000 increase in the cost to produce the ice rink for 2016 was noted. Ted Slaught made a motion to approve the 2016 Budget for the PBID and directing staff to request a modified ice rink proposal with last year’s cost of $30,000, seconded by Frank Gangi; motion carried 7-0.
- 2016 Sponsorship Budget Approval ACTION ITEM
After approval of the 2016 PBID Budget, the Board discussed sponsorships of $15,000 for both the Burbank Comedy Festival and the YMCA Turkey Trot, and a $20,000 sponsorship for the BIFF, a motion was made by Ted Slaught to approve the sponsorships as discussed, seconded by Frank Gangi; motion carried 7-0.
- On-going Operational Issues ACTION ITEM
Staff asked the Board to consider transferring $100,000 from the City’s holding account to cover monthly bills and expenses. Frank Gangimade a motion for approval, seconded by JC Holt; motion carried 7-0.
- New Items
At the April Joint Board meeting, Jim O’Neil will make a presentation to both Boards on the proposed upgrades to the Burbank Town Center.
