Job Title:Programme Officer in charge of Natural Resource and Land Management (PO-NRLM)

Reports To:Policy and Campaign Manager (PCM)

Responsible For:NA

Place of Assignment:Phnom Penh (With extensive travel to the fields)

Position Purpose: The Natural Resource and Land Management (NRLM) Officer will lead the development of ActionAid’s Cambodia Food Security framework in all aspects of the programme, policy, fundraising, communication and campaign work, with a focus on Natural resource and land management (NRLM)

ROLES AND RESPONSIBILITIES

Policy

  • Develop a comprehensive understanding of the institutional and legal framework relating to food security in Cambodia with a focus on Natural resource and land management (NRLM);
  • Oversee the development, drafting and production of policy and campaign reports;
  • Strategically engage with relevant national level networks and platforms to:

-Raise issues and/or good practices emerging from the LRPs,

-Promote AAC strategic vision of NRLM as set out in the Food Security Framework,

-Coordinate relevant meetings and trainings to Civil Society Organizations (CSOs) and other stakeholders,

-Influence the Ministry of Agriculture, Forestry and Fisheries (MoAFF) and the Ministry of Land Management, Urban Planning and Construction (MLMUPC) on relevant policies, National Strategic Development Plans (NSDP), budget allocation and the application/practice of these within the ministries from national to sub-local level.

Partners support

  • In coordination with other functions, develop and implement processes to ensure that relevant information on policies related to access to land, agriculture, natural resources, livelihoods are shared appropriately to partners to inform HRBA practice;
  • Provide capacity building, technical advice and strategic guidance related to NRLM to Partnership POs and partnersto support them in:

-Monitoring and evaluating NRLM related work, documenting NRLM issues affecting communities and undertakingresearch, so that good quality narrative, audio and visual contentis produced which can be used for campaigning, policy influencing and reporting work,

-Organizing NRLM field visits with donors/supporters/AAI staff and producing field visit reports and NLRM projects reports,

-Developing concept notes/proposals in relation to NRLM,

-Identifying resource CSOs and people who can assist partners and communities in specific NRLM issues and enabling the linkages between LRPs and partners from local to national levels.

Fundraising

  • Coordinate with relevant functions to identify funding opportunities, develop relationships with potential donors and develop grant proposals to seek funding for NRLM focus;
  • Write reports to donors and ensure that donor funding cycles and requirements are respected.

Communication and campaign

  • Coordinate with AA International secretariat and relevant Cambodian CSOs to develop and implement campaign strategies, with the goal of increasing local and international awareness on NRLM-related human rights violations in Cambodia;
  • Develop compelling narrative, audio and visual content for NRLM-related communication and campaign;
  • Coordinate with Communication officer and Partnership Officers to spread NRLM-related content on social networks and media;
  • Provide press releases, articles and interviews to print, radio and visual media.

MINIMUM COMPETENCIES REQUIRED

Qualifications

  • Bachelor Degree in Natural Resource Management, Land Management, Law or Political Science
  • At least 3 years work experience working with INGOs and NGOs, preferably in Natural Resource Management or Land Management
  • Experience in project cycle management and contract compliance
  • Experience in proposal development
  • Experience in communication or campaign

Knowledge:

  • National and international policies and laws related to NRLM
  • Human Rights Based Approach (HRBA) and Community Organising (CO)
  • English proficiency

Salary and other benefit:
  • Salary range (USD 698 –762)
