1. Recommendations
1.1 It is recommended that the Executive:
a) Notes the changes made to the Salford Agreement through the recent refresh process
b) Notes the timescales for submitting the refresh to Government Office North West
2. Purpose of this report
2.1 The purpose of this report is to provide the Executive with an update on the progress made by partners in updating the Salford Agreement 2008-11, as part of the annual refresh process.
3. The Refresh of the Salford Agreement
3.1 Salford Strategic Partnership was requested by Government Office North West (GONW), along with all other local strategic partnership areas, to undertake an annual refresh of the Salford Agreement 2008-11 that Government signed-off in June 2008.
3.2 The refresh offers an opportunity to undertake some general “housekeeping” of the Salford Agreement including provision of data which was not available when the Agreement was completed. There were a number of baselines and targets which could not be calculated in the original Agreement as they were either new indicators or the methodology was still under discussion at a national level. In addition the Place Survey has been undertaken nationally since the Agreement was signed, and now provides the baselines for a number of indicators.
3.3 The process for refreshing the Agreement has involved negotiations between Salford Policy Leads and GONW policy leads. A roundtable meeting was held between Salford and GONW on 26th February to agree updates. A draft of the refreshed Salford Agreement was submitted to GONW on 2nd March and the final version will be submitted to GONW on 26th March. A draft of the refreshed Agreement was also considered at the Council’s Cabinet Briefing session on 10th March 2009.
3.4 At sign-off in June 2008 the Salford Agreement had 84 performance indicators in total, including 34 designated (or key) indicators, 34 supporting indicators and 16 statutory education and early years indicators. The refresh processes has identified the following:
· 38 indicators remain unchanged
· No new indicators have been added
· 7 indicators are being removed (6 of which are education indicators relating to Key Stage 3 tests which are being removed nationally, and the remaining one is the local indicator for parenting ability of drug and alcohol users referred to in paragraph 1.4 above)
· 39 indicators have been updated as a result of plugging data gaps which existed at sign-off in June 2008
3.6 Appendix 1 sets out the final version of the refreshed Salford Agreement (subject to marginal changes due to be made to the following indicators; NI 15 Serious Violent Crime, and LPI 73 Media City), which will continue to be worked on prior to submission to Government Office North West.
3.7 The table in Annex A includes all Salford’s designated targets in the agreements that are subject to performance reward grant. Completion of Annex A is a requirement from Government. Of particular note are those economic indicators where current targets will not be included in the performance reward grant calculation in light of the current economic recession – they are referred to as “not locked down”. All targets for these designated economic indicators will be further reviewed later this year, and subsequently “locked down” for the calculation of reward grant.
3.8 All final amendments to the Salford Agreement will be approved by the Leader during the week commencing 23rd March in advance of final submission on 26th March. The amended Salford Agreement 2008-11 will be made available to Cabinet and Salford Strategic Partnership once approved by Central Government.
3.9 Government Office will submit Salford’s LAA to the Secretary of State on 27th March for final approval early in April.
4. Conclusion4.1 Significant progress has been made in finalising the Salford Agreement refresh, with all partners providing dedicated resource to the process which has played a pivotal role in enabling Salford to meet key deadlines with GONW.
4.2 The refreshed Salford Agreement will represent a refinement of last year’s Agreement. Despite the economic recession, the refreshed LAA, will retain the key priorities for the city, ensure that targets are sufficiently stretching and sustain the ambitions set out in the Agreement last year.
