A RESOLUTION adjourning the Senate in honor and loving memory of Frances Cotterill.
WHEREAS, Frances Cotterill was born in Maysville, Kentucky on January 23, 1952, to the late Charles T. and Martha McCarthy Cotterill; and
WHEREAS, Frances Cotterill began her career in public service in the Mason County Clerk's Office in 1974, before being elected Mason County Clerk in 1982. She served continuously as clerk for twenty-nine years, until her retirement; and
WHEREAS, Frances Cotterill skillfully guided Mason County through major technological shifts in voting methods and recordkeeping. She ensured precinct access for all voters by implementing handicap-accessible guidelines, and she secured multiple grants to enable the preservation of courthouse records that date to 1789; and
WHEREAS, Frances Cotterill was a member of St. Patrick Church in Maysville; and
WHEREAS, Frances Cotterill traversed these earthly bounds into her Lord's presence on September 13, 2012; and
WHEREAS, Frances Cotterill is survived by two sisters, Martha Cotterill and Mary Cotterill; one brother, Charles T. Cotterill, and his wife, Debra; and two nieces, Katie and Deena; and
WHEREAS, citizens from across the Commonwealth join Frances Cotterill's family, friends, and community in mourning her passing;
NOW, THEREFORE,
Be it resolved by the Senate of the General Assembly of the Commonwealth of Kentucky:
â Section 1. The Senate expresses its most profound sense of sorrow and proffers its sincerest condolences to the family, friends, and community of Frances Cotterill.
â Section 2. When the Senate adjourns this day, it does so in honor and loving memory of Frances Cotterill.
â Section 3. The Clerk of the Senate is directed to send a copy of this Resolution to Representative Mike Denham for delivery to the family.
