Operation Compassionate Care – Start Exercise / No Image
During the exercise it will be important to remember and comply with the following statements:
·  For the purpose of this exercise the designers have developed information and materials on a simulated special medical needs shelter activated due to a region wide flood.
·  This exercise is designed to assist Medical Reserve Corps (MRC) members and others to assess the various capabilities of providing health and medical services in a special medical needs shelter environment.
·  It is important NOT to jump ahead in the exercise scenario. In other words don’t focus on what might happen, focus on the Common Operating Picture that is presented during the exercise to make informed decisions.
·  In any exercise a number of assumptions and artificialities may be necessary to complete play in the time allotted. During this exercise, the following apply:
1.  The scenario is plausible, and events occur as they are presented.
2.  There is no “hidden agenda”, nor any trick questions.
·  Exercise Basics:
1.  This exercise contains a total of 15 scenario and inject pages.
2.  The exercise is self-paced and it should take approximately three hours to complete. However, based on the time spent on each scenario and inject the exercise may be completed in under three hours or it may take much longer than three hours to complete the exercise.
3.  There is a scheduled 15 minute break approximately half way through the exercise.
4.  All videos embedded within this exercise can be enlarged to FULL SCREEN by simply clicking on the full screen icon in the lower right hand corner of the video.
5.  Thoroughly review all scenario information and injects as they are presented during the exercise.
6.  Identify one individual to be responsible for controlling the computer and inputting responses to the exercise injects.
·  At the end of the exercise you will need to complete an evaluation (Hotwash) on how your team preformed during the exercise. The Hotwash will consist of your team providing comments on three areas in which it performed well (Strengths) and three areas your team will need to improve upon (Areas for Improvement) to enhance its preparedness, response and recovery capabilities. Operation Compassionate Care – Scenario – # 001 / Image of Flood Watch
Soil conditions are nearly saturated across the region due to recent rains.
A late season frontal boundary has stalled across the state and a low pressure system has developed just south of the front. The low is forecast to strengthen and move through the area over the next 72 hours bringing a serious threat for excessive rainfall across the region.
A Flood Watch has been issued by the local forecast office of the National Weather Service through 5:00PM Saturday.

Persistent bands of heavy rainfall are forecast within the Flood Watch area off and on today through Saturday, with a wide east-to-west swath of rainfall totals expected to reach 10 to 15 inches.
A High Threat for significant flooding exists, with many drainage basins likely to be overtopped later today or Friday. High water may accumulate in residential and agricultural areas, as well as cover roadways. Areas near small streams, drainage canals and poor drainage systems will be the first to flood and will experience the most significant impacts.

As heavy rains begin to cause severe flooding throughout the region the local agency responsible for opening and managing the special medical needs shelter in your community has contacted your Medical Reserve Corps (MRC) leadership. The agency is requesting assistance in staffing the shelter with trained medical volunteers.
Identify the name and point of contact information for the agency within your community responsible for opening and managing a special medical needs shelter in an emergency.

Shelter Timeline / Day One
The local agency responsible for establishing the special medical needs shelter has activated its agreement with the local school district to use the district’s high school as the location to house the shelter.
Within several hours the shelter management team has opened the high school as a shelter and is registering individuals as they arrive.

Your MRC has mobilized and is ready to support the health and medical needs of special medical needs shelter residents.

Operation Compassionate Care – Inject – # 008 / Image of Senior Citizen
One of the roles assigned to MRC members is to help register individuals as they arrive at the special medical needs shelter.
Tom Hartwell, the neighbor of Shirley Jones, an 87 year old widow, has just dropped Mrs Jones off at the shelter. Tom first drove Shirley to the general population shelter but was told that Shirley would be better cared for at the special medical needs shelter.
(Note: Shirley Jones is NOT registered with the local emergency management office as an individual needing special assistance during and emergency or disaster.)
During the registration process it is learned that Mrs Jones does not have any relatives who live in the area.
Mrs Jones brought a walker, ten days of multiple types of medications and a single portable tank (24 hours) of oxygen with her to the shelter.

Shelter Timeline / Day Two
Since opening 37 individuals have been registered to stay at the special medical needs shelter.
Local emergency management has delivered 50 cots and blankets to the shelter.
The shelter is in operation 24 hours a day and is expected to remain open for at least the next 10 days.
Volunteers assigned to the shelter are working eight hour shifts: 8:00AM – 4:00PM / 4:00PM – 12:00PM / 12:00PM – 8:00AM.

Delphia Bell underwent extensive surgery due to colon cancer approximately six weeks ago. She remains frail as she continues her recovery. She now uses a colostomy bag and must use a wheelchair due in part to being overweight at 472 pounds.
Delphia was evacuated from her home by emergency responders and admitted to the special medical needs shelter this morning.
