CAMBRIDGE WATER BOARD
MEETING MINUTES
November 17, 2008
The meeting was called to order at 5:12 p.m. at 250 Fresh Pond Parkway in Cambridge Massachusetts. Those in attendance were:
Cambridge Water Board (CWB): Paul D. Robillard, Ann C. Roosevelt, James A. Burruss and Philip M. Weinberg.
Cambridge Water Department (CWD): Sam Corda, Fred Centanni, Tim MacDonald, Chip Norton, and Steve Lush
Guests: None
A. MINUTES OF OCTOBER 7, 2008 MEETING
Mr. Robillard moved and Ms. Roosevelt seconded the motion to approve the minutes of the October 7th meetings as written. The vote was unanimous in favor of the motion.
B. MANAGING DIRECTOR’S REPORT
Hiring Update: Distribution Manager: reposted to close on December 16, 2008; Treatment Plant Operator: had interviews and working to make recommendation; Watershed Working Supervisor position: awaiting Vacancy Committee approval; Water Systems Maintenance Craftsperson: had interviews and checking references; and Ranger position: reviewing revised job description to send paperwork to personnel; Meter Technician Supervisor: working to post and make this a permanent position/promotion from within; MEOIIA Operations Specialist: working to post internally.
Pharmaceuticals: Discussed the results of the testing and working with the Manager’s Office and Health Department to review and release the test results.
Economy: we had a brief discussion as to the stability of the City of Cambridge and the general affects of the current economic climate on the Water Department.
Future Water Board Meeting Topics: December – Engineering; January 2009 – Distribution Division; February 2009 – Policies and Procedures.

Transmission and Distribution:

Watershed:
Prospect Point (Former Polaroid Site): Related (Developer) presented the latest redevelopment plan for the former Polaroid site. All are in concert as to the current proposal that is going through the MEPA Process. The main area to resolve is the “Rotary Basin” to be built on MHD property to properly control storm water runoff from the drainage basin that include the new ramps to Route 128. We are working with Related to perform short and long term water quality monitoring of the site to ensure proper function of the many storm water control systems that will be built. Currently Polaroid is demolishing the existing structures under the supervision of Related who will ultimately remediate the site.
40 Sylvan Road/Winter Street Bridge Widening Project/Former Raytheon Site: These projects are on-going and the Watershed Division is monitoring their progress.
Mass Highway: As part of their repaving of Route 128 MassHighway will be contributing to the operation of two gauging stations in the watershed that will help understand, monitor and control the contribution of road salt to the raw water supply.

Water Operations:
Perchlorate Monitoring: We had missed a quarterly monitoring sample. This sample has been taken and submitted to DEP. We are reviewing the cause of this incident and developing a methodology to preclude this from happening again.
