Abstract:This paper presents some recommendations for the promotion, development and implementation of Renewable Energy Technologies (RETs) in the state. Energy is indispensible in modern society and is one of the most important components of socio-economic development. India' s gigantic energy needs, burgeoning population and growth trajectory, combined with the imperative to mitigate climate change and reduce Carbon footprints make renewable energy a key strategic means of producing energy. The Karnataka state has much to offer and presents huge opportunities to become a crucible for renewable energy technology, innovation, development and deployment. Karnataka has about 30,000 MW of estimated Renewable Energy (RE) potential, making it one of the top five RE-rich states in the country. As per official records from Karnataka Renewable Energy Development Ltd. (KREDL), the renewable energy is mainly from wind (13,983MW), solar (10,000 MW), biomass (2,500MW) and small-hydro (3,000MW) resources. Several studies also indicate that there is a very good the potential for wind and solar based plants, depending on the land availability and other factors. Despite having a comprehensive state of RE policy, Karnataka state is slightly lagging behind in terms of RE capacity addition compared to Tamil Nadu, Maharashtra and Gujarat consistently over the past few years. While the progress in biomass-based cogeneration has been high, all other RE resources have seen a slow growth.

Deanna Mulvihill has her expertise in evaluation and passion in improving the health and wellbeing. Her open and contextual evaluation model based on responsive constructivists creates new pathways for improving healthcare. She has built this model after years of experience in research, evaluation, teaching and administration both in hospital and education institutions. The foundation is based on fourth generation evaluation (Guba& Lincoln, 1989) which is a methodology that utilizes the previous generations of evaluation: measurement, description and judgment. It allows for value-pluralism. This approach is responsive to all stakeholders and has a different way of focusing.
