Notes of Parish Council Meeting held on18th January 2017 at 19.30at the Toft Hotel. NB-These notes have no status unless and until approved as minutes at the next meeting.

Public Forum
Member of public reported that the speed signs into the village required cleaning. He also said that the damaged street light at Toft had been dealt with.

004/17Minutes of Parish Council held on 16th November 2016

005/17Matters arising from Minutes
1)060/16 (4) Playing Field Rosta email contract details – Action Clerk contact T McWilliams.
2)060/16 (7) Self-seeded trees around street light 10 at Manthorpe Bridge – Clerk has spoken with the landowner and he will cut back and check others along the boundary of the footpath. Monitor.
3)061/16 (1) Manthorpe Bridge footpath in disrepair has been reported to LCC Highways. Ref 1501913. Monitor.
4)061/16 (2) Toft – collapsed culvert by side of bus shelter has been reported to LCC Highways. Ref 1501914. Monitor.
5)065/16 Rural Broadband – Cllr Stephenson reported that he had received one volunteer to help in discussions with Gigaclear.
6)066/16 (1) Clerk has replied to both SKDC & BT reference retaining the old style telephone kiosks, awaiting response. Monitor.
7)066/16 (4) LALC Training course Cllrs Stephenson April 19th not 20th as previously stated. Action Cllr Stephenson. Day course at Cranwell Village Hall between 9.30am-4pm, lunch included, cost of £25.00
006/17Highways-
1)It was reported that accidents had occurred on the A6121 between Witham on the Hill cross roads and Toft, one being a fatality. It was agreed that councillors would attend the Neighbourhood Police Panel meeting at Castle Bytham Village Hall to raise concerns. Actions Cllrs Stephenson/Freeland. 01.02.17 at 6pm.
2)Concern was expressed that the reactive speed sign on the brow of the hill between Toft and Witham on the Hill was still not working due to the fact that it was waiting for an electric connection to replace the solar panel which kept being removed. Action Clerk.
3)Gritting within the parish – The three grit bins required to be checking. It was agreed that the parish would not request salt in 1 ton bag because of storage. Action Cllr Stephenson.
4)Grass cutting 2017 – Councillors were unsure of what areas were cut by the two local authorities. Action Clerk. Ask LCC & SKDC for maps.
007/17Planning Applications
a)S16/2537 Dawson, The Old Bakehouse, Manthorpe-new stable building for use as store & office for existing horticultural nursery. Cllrs responded before the January meeting due to time limit of application – no objection. Approved 06.01.17
b)S16/2455 Dawson, The Old Bakehouse, Manthorpe-approval of details reserved by C3 (materials) of planning application S16/1815. Condition discharged-all 09.01.17

008/17Parish Property
a)Jasmine Cottage –Nothing to report.
b)Playing Field–write thankyou letters for contribution towards fence. Action Clerk.
c)Noticeboards – It was agreed that Manthorpe noticeboard should be monitored.Action Cllrs Dawson.
d)Bus Shelter- Councillors were looking for tiles of the same type to replace some damaged tiles. Action Cllrs Stephenson/Hartley concrete ones.
e)Defibrillators – All reported to be working after problems with opening the box at Toft. Concern was expressed that there was no light above the one at Manthorpe.
A request had been placed in the parish magazine asking if anyone wished to receive further training. Action Cllr Kreutzberger.
f)Marquees - a complaint had been received about the condition of the marquees and storage. To be discussed at the next meeting. Action Clerk. Cllrs also to discuss continuation of hiring.

- Parish Council has registered with the Pensions regulator and letter sent to clerk giving details of the scheme.
- Invoice still not received from Kevin Winterton for hire of scaffolding used at the Queen’s celebrations 2016. Action Clerk.
b)Payments - It was proposed by Cllr Stephenson and seconded by Cllr Dawson to purchase the new Union Jack Flag at a cost of between £80 to £90 pounds, all agreed. Action Cllr Stephenson.
c)Precept - It was proposed by Cllr Stephenson & seconded by Cllr Dawson that the parish does not wish to set a parish precept for 2017/18. Action Clerk.
010/17Correspondence
- SKDC Letter explaining the results of the governments consultation of requiring parish/town councils to hold a referendum if they wished to increase their precept higher than the 2%. The result is that they have decided to defer the setting of referendum principles but would ask that councils show restraint.
- LCC Highways grass cutting for 2017/18.
- LALC future training dates & confirmation of Cllr Stephenson’s in April.

011/17Report from Outside Bodies.
- C.Cllr Martin Trollope-Bellew reported that Kevin Brumfield would be leaving LCC Highways department and being replaced by Rowan Smith. He also reported that the areas were being altered and that Thurlby would just deal with the gritting. He also reported that the government had allowed local authorities to place an extra 2% on the council tax to help pay for social services. This amount does not help solve the problem as central government still continue to cut the budgets it pays to LCC. He gave an update of the Lincolnshire NHS Trust and Stamford Hospital.
- Cllr Stephenson read out D.Cllr Martin Wilkins report on the districts vote against devolution of Greater Lincolnshire, Grantham Hospital, and proposed Garden Village near Grantham and budget process for 2017/18.
