Job Description: FINANCE OFFICER

1.Title and Grade of Post:Finance Officer

H5 37 hrs per week term-time + 10 days

2. General Professional Responsibilities

2.1To assist the School Business Manager in the monitoring of school funding and the maintenance of full financial records

2.2To follow the LA and school’s agreed procedures to ensure compliance with all relevant policies and processes. In particular:

  • HCC Financial Handbook
  • HCC Purchasing and Commissioning
  • Financial Delegation Policy
  • Purchasing Policy
  • Debt Recovery Policy
  • Whistleblowing Policy

3 Applicable Contract Terms and Duties

This job description is to be performed in accordance with the provisions of the pay and conditions policy and within the duties set out in that document, so far as is relevant to the post holder’s title and salary grade.

4. Relationships

4.1the post holder is responsible and accountable to the Headteacher;

4.2the post holder reports to the School Business Manager;

4.3the post holder also interacts with other professional colleagues and should establish and maintain productive relationships with them.

5. Particular Responsibilities

5.1To be responsible for all daily financial transactions, providing advice and information to the School Business Manager;

5.2to provide financial reports for the School Business Manager to present to Governing Body;

5.3to maintain accurate records of all expenditure and income to the school, security and banking of money for the School Fund and General account, ensuring best practice at all times;

5.4to process accurate monthly recharges to departments and provide information to budget holders in the monitoring of their departmental budgets;

5.5to process direct debits, salary transactions and carry out monthly reconciliation of bank statements for General Account and prepare reports and any other statutory financial returns. To carry out reconciliation of bank statements for School Fund Account;

5.6to issue invoices for accounts receivable and monitor outstanding payments following the agreed school policies with respect to outstanding debts;

5.7to place orders, process and pay invoices, ensuring best value;

5.8to maintain accurate recording of petty cash transactions and ensure that it is regularly reconciled;

5.9to process on a termly basis, music fee invoices, remission of fees, all to the required Herts Music Service deadlines. To include liaising with Herts Music Service, Subject Leader of Music and peripatetic music teachers;

5.10to receive income from school meals service, preparation of banking, reconciliation of accounts;

5.11to help deal with student queries;

5.12to keep filing up to date alongside general admin tasks associated with the role;

5.13to carry out any other reasonable duties as may from time to time be requested by the School Business Manager or Headteacher.

This job description issued March 2018 may be amended at any time by agreement, but in any case will be reviewed annually.
