2.JOB PURPOSE
Gloucestershire Hospitals NHS Foundation Trust is changing. The Trust Board have agreed a new vision for the future designed to inspire, stimulate but above all deliver exceptional outcomes for patients and staff. The post holder will assist the Chief Executive Officer and the executive team in launching and overseeing the work streams identified to realise the Trust vision of achieving ‘the best outcomes with fantastic experiences for everyone’.
Working closely with Board members, senior managers and clinicians as an integral member of the Trust senior management team, the post holder will provide programme management and organisational development expertise in operational service transformation, business change, behavioural and cultural change as well as internal and external stakeholder engagement.
The post has been designed to have a 2 year lifespan, although this may be subject to review. A timeline has been set initially which is designed to launch and embed the work required to facilitate the changes. Whilst a programme management approach and methodology is being adopted to start and co-ordinate this work, it is recognised that this is a continuous journey and true success for the post holder, who will have the opportunity to inform and shape the work going forward, will involve integrating the work as ‘business as usual’, thereby ensuring that the change process continues beyond the life not only of the post holder but of other senior managers.
A number of work streams have been identified and are led by members of the executive team.
The post holder, reporting directly to the Chief Executive, will be responsible for liaising with the relevant executive lead in the co-design, programme planning and delivery of all projects within the work streams as well as the implementation and delivery of all programme and project deliverables, milestones and KPI’s and the timely realisation of all agreed target benefits.

5.KNOWLEDGE, SKILLS AND EXPERIENCE REQUIRED
- Educated to Masters (or equivalent) level with experience of working at a senior level in large organisations, with some element of that experience gained in the NHS.
- Must be qualified in programme management through ‘Managing Successful Programmes’ (MSP) , ‘Prince 2’ or equivalent and able to demonstrate leadership and successful delivery of a complex organisation wide project.
- Must be conversant with change management and organisational development techniques, with knowledge and evidence of up to date change management toolkits or equivalent and able to demonstrate application in practical settings.
- High level analytical skills and the ability to draw qualitative and quantitative data from a wide range of sources and present in a clear, concise manner.
- High level critical thinking skills with the ability to develop, maintain and monitor information systems to support work streams.
- Well evidenced leadership skills, including evidence of strategic thinking and planning with highly tuned political skills.
- Ability to work on own initiative and organise workload, allocating work as necessary, working to tight and often changing deadlines.
- Ability to make decisions autonomously when required, on difficult issues.
6.KEY RESULT AREAS
- Whilst executive leads are ultimately accountable for leading their work streams, the post holder will be accountable for co-designing all of the identified work streams to deliver the vision.
- Responsible for agreeing project milestones, deliverables and KPI’s, the timely realisation of project benefits and tracking progress against these.
- Recognising and calibrating the interdependencies across the work streams and recommending interventions and strategies to keep pace with desired delivery.
- Defining programme gateways which clearly define progress across the various stages of the programme.
- Overseeing the programme governance structure, ensuring clarity of roles within the structure.
- Providing timely updates to Chief Executive (fortnightly), Trust Board (monthly) and Trust Management Team (monthly) or as required.
- Co-design senior management briefings/check-in sessions (100 Leaders) with Director of HR&OD.
- Assist in the design and delivery of other relevant communications/feedback gathering as appropriate.
7.COMMUNICATIONS AND WORKING RELATIONSHIPS
- The post holder will need to develop and manage an effective network of relationships across the trust and with partner organisations to support the development, delivery and engagement of stakeholders with the various work streams. External relationships will include the Clinical Commissioning Group, Gloucestershire Care Services and the 2Gether Trust.
- In partnership with the Director of Clinical Strategy and the Director of Human Resources and Organisational Development, support the development and delivery of effective communication engagement and transformation change management strategies.
- Present information ranging from highly complex to simple about the work streams to a wide range of stakeholders, both internally and externally in a variety of different formats tailored to meet the needs and expectations of different audiences. Such formats will include Trust Board Meetings, Trust Management Team meetings and open staff briefings.

- Ensuring that focus of the leadership remains on delivering the vision balanced against delivering the ‘here and now’ operational and financial challenges.
- Ensuring that the service and cultural transformation required is facilitated through others and becomes self-sustaining, rather than dependent upon the continued presence of an identified individual.
9.PHYSICAL EFFORT AND WORKING CONDITIONS
- Frequent requirement to travel between sites and to commissioner and other provider organisations as required.
- Office conditions. Minimal manual handling.
- Requirement to deal with conflict between colleagues and agree resolutions to effectively overcome internal/external resistance to service transformation and culture change.
