Key Messages
- The whole community—businesses, friends and neighbors, and local, state and federal partners—has come together to help West Virginia recover from the severe storms, flooding, landslides and mudslides that occurred June 22-June 29, 2016.
- The West Virginia Voluntary Organizations Active in Disasters (VOAD) has set up a hotline for flood survivors needing free cleanups: 800-451-1954. Volunteers who wish to help with flood response and recovery may sign up atwvflood.com,, or wvvoad.org.

- Those who applied for disaster assistance from FEMA should be sure to read letters from FEMA carefully. More information may be needed to determine your eligibility.Missing or erroneous information may cause delays in receiving disaster assistance. FEMA provides three ways for applicants to submit needed information:
- Visit the FEMA website at DisasterAssistance.gov.
- Call the toll-free FEMA Helpline at 800-621-3362 (voice, 711 or relay service) or 800-462-7585 (TTY). Lines are open 7 a.m. to 10 p.m. seven days a week until further notice.
- Visit a Disaster Recovery Center. Most centers are open 7 a.m. to 7 p.m. seven days a week until further notice. (See list below.)
- If you live in a rural area, the address of your damaged dwelling must correspond with your assigned county E-911 address. If FEMA cannot verify your address, your home inspection may be delayed. Utility bills often provide the correct zip code and mailing address.
Individual Assistance Update (as of COB July 11)
FEMA has approved more than $27.7 million in disaster assistance, which includes grants to help homeowners and renters pay for temporary housing, essential home repairs, personal property replacement or other serious disaster-related needs not covered by insurance.

FEMA Registration
- Homeowners and renters who sustained losses from the severe storms can apply for disaster assistance online at DisasterAssistance.gov or by calling 800-621-3362 (voice, 711 or video relay service)or 800-462-7585 (TTY). The toll-free telephone numbers are currently open from 7 a.m. to 10 p.m. (local time) seven days a week.

FEMA Housing Portal
- The severe storms, flooding, landslides and mudslides that occurred June 22 through June 29, 2016, contributed to a shortage of available rental resources and housing options for displaced survivors in some of the hardest hit counties in West Virginia.
- FEMA strives to match eligible disaster survivors with available rentals within a reasonable distance of their flood-damaged homes. Displaced survivors can visit the FEMA Housing Portal to search for nearby rental units—whether apartments or single-family homes. Check the portal often for updates.
- Landlords interested in listing their properties on the portal can email their name, contact number and property location to .
U.S. Small Business Administration (SBA)
- Low-interest disaster loans from the SBA are available for businesses of all sizes (including landlords), private non-profit organizations, homeowners and renters.
- Economic Injury disaster loans are available to small businesses and private nonprofits to assist with working capital needs as a direct result of the disaster.

FEMA Mitigation Outreach
- FEMA mitigation specialists will be at hardware and home improvement stores July 8-13 to provide free information, answer questions, and offer tips on how to repair and rebuild flood-damaged homes stronger and safer. Times and locations follow:

Other Disaster Assistance Information and Referral Services
- West Virginians seeking information about disaster-related services and unmet needs may call West Virginia 211, a statewide referral service. Call211to findresources in your community, such as food, childcare, and crisis counseling.
- For those out of work due to the disaster,Disaster Unemployment Assistance (DUA) is now available through WorkForce West Virginia—even for self-employed workers and farmers. To apply for DUA, visit workforcewv.org. Survivors with questions about DUA may contact their local office of Workforce West Virginia.
National Flood Insurance Program
- Those survivors who are non-compliant with obtaining or maintaining their flood insurance and have previously received federal disaster assistance will be ineligible for the home repair portion of housing assistance. However, they may still be eligible for rental assistance.
- FEMA has a National Flood Insurance Program (NFIP) call center to support NFIP policyholders. Call 800-621-3362, Option 2, weekdays from 9 a.m. to 7 p.m.
Public Assistance and Process
- Eleven West Virginia countiesare now designated for expanded federal disaster assistance under FEMA’s Public Assistance (PA) program. PA reimburses state and local governments and certain private non-profit organizations no less than75 percent of disaster-related expenses incurred as a result of the severe storms, flooding, landslides and mudslides that occurred June 22 - 29, 2016.
- Although funds go to governments and nonprofits, Public Assistance benefits everyone in the community. The money helps pay for efforts to protect people and property, restore power, repair roads and bridges, and clean up neighborhoods.
- The 11 counties designated for reimbursement of eligible costs for debris removal and infrastructure repair under PA: Clay, Fayette, Greenbrier, Jackson, Kanawha, Monroe, Nicholas, Pocahontas, Roane, Summers and Webster.
- The 12 counties designated for reimbursement of emergency protective measures under PA: Clay, Fayette, Greenbrier, Jackson, Kanawha, Lincoln, Monroe, Nicholas, Pocahontas, Roane, Summers and Webster.
Disaster Timeline
- The incident period began June 22, 2016.
- June 25: Federal major disaster declaration for West Virginia.
- Greenbrier, Kanawha and Nicholas counties are designated for Individual Assistance and Public Assistance (Category B), including direct federal assistance, under the Public Assistance Program.
- June 28: Amendment #1 adds Clay, Fayette, Monroe, Roane, and Summers counties for IA and PA (Category B), including direct federal assistance.
- June 29: Amendment #2 adds Pocahontas and Webster counties for IA and PA (Category B), including direct federal assistance.
- July 1: Amendment #3 adds Jackson and Lincoln counties for IA and PA (Category B), including direct federal assistance.
- July 6: Amendment #4 adds Clay, Fayette, Greenbrier, Jackson, Kanawha, Monroe, Nicholas, Pocohontas, Roane, Summers and Webster counties for PA (Category A, C-G).
- July 6: Amendment #5 closes the incident period on June 29, 2016.
