SurgeMain HT Operational Support and Career Path
(SELRES)
HULL MAINTENANCE TECHNICIANS (HT) assists shipyard workers with the fabrication, installation and repair of all types of shipboard structures, plumbing and piping systems. Senior enlisted train subordinates in the naval structural trades, shipyard practices and professional development. The SurgeMain HT career path is designed to maintain the Sailor in the SurgeMain program providing ever increasing technical and leadership opportunities over the course of their career.As of December 2009, 69% of SELRES billets for the HT rate are in the NAVSEA SurgeMain program. HTs screened as Post-Apprentice and above may work in shops 11 (Shipfitter), 17 (Sheetmetal), 26 (Welder) and 56 (Pipefitter). HTs screened as Helpers enter the SurgeMain Training Candidate (STC) training pipeline, for up to 36 months training and evaluation before being assigned duties as a SurgeMain Post-Apprentice or Journeyman.

NOTES (LIMITED TO TWO PAGES OF NOTES):
1. Based upon skills sets developed from the sailor’s civilian profession, prior active duty service, and professional qualifications, their primary SurgeMain technical qualification may be for another trade skill/engineering discipline.
2. SurgeMain is a program under the NAVSEA Reserve Component; over 90% of NAVSEA RC billets are in the SurgeMain program.
3. SurgeMain qualification levels are: Helper 1 (lowest), Helper 2, Helper 3, Post-Apprentice, Journeyman (fully qualified)/Master Tradesman.
a. Journeyman can perform trade skills independently, without supervision: they can provide supervision and training for junior (military or civilian) workers.
b. Post-Apprentice SurgeMain Sailors have completed formal (military or civilian) training, but don’t have enough on-the-job training (OJT) to work without supervision.
c. Helpers have a minimum of engineering and/or mechanical aptitude and are placed in the SurgeMain Training Candidate (STC) program to develop their rate/civilian trade skills.
4. Key reserve unit administration positions:
a. NROWS UA/BE – Naval Reserve Order Writing System Unit Approver/Budget Estimator.
b. RTARS UA – RealTime Administration of Reservists Unit Approver.
