NHS Orkney and Orkney Islands Council have a long standing tradition of partnership working and our Integration Joint Board has been operating successfully since 1 April 2016. Our Integration Joint Board built on our long-standing health and social care partnership known locally as Orkney Health & Care and a number of audit processes have confirmed it is well established and operating effectively. The Partnership has a fully integrated management structure.
The role of Chief Officer is an excellent opportunity for an exceptional person who can evidence outstanding leadership qualities. We want a Chief Officer who can deliver real change and in doing so contribute to improving the health of the people of Orkney and the care and services our service users experience.

Orkney Islands Council and NHS Orkney are looking for an exceptional individual who can work with a range of stakeholders to provide a single point of overall strategic leadership for the Integrated Joint Board (IJB) and help shape the further integration and improvement of health and social care services within Orkney.
Reporting to the Chief Executives of Orkney Islands Council and NHS Orkney, the postholder will require strong leadership skills and an ability to work closely with our Communities and Partners, in order to deliver this change agenda.
As Chief Officer of the IJB you will be expected to take a leading role in delivering best outcomes for patients, people who use services, and carers within Orkney, and to design and communicate a coherent vision, set of values, and culture to underpin the delivery of integrated services.
The Chief Officer will also be expected to play a key role in partnership developments over time, which may include considering different ways of working and different roles that contribute to the overall sustainability of public services in Orkney.
As an experienced Senior Manager, you will drive change to ensure the Integrated Joint Board successfully implements Health & Social Care Integration within Orkney. Educated to Degree level or holding an equivalent professional qualification, with a relevant professional background, you will possess substantial leadership experience in a multi-disciplinary public, private or third sector organisation, and be able to demonstrate continuous improvement and achievements.
You will have a successful track record in leading and managing organisational and cultural change along with experience of managing significant financial resources. Proactive and influential, you will have experience of communicating at a strategic level with the ability to operative effectively under pressure and manage competing demands. This post is subject to PVG Scheme Membership in respect of Children and Vulnerable Adults.

6. JOB PURPOSE
The post holder will:
Outcomes
Deliver improved outcomes for patients, people who use services and carers within Orkney by leading:
- the implementation of the Integration Scheme and Scheme of Delegation
- the ongoing development of the Strategic Commissioning Plan
- the ongoing development of future plans to support person centred, safe and effective service delivery
- locality level planning
Implement the Integration Joint Board’s Strategic Vision, Shared Commitments and Values by:
- delivering a programme of service improvement and innovation in line with the 2020 vision
- overseeing the delivery of key priorities as described in the Strategic Commissioning Plan in order to advance performance across our local health and care economy
- engaging in the developing regional approach to health services
Be accountable to the Integration Joint Board for the integrated budget and delivery of the Strategic Commissioning Plan
Corporate Management
Participate as appropriate in the corporate management teams of both partner organisations and be accountable for ensuring that the Integration Joint Board corporate and strategic objectives are met in the services for which the postholder is responsible
Systems and Performance
Lead integrated systems of governance, finance reporting and performance management for the Integration Joint Board and be accountable to the Chief Executives for overall delivery and performance of delegated functions
Operational Responsibility
The postholder will be responsible for operational activities relating to the delivery the Strategic Commissioning Plan
The post holder will provide a point of joint accountability for performance of services to the Integration Joint Board
The role of the Chief Officer may develop over time as part of Orkney’s overall sustainability plans, in discussion with the post holder.

8. KEY RESULT AREAS
Leadership
- The post holder will be responsible for maintaining the Body Corporate arrangements and ensuring appropriate infrastructure to support the business of the Integration Joint Board (IJB).
- The post holder will ensure standard operating procedures are in place to deliver the work of the Integration Joint Board (IJB)and comply with all statutory guidance including the production of annual performance plans to comply with Audit arrangements.
- The postholder will provide a strategic leadership role as principal advisor to and officer of the Integration Joint Board (IJB).
- The postholder will lead the development and delivery of the Strategic Commissioning Plan for the Integration Joint Board (IJB) and will be accountable to the IJB for the content of directions issued to the Parties by the IJB and monitoring of compliance by the Parties in response to these directions.
- The postholder will lead the integration of services through the co-ordination, the preparation and application of key strategic documents including Service Plans and Joint Commissioning Plans.
- The post holder will ensure the IJB fulfils its responsibilities as a Community Planning Partner (CPP) and contribute to the development of the CPP arrangements as agreed and in accordance with the CPP Local Outcomes Improvement Plan.
- The post holder will be operationally responsible to the Chief Executives through an integrated management team for the operational delivery of integrated services.
- The post holder will promote professional and personal development amongst staff by ensuring that effective performance management systems are in place which provide development opportunities, enhance performance motivation, and facilitate skill utilisation and flexibility.
- The post holder will maintain effective management arrangements with appropriate links to the NHS Orkney Senior Management Team and the Senior Management Team of Orkney Islands Council, NHS Orkney Board and Committees and Orkney Islands Council and Committees.
- The post holder will lead and manage staff in accordance with appropriate Orkney Islands Council and NHS Orkney’s policies and procedures.
- The post holder will ensure that the Codes of Conduct and Practice, accountability and principles of Clinical/Care, Corporate and Staff Governance are promoted to ensure standards, health and safety and requirements are met.
- The post holder will design and implement, in partnership with both organisations and with their staff side/trade unions representatives, locality arrangements which are fit for purpose, take into account statutory and professional responsibilities and accountabilities and deliver objectives on time and within budget.
- The post holder will generate an ethos of professional and distributive leadership amongst professionals, senior clinicians and managers who form the health and care partnership with regard to accountability, responsibility of role and contribution.
- The post holder will ensure predictive operational management is in place, to anticipate and to manage both opportunities and problems in health and care service delivery as defined in the IJB Integration Scheme.
- The post holder will lead the development and implementation of all emergency planning activities including risk management, assessment of issues and development of business continuity plans to support the health and care service delivery as defined in the IJB Integration Scheme.
- The post holder will manage self-evaluation, inspection and audit activity relating to the delivery of services defined in the IJB Integration Scheme.
- The post holder will contribute to driving forward and shaping a culture of change, innovation and improvement to facilitate and support service redesign in Orkney Islands Council and NHS Orkney.
- The post holder will develop and secure effective partnership working with a range of key stakeholders, including the voluntary and independent sectors, staff side/trade unions and staff to achieve optimum development of services that take into account NHS Staff Governance Standards, OIC requirements and the Best Value arrangements of both organisations.
- The post holder will manage and be accountable for all allocated budgets to meet the agreed objectives of the IJB, ensuring that financial targets are achieved within the resources available.
- The post holder will develop and implement standards for the joint delivery of health and care services as defined in the IJB Integration Scheme ensuring a robust performance management framework is in place to measure service delivery whilst ensuring continuous improvement.
- The post holder will ensure that all statutory clinical and non clinical governance and professional standards are adhered to and arrangements are established to ensure systems are in place which meets professional and clinical standards.
- The post holder will ensure a clear and effective Care and Clinical Governance Framework is in place working with the Chief Social Work Officer, Medical and Nurse Directors to achieve this.
- The post holder will lead initiatives to ensure that the Council and NHS Board work with the Third Sector and Independent contractors to deliver the necessary outcomes, policy requirements and relevant targets.
- The post holder will lead the cultural changes required to continue to deliver integration, through personal commitment to the values of collaborative leadership and strengthening of partnership arrangements, through facilitation and active support to enable staff achieve integrated transformational change that will foster a learning outcome focused working environment.
9. ASSIGNMENT AND REVIEW OF WORK
The Chief Officer (post holder) is an Officer of the Integration Joint Board (IJB). The post holder will report to and be lined managed by the Chief Executives of Orkney Islands Council and NHS Orkney. Both organisations will ensure that the post holder will have regular performance, support and supervision meetings with their respective Chief Executives. The Chief Executive from the employing Party will take responsibility for contractual matters.
The Chief Officer’s objectives will be set annually and performance appraised by the Chief Executives of both Parties in consultation with the Chair and Vice Chair of the IJB.
The post holder is expected to anticipate problems and resolve them using their own initiative, and in direct liaison with other managers and external bodies and therefore work with a considerable degree of autonomy.
The post holder will have an honorary contract with their non employing agency and therefore is required to adhere to Orkney Islands Council and NHS Orkney:
- policies with regard to the data protection and confidentiality of information
- Health and Safety and Risk Management policies
- policy on Equal Opportunities and Diversity
The post holder may be called upon to support the response required to an emergency in line with the Civil Contingencies Act 2004.
The post holder may be called upon to participate in any appropriate out of hours management or senior staffing rota.
10. COMMUNICATIONS AND WORKING RELATIONSHIPS
The post holder will work closely with the Integration Joint Board voting members, Chief Executives of the Council and the NHS Board and their Senior Officers and Managers, Elected Members of the Council and Non-Executive Board members of the Integration Joint Board and external partners in formulating service development strategies.
Develop and secure constructive relationships with a diverse range of stakeholders across Health, Council, Third Sector and other partner agencies, promoting public awareness of Health and Social Care policies.
Represent the Council and the NHS Board at local and national level, influencing policy initiatives and ensuring that the Council and NHS are fully aware of developments and have the information and assistance necessary to make policy decisions.
11. MOST CHALLENGING PART OF THE JOB
The post holder will be an Officer of the Integration Joint Board (IJB) and be accountable to the Chief Executives for operational high quality service delivery. The post holder will be required to work with diverse professional groups/professional representative bodies, different terms and conditions in two organisations, different trade union/employee involvement environments, different governance and accountability arrangements. The post holder will also need to show determination and create momentum in translating the vision into joint operational arrangements.
Responding to changing demands and external challenges and driving a culture of continuous improvement in the Partnership which will support its future development and improve on service standards within agreed budgets and resources.
Highly developed political management and relationship management skills are required due to the complex political operating environment and range of stakeholders involved in the work of the Partnership. Understanding Orkney Islands Council’s and Community Councils’ desire for local democratic accountability in the planning and delivery of services.
Designing and delivering/commissioning health and social care services to meet local demands and achieve positive outcomes within a challenging reducing financial resource.
