December 15, 2015
Mr. Klicker called the meeting to order at 7:35 with the Pledge of Allegiance.
A prayer followed by Mr. Lloyd.
Roll Call: Klicker, Lloyd, Narcisi, Nelson, Pascale, Vetterly. Also present: Solicitor Ott, Engineer Scally, Chief Kokoski, Dilmore and Makatura. Absent: Cortese, Donnelly, Haslett and Tax Collector, Klicker.

Ø QVCOG communication regarding the Comcast Cable contract and the Cohen law group
Ø Penndot letter regarding bitumimous concrete (containing asbestos) needs to be tested
Ø Reduction in salt price due to fuel costs decreasing. $0.45 savings, now at $68.39/ton

SECRETARY/MANAGER:
Ø Completed paperwork again for the QVCOG for Marie Avenue and Semple Avenue demolitions – January or early February, contractor completed the paperwork.
Ø Grant for CD42 ramps, ADA renovations at the pool and park, demolition submitted
Ø Received 3 applications & resumes for the open seat. Council to set time for interviews.
Ø Work on Division and Belva complete
Ø PNC Bank parking lot should be completed November 19
Ø Work on the Firetruck and financing is progressing, legislation to pass this evening
Ø Reconstruction of wall & stairs on N. School almost complete
Ø Lloyd posed a question regarding 221 S. Chestnut house damaged by fire. There has been clean up activity done by the Wells Fargo, inside and out. Contractor to give a recommendation to the bank regarding demolition. Solicitor Ott stated there was an advertisement for Sherriff sale in December. Ott advised the bank it was on the list to demolish. Bank is now doing the clean up.
ENGINEER: Report submitted.
Ø Sanitary and Storm Sewer Rehabilitation
Critical storm sewer repairs identified in the project scope along Belva and Division have been completed. Defect identified near Ohio River Blvd. Next step is the lining of the sanitary lines within this project.
Ø CD40 demolitions of 305 and 315 Marie Avenue and 752 Semple Avenue contract documentations have been sent to contractor for execution.
Ø W. Bellevue Road Storm Sewer – draft correspondence to Bellevue completed documenting issues. Engineer visited one storm sewer repair that needs addressed on the Avalon portion of the drainage area. Access to the location makes it difficult from S. Starr, the repair is not difficult. A letter is also owed to Allegheny County Health Department as well.
Ø Phase I of Interim Municipal Consent Order signed last month
Ø MS4 Plan – required by end of January

o IDD&E Plan (Illicit Discharge Detection & Elimination)

SOLICITOR:
Ø Interim Consent Order that was filed with the DEP will now be with the Allegheny County Health Department.
Ø Non-uniform Pension Plan to be updated with IRS compliance revisions and prepared by Mockenhaupt
Ø Assisted with the completion of the Fire Truck Agreement for us and the Avalon Volunteer Fire Department. Fire department to vote on December 21. Questions regarding ordering without financing in place. Financing proposals must be prepared and submitted to the banks, accept the proposals and submit to DCED for approval, this process will take approximately 3 months. Klicker commented on banking approvals and Dilmore stated three proposals have been received at this time, however, more refinement is needed before submitting to DCED.
STREETS:
Meeting with Dilmore on Belva regarding the completion of the
restoration.

“To accept Resolution #1119, a resolution to remove Resolution #1116, a resolution with the EPA related to the Consent Agreement.”

“To accept Resolution #1120, a resolution entering in to an agreement, titled the First Amendment to the Consent Order with the Commonwealth of Pennsylvania Department of Environmental protection Agency. The department is the agency authorized to administer the Rules and Regulations of the Clean Water Act.”

Solicitor commented that it is an agreement with the Allegheny County Health Department. Table until later in the meeting for clarification.
The backhoe has been purchased and the crew is in the process learning process to do more projects.
FINANCE:

“To have the 1st and 2nd reading of Ordinance #1363, an Ordinance of the Borough of Avalon, relative to the establishment and maintenance of the Borough Employees Pension, annuity, insurance and benefit fund.”

2015 comes to an end, has met and been able to complete infrastructure projects such as the wall and storm sewer as well as paying down short term debt. 2016 Budget on display.
SAFETY:

“To enter into an Agreement with the Avalon Volunteer Fire Company, for the purchase of a new fire apparatus.

Klicker commented that the fire department and the borough has worked to see this purchase become a reality.

Clarified that this is moving an existing space after one person moved and one person passed away.

CORPORATION PLANNING & LIBRARY:
Lloyd reported on the Library:
Ø Library Board and Friends of the Library will be holding elections for new officers.
Ø State budget still not passed. Monies usually received in January. Please contact your representatives to urge passing this budget.
Ø Avalon NOW Brighten the Season was a success. Approximately 90 children and 10 pets visited Santa and Mrs. Claus. Thank you to the Department of Public Works for decorating the park and streets and Makatura and Dilmore for the building, the tree from the Fire Department and for everything going smoothly. And thank you to Elsa for attending as well.

“To accept Resolution #1118, a resolution authorizing the Secretary to shred certain documents no longer relevant to Borough business.”

Dilmore commented that Makatura sorted documents and 22 boxes were shredded as well as computer equipment was recycled.

Mr. David Zivic, President of the Avalon Fire Department, also wanted to thank the residents and surrounding communities for participating in the Christmas Tree Fundraiser. Approximately 600 trees were sold. Also, be sure to visit the Fish Fry, beginning in February – every Friday thereafter for 5 weeks.
