Gartner
/ H. Richard Holgate is a Research Director supporting government CIOs generally and specifically in the U.S. Federal Government. He covers topics including digital government; cloud; blockchain; mobility; digital workplace; information (cyber) security; IT procurement; shared services; case management; and legacy system modernization.Dr. Holgate served as Assistant Director for Science & Technology and Chief Information Officer at the Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF), where he was responsible for strategy, planning, management, and delivery of ATF's IT and forensic services. He oversaw all aspects of IT services, systems and security for ATF's 7,500 users. Within the forensic services portfolio, he led ATF's financial investigative services and oversaw ATF's three forensic science laboratories and its fire research laboratory. He was also responsible for formulating and executing an overall technology strategy in support of ATF's mission and served on the Department of Justice CIO Council.
Dr. Holgate also served as the President of the American Council for Technology (ACT), has been a member of the Federal CIO's Digital Services Advisory Group, and was the government co-chair of the ACT Industry Advisory Council (IAC) Advanced Mobility Working Group
Dr. Holgate was also the Executive Assistant Director for Information Technology and Command Information Officer at the Naval Criminal Investigative Service (NCIS), where he was responsible for: delivery of IT services to NCIS's more than 2,400 employees worldwide; transition of NCIS to the Navy Marine Corps Intranet (NMCI); management of NCIS's application portfolio; and IT strategy and planning.
Prior to joining NCIS, Dr. Holgate was employed as a Senior Manager with BearingPoint, where he fulfilled a variety of responsibilities, including all aspects of project management, team management and business development. His clients included many organizations across the Department of Defense. He also worked at The Mitre Corporation, where he supported the Air Force, Army and intelligence community on issues related to, respectively: base realignment and closure and environmental restoration; chemical weapons demilitarization; and arms control verification.

Marquis is IBM’s Global Leader of Digital Government Transformation, including emerging technologies (i.e. Blockchain), agile citizen services, and open government pillars.
Prior to joining IBM, he was CEO of Foster Skills, a social enterprise – supported by AOL Co-Founders Steve and Jean Case – focused on citizen-driven social innovation. He also founded two startups: RateMyFosterHome.com, a first mover in public sector customer experience metrics; and Physiocare.io, an upstart Uberizing physical therapy.
Early in his career, Marquis worked for Y-Combinator's Wefunder to champion the Startup Jobs Act; Wayfair, where he developed brand strategy with HGTV celebrities; Massachusetts Appeals and Supreme Courts, where he helped role out new digital system for cases; and the White House Chief of Staff’s Office, where he led efforts to improve Recovery Act reporting requirements.
Marquis has won numerous awards: Boston Globe’s Massachusetts Innovator of the Year, Microsoft Changemaker, Massachusetts Nonprofit Excellence Award, Ashoka’s Child Well-being Champion, Stanford Latino Entrepreneurship Fellow, Case Foundation Finding Fearless Award, and tied for 1st place in McKinsey’s Agility Hackathon.
Marquis was a plenary speaker at the White House, Harvard Law, Citi T4I, Lenovo STEM Scholars, Boston Children's Hospital, United Way Youth Venture, and his TEDx talk at Columbia University on 'How To Build a Social Enterprise' received 40,000+ views. He has been featured in Reuters, NPR, Sydney Herald, and Forbes. Marquis has a column, Hacking Government, with CIO.com and regularly blogs for The Huffington Post.
Hillary Clinton nominated him to the Air Force Academy, but he decided to study under Massachusetts Governor Michael Dukakis and SJC Chief Justice Roderick Ireland at Northeastern University, where he graduated with high honors. Besides work, he loves playing scrabble and basketball, snowboarding, and dancing salsa.

Wendy is Deloitte Consulting’s Public Sector blockchain lead. She has deep experience working with clients to distill emerging technologies into simple business value discussions. She is a hands-on technologist with 30 years of large-scale, complex system integration experience across a wide variety of technologies, including cloud, digital transformation and blockchain. She is actively delivering several blockchain projects with public sector clients.
/ Prakash Santhana, Managing Director, Deloitte Advisory, leads the Payments Integrity work for financial services, retailers and service providers. He also co-leads the Deloitte Blockchain and Cryptocurrency community and leads Blockchain work related to Risk and Cyber security. He has worked in the fraud/risk management groups of large credit card issuers and payment startups for over 20 years. He has extensive experience in mitigating fraud across payment types and channels, including mobile and online, and is currently working on a BigData/Machine Learning framework to detect cyber-criminal activities targeting banks and financial institutions. He is also focused on deploying the blockchain infrastructure for entities across different sectors. Additionally, he is the inventor of an 'out-of-band' mobile fraud prevention solution to help card issuers combat non-face-to-face fraud worldwide.
