A team of officers of Crime Branch led by ACP/Ram Mehar Singh and consisting of Inspr. Anand Singh, SI Surender Dalal, SI Shiv Dharshan, HC Rajbir Singh, HC Rishi Kumar, HC Sukhbir, Ct Pawan and Ct Suresh Kumar under the overall supervision of DCP/Crime Kumar Gyanesh has apprehended two notorious & desperate gangster of Haryana and have recovered one 0.32 bore pistol alongwith four cartridges from them. The gangsters after committing murder in Haryana had taken shelter in Delhi. With the arrest, a sensational case of murder of Mahendergarh, Haryana has been worked out. The gangsters are also associates of the gangster Neeraj of Bawana, Delhi.
There was information that gangsters of Haryana have taken shelter in the area of Nazafgarh, Delhi. This information was further developed and on 06.05.2014 HC Rajbir Singh received specific information that they would come to Jai Vihar, Part- 1, Nazafgarh. On this information a trap was laid and two gangsters later identified as Sandeep @ Dhilla @ Dholak (age 23yrs) s/o Hans Raj Lochab r/o VPO Bhupania, Distt Jhajjar Haryana and Dharmender @ Bholu s/o Risal Singh r/o VPO Bhupania, Distt Jhajjar Haryana were apprehended. One 0.32 pistol and four live cartridges were recovered from their possession. One Maruti Alto car involved in the murder of Mahendergarh, Haryana has also been recovered. A case under the appropriate sections of the law has been registered.
Both the gangsters were subjected to sustained interrogation. It was revealed that one of their associate Ajay was lodged in Narnaul Jail, Haryana for committing the murder of Jai Prakash of Mahendergarh, Haryana. Ajay wanted to get Vijender r/o Mahendergarh (HR) eliminated as Vijender was not allowing the family members of Jai Prakash to depose in favour of Ajay. Ajay tasked Dharmender @ Bholu and Sandeep @ Dhilla @ Dholak to eliminate Vijender. Accordingly, Dharmender @ Bholu and Sandeep @ Dhilla @ Dholak alongwith their associates went to Village Madhogarh in Distt. Mahendergarh, Haryana and shot him dead.
Dharmender @ Bholu was also found involved in a case of August, 2011 where he alongwith his associates numbering around 17-18 gangsters which also included Neeraj of Bawana had gone to Jhajjar Court to eliminate Kartar of Mandhoti, Haryana as Kartar had killed the brother of Dharmender @ Bholu at Mandhoti, Jhajjar, Haryana. However, they were detected and apprehended by Haryana Police. Dharmender @ Bholu was also found involved in another case of robbery of Bahadurgarh, Haryana.
Sandeep @ Dhilla @ Dholak had recently joined Dharmender @ Bholu.
PROFILE
1. Sandeep @ Dhilla @ Dholak (age 23yrs) s/o Hans Raj Lochab r/o VPO Bhupania, Distt Jhajjar Haryana. He is a student of BA first year of Nehru college Jhajjar. He came in contact with Dharmender @ Bholu as both are residents of same village.
2. Dharmender @ Bholu (age 22yrs) s/o Risal Singh r/o VPO Bhupania, Distt Jhajjar Haryana. He is a class 10 dropout. He worked as a conductor in buses in Delhi. In 2008 after the murder of his brother Kartar in Mandhoti, Haryana, he formed his own gang for taking revenge.
RECOVERY
1. One .32 pistol & four live cartridges.

ORDER
1. Whereas a large numbers of Banks & their branches/ATMs have come in Outer District, Delhi which are popularly known as commercials places and a large number of people visit there to use the facilities available in such places. All the managers of Banks/ATMs are hereby directed to install the CCTVs cameras in all banks/ATM for security reasons.
2. And whereas it has come to notice that certain criminals anti-social elements/terrorists are using these facilities to mislead the security/investigating agencies, create panic in the public, endanger the security of VVIPs and Govt. Institutions help in the terrorist activities directly affecting the security of the State.
3. And whereas it is necessary to take speedy measures in this regard to prevent danger to safety of human life, to thwart/prevent terrorist activities, which may affect the security of the state and disturbance of public order and tranquility.
4. Now, therefore,IRanbir Singh Khatri, Assistant Commissioner of Police, Sub-Division Bawana, Outer District, Delhi in exercise of the power conferred upon me under section 144 CrPC 1973 (No of 1974) read with Govt. of India, Ministry of Home Affairs, and letter No. 15949-52/X-1/PHQ dated 07-08-13 & Hdqr. Letter No. 15081-111/X-1/PHQ dated 25.7.13 do hereby make this written order for strict compliance by the bankers of such Banks and ATMs in the entire Sub-DivisionBawana, Outer District, Delhi.
a.Maintaining a register for identity of the visitor/user.
b.Make an entry in the handwriting of the visitor/user mentioning name, address telephone number and identity proof. The visitor/user shall also sign the register kept for this purpose.
c.The identity of the visitor/user shall be established through identity card, voter card, ration card, driving license, passport, Aadhar card and photo credit card (any one of them).
d.Activity server log should be preserved in main server of CCTV Cameras and its record should be preserved for at least six months.
e.If any activity of the visit is of a suspicious nature the owner of banks and ATMs will immediately inform the police station.
f.Record be maintained about each and every CCTVs cameras.
g.Make sure that the installed CCTV Cameras are in working order in all the banks and none of the banks and ATMs should be without CCTV cameras with immediate effort.
h.If any bank & ATM is found without CCTV Camera the concerned high authority will be responsible for the said lapse.
5. This order shall come into force with effect from05-05-2014and shall remain in force for a period of 60Days i.e. up to03-07-2014(both days inclusive) unless withdrawn earlier.
6. Any person contravening this order shall be punishable under section 188 of Indian Panel Code.
7. As this notice cannot be served individually on all concerned, the order is passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the Notice Board of the offices of all districts, police station concerned and the offices of the MCD, NDMC, PWD, DDA, DMs, FC, Tehsilder etc.

ORDER
1.Whereas a large number ofNBFC (Non Banking Financial Companies)are operational in Delhi and other parts of NCR, which are handling huge transactions of cash and precious metals.
2.And whereas, a large number of customers come to the said companies for day to day transactions, it thus becomes necessary to have quality surveillance on their day to day functioning.
3.And whereas, it has come to notice that certain criminals and anti-social elements look for soft targets, particularly during the late evening hours and target employees carrying huge cash/ jewellery items vulnerable to crime and criminals, if they are not guarded property at their business premises and while in transit.
4.And whereas, it is imperative to put some regulatory checks on the activities of such NBFC(Non Banking Companies) so that the anti-social and criminal elements do not cause danger to human life and effect loss of property.
5.Now, therefore, in exercise of the powers conferred upon me virtue of section- 144 Cr.PC 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No.U-11036/(i) UTL dated 09.09.2010, I,Ranbir Singh Khatri, Assistant Commissioner of Police, Sub Div. Bawana, Outer District, New Delhido hereby make this written order that all such NBFC carrying huge transactions of money and jewellery items at their respective officers and their like establishments shall refrain from:-
a.Not maintaining secure premises by installing CCTV at their main access, entry in the office and inside and around the premises. Proper staff shall be deputed to monitor the CCTV coverage. A Video backup of at least 30 days of such recording be kept for further use.
b.Not maintaining data base of all employees , security guards, Cab Drivers and Contractual worker working with them for access by the police as and when required and ensure verification of antecedents of all the employee including contractual employees.
c.Not following the procedure of ‘KNOW YOUR CUSTOMER’ as issued by the reserved Bank of India for Nationalized Banks and a data base for same shall be kept for access by the police as and when required.
d.Not maintaining digital record of all the visitors with their photo identity.
e.Not deploying armed security guards at the main entry of such premises and at any other vulnerable point.
f.Not deploying armed security guards with the employees who carry huge cash/gold/jewellery from one place to another. All high value transactions must be done in a secured vehicle which must have CCTV installed.
g.No Vehicle being used for transportation of cash or precious metal must be without GPS for monitoring their movement.
h.No movement of large amount of cash or precious goods after sunset, be undertaken.
6.These orders shall come into force with effect from05-05-2014and shall remain in force for a period of 60 days up to03-07-2014unless withdrawn earlier.
7.Any person/employers/transporters etc. contravening these orders shall be liable to be punished in accordance with the provision of section 188 of the Indian Panel Code.
8.As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of public through the press and by affixing copies on the notice boards of the office of all DCsP, Addl.DCsP, ACsP Tehsil officers, all police stations concerned and all offices of the NDMC and MCD.

Whereas, reports have been received that due to the situation prevailing in the areas of Police Stations of Sub. Division Kalkaji, South East District, Delhi, it is apprehended that terrorist/ anti-social elements may seek hideouts in the residential areas of the said Police Stations and there is every likelihood of breach of peace and disturbance of public tranquility and also there is grave danger to human life and safety and injury to public property on that account.
And whereas it is necessary that some checks should be put on landlords/tenants so that terrorists/ anti-social elements in the guise of tenants may not cause explosions riots, shoot outs, affray etc and that immediate action is necessary for the prevention of the same.
Now, therefore, I, Usha Rangnani, Asstt. Commissioner of Police, Sub. Division Kalkaji, Delhi, in exercise of the powers conferred by clause (b) of Sub-section (I) of the Section 70 of the Delhi Police Act, 1978 (34 of 1978) upon me under Section 144 Criminal Procedure Code, 1973, read with Govt, of India, Ministry of Home Affairs, New Delhi’s Notification No. B-11036/1/ 2008 UTI, dated 26.11.2008 do hereby order that no landlords/owner/person of any house/property which falls under the jurisdiction of Police Stations specified above, shall let/sublet/rent out any accommodation to any person unless and until he has furnished the particulars of the said tenant (s) to the Station House officer of the Police Stations/ concerned. All persons who intend to take accommodation on rent shall inform in writing in this regard to the Station House Officer concerned in whose jurisdiction the premises fall. The persons dealing in property business shall also inform in writing to the Station House Officer concerned in whose jurisdiction the premises fall about the particulars of the said tenants.
This order shall come into force with effect from 01.05.14 and remain in force for a period of 60 days i.e. up to 29.06.14 (both days inclusive) unless withdrawn earlier.
Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code; and

A joint team of PS Defence Colony and STF/South Districthave arrested a cheat namelyMuzib MalikS/o Yamin R/o B-15, Gali No. 6/7, Babu Nagar, Mustafabad, Delhi, who along with his associate was involved indupinginnocent people on the pretext of selling expensive mobile phones.
Brief facts :
On 3.5.14, complainant Sh. Nitin Sisodia r/o A-16, Sanwal Nagar, Defence Colony visited PS Defence Colony and reported that two boys stopped him at BRT Corridor, near Moolchand Flyoverand offered to sellexpensive Apple I-Phone atthrowaway. When he refused to buy the mobile, they constantly negotiated with him and gave him a piece of glass duly covered in a leather coverafter hypnotizing himand escaped with his bag containing cash Rs. 2 lacs. In this regard, a case vide FIR No. 114/14 u/s 420/379/34 PS Defence Colony was registered and investigation was taken up.
Investigation :
In order to arrest the culprits involved in such criminal activities, a joint team of PS Defence Colony and STF/South District,comprisingofSI Amit Kumar, HC Lekharam, SI Arvind Kumar and HC Ajit was constituted under the supervision of Inspr. Kuldeep Singh, SHO/Defence Colony. During investigation, the complainantprovided theRegn. Number of motor cycle of accused persons as DL-5SAX-9911 (make Splendour).Onverification the above Regn. Number, was foundbelonging toa Scooter. The team also verified other motor cycles ofmatching numbers andzeroed in onmotor cycle No. DL-5SAX-9917, whichwasfoundregistered in the name of accused Muzib Malik r/o B-15, Gali No. 6/7, Babu Nagar, Mustafabad, Delhi. The team conducted a raid at the house of accused and at the instance of complainant, accused Muzib Malik was arrested and two pieces of glasses of the shape of Apple I-Phone were recovered from his possession. At the instance of accused, motor cycle used in commission of crime was also recovered.
