Draft Terms of Reference for the Position of Project Engineer

At BEE-GEF-WB Project Management Unit

The Bureau of Energy Efficiency (BEE), a statutory body under Ministry of Power, Government of India, is executing a project “Financing Energy Efficiency at MSMEs” which is a part of the Global Environment Facility (GEF) Programmatic Framework for Energy Efficiency in India. The GEF implementation agency for this project is the World Bank. The project is being jointly executed by BEE and Small Industries Development Bank of India (SIDBI).

The objective of this project is to increase the demand for energy efficiency investments in Micro Small and Medium Enterprise (MSME) clusters in certain identified sectors. The work as envisaged under the project has already been completed at the MSMEs located in the clusters around Pune, Kolhapur, Ankleshwar, Tirunelveli, Faridabad, Ludhiana, Varanasi, Dehradun, Thane and Delhi-NCR, and benefits have accrued to these industries by way of realization of major energy savings and reduced CO2 emissions as a result of implementation of measures as recommended under the project. Further activities under the Project are in progress, and the work is currently expected to span till April / May 2019.

BEE has set up a Project Management Unit (PMU) in 2009/10 to coordinate the various tasks as outlined under the Project. The PMU is currently staffed with one Energy & Environment Specialist (SMEs), one Finance Management Specialist, one Manager (Media & Awareness) and one Procurement Specialist. It is now proposed to expand the strength of the PMU by inducting one Project Engineer. The incumbent would be required to provide support to the other members of the PMU in carrying out the assignments as scheduled under the Project. His / her role would cover the following:

1)Coordination with Industrial Associations of the project clusters, and with various consulting agencies hired under the project for project related activities;

2)Drafting of reports, minutes of meetings, data collection, compilation and its analysis with respect to various cluster activities, and also for preparing reports as required by the management of BEE, Ministry of Power, World Bank, etc.

3)Monitoring the performance of Consultants hired under the project vis-à-vis delivery schedules, quality of outputs, reports, etc. as per the terms of their contracts;

4)Support updating of Knowledge portal

5)Maintaining liaison with officials of BEE for logistical requirements of the PMU;

6)Undertaking tours to the project clusters from time to time as directed by BEE / PMU;

7)Performing other duties as assigned from time to time by BEE / PMU

Expected Competencies:

  1. Ability to conduct research and collate background information onenergy efficient technologies and best practicesas relevant for the MSME clusters covered under the project;
  2. Should be able to provide technical inputs culled from various reports developed under the project (as well as by external sources) for developing awareness and outreach materials such as Case Studies, Documentaries, Brochures, etc.for the benefit of the project stakeholders;
  3. Good interpersonal skills with the ability to work collaboratively with various stakeholders including other project partners,such as SIDBI & consultants appointed by BEE under the project, for coordinating trainings, workshops, meetings, etc;
  4. Ability to critically evaluate technical proposals received from various consulting firms and prepare summary reports;
  5. Good communication skills (oral and written) in English and Hindi;
  6. Should have strong analytical & conceptual skills;
  7. Should be proficient in MS office

Educational Qualifications & Experience

The incumbent must be a Graduate Engineer preferably in Mechanical/Electrical/ Energy from an institution recognized by the Government of India, and with a minimum of two year’s experience in the industry preferably in the area of energy management, operation and maintenance. The experience requirement would be waived in the case of candidates holding a Master’s Degree in Engineering.

Duration of Contract

The initial contract will be for one year with the possibility of extension subject to satisfactory performance till the duration of the Project.

Remuneration

The Project Engineer would be paid a consolidated monthly sum of Rs. 50,000/- (Rupees fifty thousand only), subject to deduction of TDS as per the applicable Government regulations. The remuneration would be increased annually subject to satisfactory performance on the same terms and conditions as applicable to the Project Engineers of BEE. The incumbent would be responsible for meeting his / her tax obligations.

Other Terms of Appointment

1)The appointment may be terminated from either side by providing a written Notice of 1 (one) month, or corresponding emoluments in lieu thereof calculated on pro-rata basis (in the event of a shorter notice period)

2)The Project Engineer would be governed by the terms and conditions as applicable to Project Engineers of BEE.

3)The assignment would be on full time basis, and the incumbent would not be permitted to engage in any other employment during the period of contract. The Project Engineer would be required to follow the office timings of BEE, and abide by the code of conduct as applicable to the staff of BEE.
