Role summary
Previously a government demonstration project, Together Women Project (TWP) is now an independent charity with centres in Hull, Doncaster, Leeds, Bradford, and Sheffield, an outreach post in Keighley and Lincoln and New Hall prison. TWP provides intensive support to female offenders and women at risk of offending. The ultimate aim is to help vulnerable women turn their lives around and address issues which are linked to offending or which place a woman at risk.
The post holder will provide high quality management of the Bradford TWP centre which opened in 2007 delivering a number of schemes to help meet the needs of vulnerable women.
It will involve building partnerships with key statutory and voluntary sector agencies. The manager will also be responsible for submitting regular monitoring reports to funders and other bodies to report on progress and performance of the service. The manager will also work with existing services to co-ordinate services to women in Bradford.
Key accountabilities
Service Management
- Develop and implement the scheme’s service delivery plans and needs assessment/ care planning systems.
- Deliver high quality management of the organisations schemes, including the supported housing hostel for women prison leavers.
- Liaise with key stakeholders locally in order to ensure that women offenders and women at risk of offending are referred to the project appropriately.
- To oversee the management of risk within the team, including making decisions about accepting women to the project who may present a risk in accordance with TWP policies.
- Develop and maintain effective partnerships with local agencies delivering services for women in order to enhance service delivery through signposting opportunities. This will include putting in place including information sharing arrangements.
- Develop and maintain effective information sharing and reporting arrangements with Offender Managers locally.
- Responsibility for maintaining standards of services to women in line with Together Women Project requirements, including the practical implementation of equal opportunities policies.
- To encourage participation of women in relevant decision-making affecting the running of the project in line with the customer consultation policy.
- Sharing arrangements with other project workers to maintain cover for the centre, including variable and unsociable hours (taking account of the post-holders personal circumstances).
- Responsibility for supporting and implementing Health and Safety guidelines in relation to project workers and women as far as is reasonably practical
- Responsibility for completing monitoring reports for TWP Board, the National Offender Management Service and other bodies as required.
- To have overall responsibility for the planning and monitoring of project worker workloads to ensure that the team meets contractual targets.
- Excellent project management skills.
- Support, direct and supervise project staff, which will include overseeing and monitoring performance and contributing to the identification of training needs.
- To participate in supervision and appraisal procedures and co-ordinate team training and development activities
- To manage and account for the projects finances including monitoring expenditure against budgets, banking, petty cash accounting and keeping such financial records as required
- To work in partnership with Together Women Project CEO to develop and deliver sustainablity for the project and the centre.
- Develop and implement project plans and ensure progress is routinely evaluated and monitored against project objectives
- To inspire others to give of their best to achieve a desired result, whilst maintaining effective relationships with individuals and teams as a whole and allocating recourses.
- Promoting the project and developing liaison with other key partners such as housing providers, Police. Probation Services, key government departments and others delivering services to women in the criminal justice system.
- To write funding applications to help sustain the organisations income
- To undertake such other duties as may be required which are appropriate to the work and commensurate with the general responsibilities of the post.

About TWP
TWP prevents crime by working with vulnerable women offenders and those at risk of offending. We offer specialist support from one-stop-shop centres in urban areas across Yorkshire & Humberside and provide outreach services to women in their own communities.
We work closely with a wide range of partners, including police, courts, probation and prisons as well as voluntary organisations and community groups. Women receive gender specific needs assessments and support plans from Key Workers to enable them to move away from an offending lifestyle. They also access a range of group programmes, therapeutic services, developmental activities and education and training provision.
We have been commissioned nationally by NOMS and by local probation trusts to reduce reoffending by women and we receive a range of funding from grant giving trusts to divert women and their families away from crime. We have pioneered peer mentoring for women offenders and were funded by NOMS to develop a tool kit for other organisations to use in developing peer-mentoring services for women. We improve parenting skills, increase employability and bring wider benefits to families and communities.
TWP operates from community women’s centres located in accessible premises in Leeds, Bradford, Sheffield and Hull. However, we provide outreach services in a number of other locations across Yorkshire and Humberside.
Bradford TWP
Our centre in Bradford is located at Broadacre House, George Street and opened in 2007. We have built a number of excellent partnerships with both Criminal Justice partners as well as a range of other organisations that regularly deliver services from our centre. We have offender managers who are co located within our centre and work closely with the key workers to deliver end-to-end offender management.
We have recently been successful in a tender to Bradford Supporting People and from 1st May will be managing accommodation based support for women leaving New Hall Prison. We are also involved in the West Yorkshire Finding Independence (WYFI) project and will be working to influence and promote the gender specific needs of women in West Yorkshire.Bradford TWP has also been successful in receiving funding to employ 2 family support workers whom we will be recruiting later in the year.
The Bradford Centre manager will report to the CEO and be part of the senior management team attending meetings regularly both internally and externally. We are recruiting to a number of new posts and once completed the team will consist of 8 Key Workers, 1 Women’s Engagement Worker for the WYFI project and 2 Family Support Workers.
Partnership working with statutory and non statutory agencies (both mainstream and specialist) will be an essential component of this role and the post holder will be required to develop and maintain these partnerships to ensure an effective service is delivered in line with the Strategic Priorities of Bradford.

What happens next?
