SUBJECT: Letter of Appreciation for Eugene Mauro
On behalf of the Patents organization I want to recognize a very exceptional individual working as a consultant for Raytheon Corporation. Eugene Mauro has been at the center of the USPTO’s redevelopment and maintenance of the OpBudget system using Oracle Financial Analyzer software since January, 2003.
During FY 2006 the system achieved some very important milestones thanks to Eugene’s creative and tireless efforts.
Patent modeling capabilities were enhanced and the human interface was simplified to accommodate a new group of employees responsible for technology center modeling. This has enabled the delegation of a broad range of duties earlier reserved to one seasoned modeler. A key organizational vulnerability is now being remedied.
The Budget Execution and Budget Formulation modules were revamped at the beginning of the year to allow multiple budget object classes (BOC) within program codes. The new architecture served very well throughout the year and proved even more valuable in the face of an Office of Corporate Planning requirement that FY 2007 spending plans be presented at the 4-digit BOC level. Eugene’s efforts to manipulate existing data within very tight deadlines and changing formats rendered an almost impossible task achievable.
The first full year of operation for the TRAC (Translation Records Accounting Control) system went extremely well, allowing the integrated efforts of those entering requisitions, approving requisitions, verifying invoices and controlling the budget to work together in a way not previously possible.
Commercial Database (CDB) monitoring and reporting improvements throughout the year culminated in a formatted report available at year’s end which completely eliminates the need to manipulate cost information when providing each Supervisory Patent Examiner a report of art unit CDB spending by examiner. Any art unit can be selected from a dropdown menu and an entire technology center’s art units can be reported out separately or as work group or TC rollups. This advance will save Scientific and Technical Information Center (STIC) employees many hours of tedious effort and provide capabilities not previously available.
Eugene’s skills as a system architect, programmer and analyst are always at the forefront as new and different ways of exploiting the power of Oracle Financial Analyzer emerge. He is a great trainer and very knowledgeable of business issues and best practices. What is not so obvious to happy customers of the OpBudget system is the excellence and extent of his ability to keep the system healthy and protected from failure.
He maintains careful backup procedures and data redundancy approaches to protect from data loss through user error or system malfunction. No one else in the USPTO has the specialized OFA knowledge and experience to assure continual monitoring of the system’s health, advise USPTO UNIX , network and web server administrators regarding the support of OFA within the larger enterprise systems context. Without his careful and continual vigilance the success of OpBudget operations would be quickly jeopardized.
Eugene is frequently called upon to share his rare blend of technology expertise and analytical ability as other USPTO organizations explore ways of gaining the power of Online Analytical Processing (OLAP) software. I always welcome this as a way of making the power of OLAP technology better known and appreciated.
