1.Welcome, Call to Order, Introductions

Mr. Joe McArthur, WECC Standards Committee (WSC) Chair, called the meeting to order at 10:00a.m., July 6, 2017.[1]A quorumwas present for the conducting of business.[2]A list of WSC members in attendance is found at Exhibit A.

2.Antitrust Policy

Mr. W. Shannon Black read aloud the WECC Antitrust Policy statement. A link to the posted Policy was provided in the meeting agenda.

David Walker Resignation – W. Shannon Black

On May 12, 2017, Mr. David Walker, Wyoming Public Service, WSC Representative for Standard Voting Sector (SVS) 7, Marketers and Brokers, announced his retirement as of July 2017,and his immediate resignation from the WSC.The WSC thanks Mr. Walker for his dedicated service and wishes him continued success in his future endeavors.Mr. Walker’s term of service naturally expires coincide with the September 12, 2017 WECC Board of Directors (Board) Meeting, along with SVSs 3,4, and 6.

WECC-0117 Reliability Standards Development Procedure - Steven Rueckert

On June 8, 2017, NERC filed WECC-0117 Reliability Standards Development Procedures (Procedures) with FERC.Among other things, the filed Procedures will delete WECC’s eight Standards Voting Sectorsin favor of NERC’s ten Standards Voting Segments, as listed in the NERC Rules of Procedure, Registered Ballot Body Criteria, Appendix 3D, effective July 1, 2014, or its successor.

In preparation of approval, WECC will create a parallel Ballot Body containing the proposed Segments.The parallel Ballot Body will not be used unless FERC approves the project.Further, the proposed Procedures will also require an election for new WSC members.

WECC-0113 FAC-010/011,Request to Retirement Regional Variances -Steven Rueckert

This project is pending at NERC until parallel FAC projects can be addressed.

WECC-0115 BAL-002-WECC-2, Contingency Reserve, Request to Retire Requirement R2 – Steven Rueckert

On April 11, 2017, WECC staff dispatched a letter to the impacted Balancing Authorities (BA) and Reserve Sharing Groups detailing the parameters of the field test to discern anyBAs impacted ifBAL-002-WECC-2, Requirement R2 is retired.The test will run for one year unless otherwise shortened for reliability reasons.

Website Changes – W. Shannon Black

On December 6, 2016, Mr. Joe Tarantino asked staff to investigate a way to clearly identify which version of a given project was being addressed during iterative comment periods. WECC's Information Technology Department (IT) has agreed to create future project pages with multiple posting accordions creating a discrete location for each posting.The requested changes will be built into the WECC-0128 project page and those that follow.

Replacement of WSC Representatives – Steven Rueckert

Per the proposed WECC-0117 Reliability Standards Development Procedures (Procedures) under review by NERC/FERC, the currently approved voting sectors no longer match the proposed voting segments.As proposed, WECC’s voting segments shall be the same as those established by NERC.Solicitation for new WSC representatives will be required to fill the new segments.

Terms of Service – Steven Rueckert

The WSC Charter requires that terms of service be two years in length and that they be staggered such that only half the terms expire coincidentally.Because this can’t be done when electing a completely new roster, a unique staggering was adopted for purposes of the first ballot only.

Under the current charter and procedures, WECC Standard Voting Sectors 3-Transmission, 4-Distribution, 6-End User, and 7-State and Provincial naturally terminate in September 2017 with the next sequential term terminating in 2019.Although there are no precise NERC correlations, these Sectors roughly correlate to NERC Standards Voting Segments 1-Transmission, 4-Transmission Dependent Utilities, 7-Large Electricity End Users, 8-Small Electricity Users, and 9-Federal, State, and Provincial or other Government Agencies.

To honor the intent of the charter, Standards Voting Segments 1, 4, 7, 8 and 9 will have the first full two-year term of service and terminate coincident with the 2019 WECC Annual Meeting.The remainder of the Segments will terminate coincident with the 2018 WECC Annual Meeting.This unique staggering will only apply at the onset; the established two-year term stated in the charter will apply thereafter.

Review of June 2017 WSC Items for Board Approval

On March 8, 2017, the WSC approved sending WECC-0118 Removal of Interchange Authority and WECC-0119 Removal of Reliability Assurer to the WECC Board for approval. These items were approved at the June Board meeting resulting in the deletion of nine terms from the WECC Glossary of Terms.[3]

Request for Standard Authorization Approval (SAR)

WECC-0128 VAR-001-4.1 Voltage and Reactive Control Five-year Review

In accordance with the Procedures, each WECC Regional Reliability Standard (RRS) must be reviewed every five years.VAR-001-4.1, Voltage and Reactive Control carries a WECC Regional Variance.This SAR requests complete review of the WECC Variance only, and consideration of NERC-provided suggestions that WECC consider: 1) full retirement of the variance, 2)clarification of the initial status of the PSS (R5), and 3) retirement of E.A.18 as it relates to external loops.

The SAR was received and deemed complete on June 8, 2017.

On a motion from Mr. Gary Nolan, the WSC approved the WECC-0128 VAR-001-4.1 Voltage and Reactive Control Five-year Review SAR.The motion carried by consensus.

The WSC instructed staff to convene a drafting team for the project.

WECC-0129 INT-004-WECC-CRT-2.1 Reliability Curtailment and Reload

In accordance with the Procedures, each WECC Criterion must be reviewed every five years.INT-004-WECC-CRT-2.1 (004), Reliability Curtailment and Reload is due for that review in mid2018.This SAR requests INT-001-WECC-CRT2.1 (001) Wrongful Denial and Loss of Communication Procedures, Requirement WR1 be considered for relocation to 004, per the drafting team recommendation provided in WECC-0121-A.Additionally, the SAR requests: 1) a five-year review of 004; 2) review of 001, WR2 to determine whether the discretion applied to Curtailments may be overly broad; 3) a correction of items incorporated by reference; and 4) a general updating to conform the document to current drafting conventions.

The SAR was received and deemed complete on June15, 2017.

Staff recommended: 1) assigning the available members of the WECC-0121 A-C Drafting Team to the project because that team has already discussed many of the issues; and 2) delay balloting WECC-0121A INT-001-WECC-CRT-3 e-Tag Requirements for WECC including Wrongful Denial of Request for Interchange (RFI) because that project is impacted by this SAR.[4]

On a motion from Mr. Joe Tarantino, the WSC approved the WECC-0129 INT-004-WECC-CRT-2.1 Reliability Curtailment and Reload SAR and requested staff implement the above recommendations.The motion carried by consensus.

Request for Ballot

On a single motion from Mr. Warren Rust, the WSC approved each of the following Requests for Ballot.

This section contains five drafting projects proposed for ballot.Recognizing the volunteer nature of WECC’s stakeholders, the WSC agreed the five projects should be balloted in two sequential blocks as follows:

WECC-0121B INT-007-WECC-CRT-3 Processing Emergency RFI

On April 6, 2017, the WECC-0121B INT-007-WECC-CRT-2.1 Processing of Emergency Requests of Interchange, Five-year Review Drafting Team agreed by majority vote to forward the document to the WSC with a request for ballot.A redlined and clean version of the project were located on the WSC Calendar for June 21, 2017 and on the WECC-0121B Project Page.

The project: 1) eliminated the Purchasing-Selling Entity (PSE) from the Applicability section; 2)generic language was added to WR1 filling the PSE void; and 3) an addition was made to the Guidance Section directing the reader to the WECC Process for Monitoring and Enforcement for information regarding adherence of PSEs.

WECC-0121C INT-016-WECC-CRT-3 Data Submittal

On May 19, 2017, the WECC-0121C INT-016-WECC-CRT-2 Data Submittal Drafting Team agreed by majority email vote to forward the document to the WSC with a request for ballot.A redlined and clean version of the project were located on the WSC Calendar for June 21, 2017 and on the WECC-0121C Project Page.

The project: 1) eliminated the Purchasing-Selling Entity (PSE) from the Applicability section in favor of the Balancing Authority, 2) deleted WR2/WM2, and, 3) included a Guidance Section entry explaining the generic use of the term “interchange software.”

WECC-0124 BAL-004-WECC-3 Automatic Time Error Correction (ATEC)

On June 13, 2017, the WECC-0124 BAL-004-WECC-3, ATEC Drafting Team agreed by majority email vote to forward the document to the WSC with a request for ballot.A redlined and clean version of the project were located on the WSC Calendar for June 21, 2017 and on the WECC-0124 Project Page.

The project: 1) relocates the Background section to the preamble of the Guidance section, 2)adds On-Peak and Off-Peak parameters in Requirement R1/M1, 3) addresses WECC Interchange Tool software successors throughout, 4) conforms the document to current drafting conventions (R1/M1, R4/M4), and 5) addresses non-substantive syntax.

WECC-0125 PRC-001-WECC-CRT-2 Governor Droop

On June 13, 2017, the WECC-0125 PRC-001-WECC-CRT-2 Governor Droop Drafting Team agreed by majority email vote to forward the document to the WSC with a request for ballot.A redlined and clean version of the project were located on the WSC Calendar for June 21, 2017 and on the WECC-0125 Project Page.

The project: 1) shortened the Purpose statement; 2) updated the Effective Date; 3) added Facilities 4.2.2 to incorporate new technologies; 4) moved the Background section to the Guidance section; 5) updated WR1/WM1 replacing “governor” with “Frequency Response”; 6)updated M1 to reflect current drafting conventions; 7) added the “Equipment Installation” section indicating the no requirement to install equipment; and8) corrected a typo in the April1,2016 row from 2.1 to 1.2.

WECC-0126 PRC-004-WECC-3 Protection System and RAS Misoperation

On May 24, 2017, the WECC-0126 PRC-004-WECC-3 Protection System and Remedial Action Scheme Misoperation Five-year Review Drafting Team agreed by majority vote to forward the project to the WSC with a request for ballot.If approved, the project will retire the document in its entirety immediately on approval of applicable regulatory authorities.

The drafting team reviewed NERC Standards, both in effect and proposed for regulatory approval, along with the development history of PRC-004-WECC-2 and its historic performance.After completing that review, the drafting team concluded that the substance of PRC-004-WECC-2 should be retired immediately and in its entirety because the reliability-related substance is addressed in peripheral NERC Standards.The drafting team does not believe any further actions are necessary to implement the proposed change.

Request for Board Approval

WECC Charter – Steven Rueckert

On June 8, 2017, NERC filed WECC-0117 Reliability Standards Development Procedures (Procedures) with FERC.The proposed Procedures require FERC approval.In anticipation of that approval, the WECC Charter needs to be updated accordingly.Proposed changes include, but are not limited to: 1) incorporation by reference of NERC Rules of Procedure, Appendix 3D, 2) deletion of reference to the WECC Bylaws, and 3) inclusion of a section titled Action without a Meeting adopted from the NERC Standards Committee Charter.

On a motion from Ms. Crystal Musselman, the proposed WSC Charter was accepted as presented.If FERC approves the proposed Procedures, the proposed charter will be forwarded to the WECC Board with a request for approval.If FERC declines approval this motion will be voided without further action and no changes will be made to the charter.

The motion carried by consensus.

8.Public Comment

Public comments were invited.

9.Review of New Action Items

In the event the WECC-0117 Reliability Standards Development Procedures are approved by FERC and followed by necessary elections of representatives, a new vice chair of the WSC will need to be elected. As of June 2017, the vice chair is Mr. Tarantino of Standard Voting Sector 5, System Coordinator.Under the proposed Procedures, SVS 5 is eliminated.

WECC-0127 VAR-002-WECC 2 Request to Retire

Mr. Perez is a Mechanical Engineer and has worked at Salt River Project (SRP) for over 10 years. The first three years focused on completing numerous engineering projects as a rotational engineer in SRP’s generation fleet.

In 2009, Mr. Perez accepted a permanent position at an SRP generating facility and spent the next six years managing plant overhauls, budgeting contracts & services, and developing to a Senior Engineer position as a Turbine Engineer.

In 2015, Mr. Perez joined SRP’s Electric Reliability Compliance department in the Operations and Planning team. In this position, Mr. Perez is responsible to work with various SRP departments to ensure compliance with all O&P Reliability Standards.

Western Electricity Coordinating Council
