AGED CARE IN THE SHIRE OF KALAMUNDA

This 2013overview was developed initially for the membership of the Lesmurdie & Districts Community Association Inc. It is however available to all residents in good faith and has been updated annually for 3 years.
The information has been collected from facilities offering aged care in its many forms across our Shire. These documents also include information on initiatives which may eventuate in the future and are currently ‘on the cards’.
In collating these details, the Shire of Kalamunda has been consulted together with every facility listed in an effort to ensure the most up-to-date information is provided as at December 2013. It is a collective starting point only, and each facility will be able to supply more comprehensive information through their individual publications, websites, etc. This is a ‘living document’ and will be updated as new information comes to hand.
We have not included full details on Lifestyle Villages and Retirement Villages as they serve a different social and community need. We have instead concentrated on facilities which provide Low, High, Respite and Dementia care across the shire. We suggest these other facilities be contacted direct for what they offer to the community.
We would like to sincerely thank all the care providers and staff for their valuable time in answering our questionnaire. They have gone out of their way to assist us and this is very much appreciated. DEFINITIONS
Low Care Beds (Sometimes referred to as Hostel Care)
This is the total number of beds available for people to receive low-level care in a Nursing Home. Low care requires the person to be ambulant (able to walk) with or without a walker or stick, or be able to manage own wheelchair. Usually the person needs to be able to walk unassisted, perhaps with stand-by help to the dining room, shower/toilet. The person doesn’t necessarily have to be able to wash or dress themselves totally, but needs to be able to get up and down from a shower chair by themselves. In the shower they may be seated, but be required to stand to be washed. They need to manage their own mouth care i.e. brushing teeth, and also to feed themselves, receive medications in their hand, place them in the mouth and swallow them without problems.
High Care Beds
This is the total number of beds available for people to receive high-level care in a Nursing Home. High care is for those who can do none of the above.
Dementia Careis highly specialised and tailored to needs, as the person suffering Dementia may be ambulant etc. but still in need of High Care and may require more one-on-one assistance which Hostels/Low Care facilities cannot provide.
Secure Dementia Care (High or Low Care)
The total number of beds in a secure specialised ward, wing or unit for people suffering dementia.
Booked Respite Beds (High or Low Care)
The total number of beds set aside to provide planned respite care. A booking diary is either managed by the facility or the local Commonwealth Respite and Carelink Centre.
AiP (Aging in Place)
This is a somewhat broad description and applies to Government policy of providing Care services to approved persons in their current residential accommodation, such as their own home, Independent Living Unit or some form of Hostel accommodation. In a Retirement Village these services can be provided and are sometimes referred to as ‘assisted living’ and are designed to keep people at home for as long as is reasonable.
Other Accommodation
The site has other residential care options such as Retirement Units or Serviced Apartments.
Supported Living
Supported and assisted living communities offer supported accommodation and care to residents in return for a resident-paid fee.
RL (Retirement Living)
The site has retirement living dwellings
ILU (Independent Living Unit)
Sometimes referred to as villas. Designed for the active retiree.
CACP
Community Aged Care Packages are low level care services provided to people in their own homes.
Integrated Aged Care Facility
Broadly speaking, provides similar services to AiP in a complex which provides just about everything from villas through to a Nursing Home, Respite Care and care for those with dementia all on one site.
Licensed Beds
Approved beds allocated on application to the Federal Government to approved providers. This procedure for the allocation of beds is currently under review.
Building Approval
Required from the local authority in the normal manner on a site which has the appropriate zoning use. Zonings may be changed by a Scheme Amendment process with the support of the local authority. Detailed plans etc. will be required.
Scheme Amendment Approval
Required from the local authority, the WA Planning Commission and the Panning Minister if the current zoning does not provide for Aged Accommodation use.

New Initiative
For the purposes of this document, an initiative which has been proposed but is not yet ready for community use in Low, High, Respite and Dementia care in the Kalamunda Shire. It is intended that these initiatives are included to give the community an overview of what is planned or in the pipeline in aged care at the time of going to print.
The follow pages detail some of what is on offer in aged care across the shire in the above categories.

ADDITIONAL INFORMATION
Obtaining information regarding the care required for an elderly/infirm person can be a sensitive and often challenging exercise, especially if there are waiting lists and you have to phone around. Sometimes it’s difficult to know where to start. We therefore hope the information on the preceding pages is helpful.
Local GPs visit the facilities in our Shire on a regular basis and will also be able to assist you as they have first-hand knowledge. Your GP should be your first point of call for the assessment of an elderly person in need of care.
It is recommended that you telephone the numbers alongside each facility to confirm the information herein is current. You may also like to ask a few additional questions when contacting an aged care provider, whether or not the facility is in our Shire.
- Does a local G.P. visit weekly?
- If not, what other arrangements are in place or must we arrange this when required?
- What is the staff/resident ratio through day/evening/night?
- Is there a Registered Nurse on duty 7 days per week?
- Is a Registered Nurse on call and reachable by family if required 24/7
- Is there a dementia-specific wing or unit or is it a mixed dementia and non-dementia facility?
Enquiries should also be made regarding the financial costs of care as these differ between facilities. For instance:
- Is an up-front bond required?
- Exactly what maintenance is free? For instance, is there a regular charge for garden work outside villas/units or generally on the site? If internal maintenance is required, (carpets, electrical, other wear and tear) who pays for this?
- Are there any other costs which will be charged from time to time?
Retirement Villages (RV)
Whilst RVs are not Aged Care Providers, many of them have a relationship with Service Providers so that the needs of elderly residents can easily access any required support from Service Providers. RV residents are in the most part older Australians who have made a decision to downsize and reduce the maintenance and responsibility that is associated with a family home. The move may be, and quite often is initiated by health considerations and is often seen as a step towards assisted living.
Lifestyle Villages
These are aimed at people 49 years and up and are promoted as a way of freeing up capital from a substantial family home, buying into a lifestyle village, and having additional funds for living costs etc. Contact all these facilities direct for information.

- There are conservatively, 1200 over 75 year-old people in the Shire of Kalamunda.
- Our residential facilities comprise 3 hostels and 2 nursing homes, offering 237 beds.
- 4 of our 5 residential facilities are over 35 years old.
- People move into residential care facilities because they have either physical or mental disabilities and require specialised care.
- Each week there are 1700 new cases of dementia diagnosed in Australia; approximately 1 person every 6 minutes.
- Dementia is the single biggest cause of disability in Australia in the over-65 age group.
- Dementia is the third leading cause of death in Australia and there is no cure.
- 1 in 4 people over 85 will get dementia.
