All We Can are seeking aHumanitarian Aid specialist who will be responsible for the development and implementation of Humanitarian Aid and Disaster Risk Reduction policies, programmes and strategies in the International Programmes & Partnerships Team, and will provide support for partners working in disaster prone and climate change affected areas.

Reporting to the Director, theHumanitarian Aid Managerwill be responsible for the development and implementation of Humanitarian Aid policies, programmes and strategies using a disaster risk reduction approach, and will provide support for partners working in disaster prone and climate change affected areas.The successful candidate will manage several aspects of All We Can’s partnerships with churches and NGOs, including assessment, monitoring and evaluation, and capacity development.

The Humanitarian Aid Manager will foster positive relationships with donors, partners and stakeholders in our response to humanitarian emergencies, and will work collaboratively to implement successful programmes that are able to withstand future stresses and shocks.

You must have:

  • at least three years of experience in Humanitarian Assistance using a DRR approach;
  • considerable field working experience with charitable development organisations in low income countries;
  • confidence and experience in organisational and individual capacity building, project management and organisational change management;
  • a graduate degree or equivalent advanced degree in humanitarian assistance or related technical area of expertise, such as engineering, public health, or international development.

This role will require travel regular travel for up to 2 weeks at a time.

Salary: £35,000 - £37,500, plus full benefits package

Job Description

  1. HA/DRR Policy & Strategy development and Implementation
  2. Lead on the development and implementation of a Humanitarian Aid & Disaster Risk Reduction policy and strategy paper for All We Can, with the help of consultants as needed

2.Humanitarian Aid

  1. Establish and maintain partnerships with HA INGOs and local NGOs through whom All We Can responds to global humanitarian emergencies; including forgotten emergencies
  2. Lead on the review of emergency appeals by our HA partners and submit recommendations for an All We Can response
  3. Work closely with the Communications and Marketing team to provide timely and relevant information and reports to All We Can’s supporters during our own appeals
  1. Disaster Risk Reduction
  2. Link with local and international DRR agencies who can support partners (NGOs & local churches) working in disaster prone and climate change affected areas to conduct rigorous, assessments of their target communities’ vulnerability to shocks and stresses and determine the impacts of rapid and slow onset disasters on their development programmes
  3. Support these partners to develop and implement DRR/Climate change adaptation plans that lead to the development of resilient communities

4.Partner relationship management and development

  1. Manage several partnerships with churches & NGOs in two allocated countries
  2. Assess applications for partnership from southern NGOs and churches in line with All We Can policy and criteria, and provide support in developing proposals for approval
  3. Monitor and evaluate the progress of partners and the use of any grants via correspondence, regular reports and visits to southern and INGO partners
  4. Assist partners to develop their own capacity building strategies

5.Management of Staff and consultants

  1. Assist with the recruitment and management of country coordinators (where these are needed)
  2. Recruit and manage HA, DRR/Climate Change adaptation consultants working with All We Can and/or its partners as needed

6.Programme Quality

  1. Assist the Director, IPP with the development and delivery of All We Can’s strategic approach and approved work plans
  2. Inspire and support innovation and learning in the development of All We Can’s programming and support the analysis and understanding of specific area of responsibility
  3. Ensure programme compliance in all areas of donor funding, travel and safety, and financial transactions in area of designated responsibility

7.Additional tasks

  1. Contribute to developing organisational learning and expertise in this specialist area through research and sharing of knowledge within the team
  2. Communicate with and where possible, collaborate with other NGOs and governmental bodies to facilitate good development practice

8.Other

  1. Attend staff meetings, International Partnerships Programme meetings and other meetings as appropriate
  2. Any other reasonable duty consistent with the responsibilities of the post as requested by your Line Manager

Person Specification

Humanitarian Aid Manager

Attributes / Essential / Desirable
Proven abilities / Significant field experience of working with small development organisations, NGOs, CBOs, FBOs or INGOs in a low income country / Experience with overseas church engagement and/or mobilisation programmes
Minimum three years of field experience in humanitarian assistance, with strong familiarity with international norms, minimum standards, and best practices in the field of humanitarian assistance / Disaster Risk Reduction & Climate Change Adaptation
DRR advocacy
Understanding of organisational and individual capacity development / Proven track record of coordinating and supporting organisational change processes, developing and embedding new and different ways of working
Good understanding of a range of effective community development approaches / Planning and carrying out training sessions for adults
Experience in project management, managing against milestones, dependencies, resources, risks, and issues
Monitoring of projects in the field and/or at a distance / Demonstrable experience of Monitoring & Evaluation and beneficiary accountability
Analysis of narrative and financial documents in order to monitor and evaluate project success / Successfully applying for funds from institutional sources
Ability to handle a complex and varied workload and manage internal and external deadlines
Experience of managing procurement of consultants and their subsequent management
Education & training / Graduate degree or equivalent advanced degree in humanitarian assistance or related technical area of expertise, such as engineering, public health, or international development / Post-graduate qualification in development studies or a related subject
Proficiency in computer skills, including Word, Excel, PowerPoint, and use of internet and email / Familiarity with database programmes
