Minutes of August Meeting
City Centre Strategic Plan – public consultation not launched yet. Draft MACF response to come back to Oct/Nov 2015 meeting.
Potential health event – JS to include as part of health and climate change research underway with MCC Public Health and University of Manchester. May be early-2016.
Low carbon leaders event – potentially 23rd Oct, TBC.
Initial list of tasks (to be updated on ongoing basis) for CIC team to work on was agreed at last meeting. JS to report on progress at future meetings.
Sustainable aviation – DC to try to arrange meeting with Sir Richard Leese and Manchester Airport.
Friends of the Earth/Craig Bennett challenges to Manchester – carry forward to next meeting for discussion of formal MACF response.
SM action RE reporting on a bid for GI project carried over to next meeting.
Programme of Manchester events for COP21 on agenda.

Brief updates from thematic groups chairs
Energy – JS
Energy lead/chair position is still vacant. JS has been talking to Arup and Electricity Northwest. The subject lends itself to large infrastructure projects but will also include smaller, e.g. PV and community projects, which might be the basis of new activities than an energy group could initiate and oversee. To revisit as part of work to develop pipeline of MACF projects.
In the meantime JS to invite Julian Packer, GMCA Low Carbon Investment Director to next meeting.
Buildings–WS
Domestic – awaiting outcome of review being undertaken by BRE and CSR to give clear national policy direction.
Non-domestic – Minimum Energy Efficiency Standards and Energy Saving Opportunity Scheme provide potential levers to drive non-domestic energy efficiency work. WS and JS to discuss potential MACF activities.
Work is underway on a Manchester Design Guide – JB and JS to discuss potential MACF input.

CO2 – AA
AA to talk to HB to discuss running a ‘GRIP’ workshop as part of the Manchester COP21 programme of events.
Adaptation – JC
JC working with JS to maximise involvement and value of the RESIN project for Manchester, through the city case study element.
Culture Change – DC
Cooler will be arranging a low carbon culture leaders event, details TBC. Carbon Literacy project is being submitted for the Transformative Action Programme.

Low Carbon Economy definition– JS for HS
JS presented on behalf of JS for initial comments. HS will be testing and refining the definition over the next 6 months and using into feed into MACF 2016-20.
DC gave written comments.
Doesn’t currently mention closed loopor regionality - bioregion needs to be in (NR).
JC found it difficult to zone into one section given current breadth – appears much broader than just ‘low carbon’.
Discussion on the scope – just low carbon or use a broader definition, as currently proposed.
‘Carbon’ doesn’t appear in the draft definition, although this is part of the objective title.
GE raised the need for the group to engage with an economist. New Economy are involved.
