JOB DESCRIPTION

Title of position:Head of Physiotherapy Centre

Department:Ministry of Public Health, Herat

Responsibilities:

Human Resources Management

The head of physiotherapy organizes and leads his team. This includes the following activities and responsibilities:

  • The Head of Physiotherapy should support his team whenever possible or needed, for the daily work on the wards as well as in the physiotherapy centre. This support can be technical or organizational.
  • To give technical support and advice to his team, according to his skills.
  • To supervize and manage the attendance of his team, i.e. MoPH physiotherapists and cleaner, according to the working hours defined in the MoU between MoPH and HI from July 4, 2005 (hereinafter “the MoU”).
  • To ensure the correct and daily filling of the provided attendance sheet by his team.
  • To ensure the daily treatment of the patients on the wards by his team according to the monthly roster set up for the following month and printed out at the end of the previous month.
  • To encourage his team to record the assessment findings, problem list and treatment outcomes of each outpatient and ward patient in a file.
  • To encourage his team to provide splints for burns patients according to needs.
  • To ensure that knowledge acquired through outside courses by himself or any team member is transmitted to the other members of the team (eg. during Formal trainings and/or Continuing Education).
  • To anticipate absences in his team whenever possible and manage them accordingly, as for instance replacement of the absent physiotherapist on a ward by other staff members, including the head of physiotherapy himself.
  • To transmit to the HI Rehabilitation Project Manager or Assistant by the 15th of each month the holiday plan of the staff for the next month.
  • To organize bi-monthly staff meetings in absence of the expatriate Rehabilitation Project Manager. These meetings should be used to discuss and resolve any issues linked to the work and the functioning of the physiotherapy centre as well as preparing other activities linked to the project defined in the MoU.
  • To organize individual meetings with the staff according to needs in order to discuss and resolve extraordinary personal problems.
  • To collect informations, suggestions, requirements from the PT team and transfer them to MoPH or HI according to needs.
  • To inform his team about issues discussed with other actors, such as MoPH or HI.
  • To ensure that the cleaner carries well out its duty.
Logistic Management (premises, equipment, consumables, stationary etc.)
  • To ensure the proper use and maintenance of the equipment, consumables, office supplies and stationary delivered to the physiotherapy centre and to the hospital wards. This includes to distribute material such as consumables only to patients that really need them and who can not afford to buy them by themselves.
  • To ensure the maintenance and proper use of the premises of the physiotherapy centre.
  • To inform the HI Rehabilitation Project Manager or Assistant of any damage related to the equipment, the office supplies or the premises.
  • Management of the inventory list of PT Equipment, Office Supplies and Consumables and informing the HI Rehabilitation Project Manager or Assistant by time about finishing of the stock or other needs.
  • To ensure that all the material in the physiotherapy centre is equally distributed between male and female parts.
  • To ensure, as long as available, the weekly transmission of consumables to the burns ward.
  • To ensure the good organization and implementation of the continuing education in absence of the expatriate Rehabilitation Project Manager.
Administration
  • To transmit monthly narrative and statistical reports to HI.
  • To keep a register of outpatients and ward patients seen, including the number of treatments given.
  • To keep and classify assessment and treatment forms of discharged patients in a clear and transparent way.
  • To keep a proper filing system for all the administrative documents (minutes of PT staff meetings, invitation letters, hand outs of continuing education, monthly payment sheets, etc.).
Patient Treatment
  • To treat patients in the physiotherapy centre and on the wards (e.g burns, neurological and orthopaedic) according to time and needs.
  • To provide splints for burns patients according to needs.
  • To record the assessment findings, problem list and treatment outcomes of each outpatient and ward patient he sees in a file.

Other Activities and Responsibilities

  • To attend the different training sessions provided by HI (Continuing education, clinical accompaniment, clinical case studies, formal training sessions).
  • To contribute as trainer to training sessions organized by HI CBR and Social Communication Departments in order to increase knowledge on rehabilitation issues.
  • Interdisciplinary coordination with the different hospital departments to improve provided hospital services with the support of the expatriate Rehabilitation Project Manager.
  • To improve cooperation and coordination between PTs/PTAs of Western Region.
  • To strengthen APTA by supporting the coordination of Western Region PT’s activities as well as the coordination between APTA Western Region Branch and APTA in Kabul.
  • Liaise with ICRC Orthopaedic Centre.
