Job Purpose
To provide effective supervision to individual teams to ensure high performance, incorporating the efficient utilisation of digital systems andadhering to and positively promotingefficiency and health & safety at work.
To deputise for the Team Leaders taking extra responsibility for operational management as and when required.
Responsibilities & Duties
All such other duties, functions and responsibilities as may be conducive, incidental, necessary or appropriate for the discharge of any of the foregoing specific responsibilities and duties.
Be responsible for the effective day to day management of all the team’s resources.
To be responsible for all aspects of day to day staff supervision in relation to the Team.
To provide assistance to the Team Leader in recruitment, probationary periods, absence management, appraisal, motivation, development, performance, capability and discipline issues in line with approved council policies.
To ensure individuals work effectively as a team and to the required performance and quality standards.
Ensure that the team meets set productivity and time targets on a daily basis.
To work with Team Leader to drive change and implement service improvements.
To act as a role model for Streetscene Services.
To ensure all staff, including seasonals are appropriately trained and monitored in terms of their performance.
To assist the Team Leader in developing the skills of the team and encouraging the team to act as ambassadors for the Council.
Wherever possible manage and resolve problems with plant, maintenance, materials, PPE and equipment.
To proactively promote safer working environments and practises, bymonitoring and reviewing the work site and how tasks are being undertaken, and suggesting or implementing changes where appropriate.
Review and evaluatework practices and procedures to ensure risks are managed and minimised
Ensure that all near misses and accidents / incidents are reported and investigated in a ‘no blame’ manner, so that causes can be identified and improvements recommended and implemented
Conduct, review and participate in risk assessment
To effectively monitor staff compliance with health and safety standards.
To act as an Emergency Aider and attend relevant training as appropriate
Ensure that digital work records are accurate, completed and correctly updated.
Ensure that all records – including maintenance and inspection check sheets, accident reports, risk assessments and safe working procedures are up to date and accurate
Carry out general Streetsceneoperational duties.
Ensure that all plant/machinery/tools and crew vehicles (oil/water/grease/tyre checks are carried out on crew vehicles, trailers, heavy mowers, pedestrian mowers, mini tractors, tractors, chainsaws etc) are inspected daily for any defect and that defects are reported to the Team Leader or the Plant Maintenance Engineer.
Carry out driving duties as and when required.

  • The security and maintenance of equipment and/or premises which are the responsibility of the team including high value transport, equipmentandinformation technology
  • The high standard and accuracy of information produced by you and the Team and to undertake any roles and specific duties in line with the Council’s Data Quality Policy
  • Good information security, observing all relevant legislation, policies, procedures and supporting documentation
  • In line with the Digital Strategy you will actively promote the use of digital systems in all aspects of work
  • Good standards of health, safety and welfare are promoted and applied by continually assessing workplace risks monitoring of the effectiveness of control measures, and initiating improvements
  • All employees within your team are adequately supervised, trained and competent to carry out their respective duties

Experience of supervising and working in a front line service delivery team
Knowledge and experience of risk assessing in a dynamic working environment, and of establishing, implementing and following safe working methods
Operation of light plant equipment, including heavy mowers, mini tractors, tractors etc. and
general horticultural knowledge such as shrub maintenance, landscaping works, seasonal bedding and turf care.
Experience and knowledge in using Microsoft Office programmes (Word, Excel and Outlook) and digital systems for monitoring and recording scheduled work.
Willingness to work flexibly across Streetscene Services
