Prior to the commencement of formal business several members of the community made representations regarding planning matters.
34.16 MINUTES
The minutes of the Annual Parish Council Meeting 2016 were approved and signed.
35.16 DIVISION, WARD & LALC
CC Mrs Perkins and the Chairman reported upon Division and Ward matters respectively. Cllr Mrs Olivine provided a written report in respect of LALC, a copy of which is available on request.

Review of performance against budget 2016/17
The only exceptional item to date was the expenditure of £216-00 on ball-stop netting repairs.
37.16 PLANNING
Land off Garstang Road, Barton
Outline application for a mixed use development of up to 72 dwellings and up to 320sqm retail floor space with associated access from the A6
RESOLVED
To object to the application on the grounds that the development would have an unacceptable and severe impact on the capacity of the strategic highway network and on the already overburdened sewage system in the locality

38.18 HIGHWAYS
Smiley Speed Indicator Device (SpID)
The Highway Authority had stated that the County Council’s SpIDs will be considered for deployment in 20mph speed limit zones only.

Village speed limits
The Highway Authority had told CC Mrs Perkins, in answer to her enquiry, that alterations to speed limits in the locality will be implemented within the next 4 to 5 months.
A6 crossing point outside Bilsborrow School
The Highway Authority had stated that a senior engineer will requireto inspect the location during a period of heavy rainfall.
39.18 BRITAIN-IN-BLOOM AND LANCASHIRE BEST KEPT VILLAGE COMPETITIONS
Much good work had been done by Becky Bleasdale and others, not least Mr John Nixon of Ashleigh Nurseries who had generously donated innumerable fully stocked planting tubs.
The competition results were eagerly awaited.
40.18 BILSBORROW RECREATION GROUND
Network Rail had, on request, attended to the pruning of the track-side bushes where they were protruding through the ball-stop netting.
