RECOMMENDATION:
That the City Council, by Motion, approve the Third Amendment to the Agreement with RCS Investigations & Consulting, LLC (RCS) to increase the rates for background investigations and add training services.
DISCUSSION:
The Police Department has an existing contract with RCS to conduct background investigations on applicants applying for positions within the Department. The Department requests the increase in compensation on the background investigations to cover the necessary costs associated with conducting timely and professional background investigations for police officers and police dispatchers to a flat rate of $1,800 from $1,650. Non-sworn background investigations will increase to a flat rate of $1,650 from $1,450. RCS will charge $105 per hour for standard administrative investigative services and consulting and $37.50 per hour for confidential transcription services. The Department requests RCS additionally provide training services to the Department at $27 per hour. RCS last adjusted their fee more than two years ago and have experienced a significant increase in operating costs, personnel time and travel, and in order to investigate the backgrounds of the diverse candidates applying for positions with the police department from communities outside of Orange County the rates have increased.
The use of RCS has been crucial to the Police Department since the Personnel Detail has experienced decreased staffing levels due to budget reductions while maintaining ongoing recruitments for funded positions. The Department has been using RCS exclusively for background investigations since 2007. RCS is familiar with the operational needs of the organization and continues to provide a quality and timely work product. The Human Resources Department also utilizes RCS for pre-employment criminal record searches.
IMPACT ON BUDGET:
Existing appropriations in the Police Department’s FY11/12 Budget will be used to pay for the current fiscal year expenditures. Increases in appropriations for future fiscal years will be subject to Council approval.
