CLASS TITLE:APPRAISER SPECIALIST - AD VALOREM
ALLOCATION FACTOR(S)
This is work providing specialized expertise and assistance to Appraiser I and/or II - Ad Valorem and the County Property Appraiser in the evaluation of county assessment rolls requiring the appraisal of real or personal property.
EXAMPLES OF WORK PERFORMED:

- Reviews and recommends changes to Florida Statutes, department rules and regulations and other guidelines pertaining to appraisal of agricultural, real or personal property.
- Appears as an expert witness in court or before boards for property appraisal matters in the appropriate field of specialty.
- Consults with all levels of governmental officials, property owners, tax representatives and private appraisers as a specialist on problems relative to agricultural, real or personal property appraisal.
- Coordinates investigations of taxpayers' complaints with appraisers and the County Property Appraiser and staff.
- Assists or coordinates assistance to the County Property Appraiser and staff to provide expertise and assurance that correct property appraisal techniques are used to arrive at estimated value conclusions of agricultural, real or personal property appraisals.
- Performs related work as required.
KNOWLEDGE, SKILLS AND ABILITIES:

- Knowledge of the principles and techniques of effective communication.
- Knowledge of the principles and techniques of the appraisal of real and/or personal property.
- Ability to inspect and appraise residential, commercial, and industrial real and/or personal property.
- Ability to review appraisals to ensure compliance with applicable guidelines and requirements.
- Ability to compile, evaluate and analyze data relating to the appraisal of real and/or personal property.
- Ability to understand and apply applicable rules, regulations, policies and procedures relating to the appraisal of real and/or personal property.
- Ability to work independently.
- Ability to utilize problem-solving techniques.
- Ability to plan, organize and coordinate work assignments.

MINIMUM QUALIFICATIONS
- A bachelor's degree from an accredited college or university and three years of experience in the appraisal of real and/or personal property; or
- A bachelor's degree from an accredited college or university with a major in real estate and two years of experience as described above.
- Experience in the sale, acquisition or appraisal of real and/or personal property can substitute on a year-for-year basis for the required college education.
