The Burlington City Council held their regular meeting January 4, 2010. Present were: Mayor Jerome Gruenberg, Council members Tim Hoff, Brett Casavant, Jack Anderson, Wayne Walter, Auditor Diane Fugere, Public Works Director Clint Cogdill, Dennis Snodgrass, PW Assistant, Delvin Stemen, Suzette & Art Perron.

Hoff moved to approve the minutes of the December 7 & 18, 2009 meetings, Anderson seconded and motion carried.

Walter moved to approve bills and payroll with the exception of $182 to Dacotah Bank for the Burlington Fire Department Haunted House Rider, Anderson seconded and motion carried.

Clint asked about purchasing a snow blower for the Bobcat at a cost of $3500.00. Casavant moved to approve purchase, Anderson seconded and motion carried on a unanimous roll-call vote.

Suzette & Art Perron appeared before council with concerns regarding the city’s procedure in dealing with sex offenders moving in to the city. Mayor Gruenberg asked Officer Snodgrass to follow up on this request for information by contacting the Minot Police Department. Mayor Gruenberg will also check with Ward County Attorney Rosa Larson.

Walter moved on first reading to approve ORDINANCE AUTHORIZING THE GRANT OF CABLE COMMUNICATIONS FRANCHISES IN THE CITY OF BURLINGTON, Anderson seconded and motion carried on unanimous roll-call vote with Casavant abstaining.

Council reviewed bids received on the 2001 Crown Vic and 1987 IHC snowplow:

Hoff moved to award the high bid of $825.00 on the Crown Vic to Pat Schmidt, Walter seconded and motion carried unanimously. Casavant moved to award the high bid of $6000.00 on the snowplow to Randy Fyllesvold, Walter seconded and motion carried unanimously.

Due to a worn disk in the main PRV there have been pressure fluctuations over the past several weeks. He estimated the cost of repair at $3000. Clint did the work himself at approximately $500.00.

Brett informed council he tested the locating equipment and it works well. Clint will stop at their office to pick up the locater.

Discussion followed on water sales to individuals. Clint can run a fill-pipe from the shop to the outside of the building with an electric solenoid switch inside to turn off access. Estimated cost at about $500.00 if he does the work himself. Water would be available during regular work hours with purchasers stopping in the city hall office to pay before they pump. Walter moved to approve installation of this hose with the price of water at $10.00 per thousand, Hoff seconded and motion carried unanimously.

Diane asked council about Minot Vet Clinic’s request that the city pay the remainder of Tammy and Duane Foreid’s bill as they released the Husky’s without full payment. Council did not approve paying this bill.

Walter moved to approve a Declaration of Emergency due to the December 2009 snowstorm, Casavant seconded and motion carried unanimously.

Burlington Electric recommended replacing the electrical panel after the influent line from the wells froze and broke at Well #2 building. The matter was tabled at this time.

The Safety Committee recommended Clint purchase a ladder/pipe rack for the pickup as the water shutoff key sticks out the back and it is a safety concern. Council member Jack Anderson has a rack he does not use and offered to give it to the city.

Clint asked about putting up a cold storage building approximately 25x50, pole barn type. Council asked him to get estimates for review at the next meeting.

Walter moved to approve United Community Bank, Burlington as the city’s designated bank, Anderson seconded and motion carried unanimously.

Council gave permission for Diane to attend NDLC’s March Madness March 23 & 24 in Bismarck.

After review of the ND State Lab Contract, Hoff moved to approve, Casavant seconded and motion carried unanimously.

Officer Snodgrass asked about the city donating 10 of the top railing pipes in the impound lot to Northern Outlaw Wrestling as the city has no use for them. Council approval was given.

Council asked Officer Snodgrass to move forward with disposal of the Subaru impounded by the Police Department several months ago.

With no further business to come before the board, the meeting adjourned.

The Burlington City Council held their regular meeting February 1, 2010. Present were: Council President Tim Hoff, Council members Brett Casavant, Jack Anderson, Wayne Walter, Auditor Diane Fugere, Public Works Director Clint Cogdill, Police Chief Keith Crabb and Lisa and Steve Kukowski.

Walter moved to approve the minutes of the December January 4, 2010 meeting, Anderson seconded and motion carried.

Walter moved to approve bills and payroll as presented, Casavant seconded and motion carried.

Officer Crabb reported applying for a 75/25 match grant for $1500 for a new radar unit for the Impala. Anderson moved to approve applying for this grant, Walter seconded and motion carried unanimously.

Steve and Lisa Kukowski attended the meeting to discuss his qualifications for Ward County Sheriff for the upcoming election.

Council discussed the option of running the new civil defense sirens periodically. Walter moved to run them every Monday at noon for 15 seconds, Casavant seconded and motion carried unanimously.

Council reviewed correspondence from United Community Bank that pledged securities are adequate to cover our investments.

Council reviewed the proposed Forester wage and job description. Walter moved to set the forester wage at $9/hour and approve the job description as presented, Casavant seconded and motion carried unanimously.

Ryan Ackerman informed Diane there might be grant opportunities for the sewer force main through the Clean Water State Revolving Fund, seconded stimulus. He will keep us informed as this develops.

The bill for the Burlington Fire Department Haunted House liability insurance was again presented. Anderson moved to pay it, Walter seconded and motion carried unanimously with Casavant abstaining.

Diane informed council and employees the state mileage rate was reduced to .50¢ effective January 1, 2010.

Correspondence to Workforce Safety Insurance regarding our Safe Lift Program was reviewed.

The Burlington City Council held their regular meeting March 1, 2010. Present were Mayor Jerome Gruenberg, Council members Tim Hoff, Brett Casavant, Jack Anderson, Wayne Walter, Auditor Diane Fugere, Public Works Director Clint Cogdill, Police Sgt. Dennis Snodgrass, Delvin Stemen, Darren Kabanuk & son, Ken Ferris & Ward County Deputy George Saltsman.

Anderson moved to approve the minutes of the February 1, 2010 meeting, Hoff seconded and motion carried.

Walter moved to approve bills and payroll as presented, Casavant seconded and motion carried.

The Ward County Water Resource Board inquired about hiring the city to move snow at their pump stations. Council approval was given with Clint asked to check the going rate for bobcat rental and charge the county accordingly.

Officer Snodgrass asked about a timeline for debris removal of the trailer that burned down in the trailer park this week. Council asked him to contact the owner of the trailer park regarding this matter.

Council reviewed information on a Community Development Block Grant for the Burlington Sr. Center for new windows. Casavant moved to approve RESOLUTION OF SPONSORSHIP COMMUNITY DEVELOPMENT BLOCK GRANT; Be it resolved that the City of Burlington, North Dakota will act as the sponsoring unit of government for the project titled Public Housing Rehabilitation to be conducted during a period from April 1, 2010 through December 31, 2011. Mayor Jerome Gruenberg is hereby authorized to apply to the North Dakota Department of Commerce’s Division of Community Services for funding of this project through the North Dakota Community Development Block Grant program on behalf of the city of Burlington, Walter seconded and motion carried.

Deputy George Saltsman with the Ward County Sheriff’s Department appeared before council to address any issues the city may have.

Ken Faris, 2 Willow Street appeared before council inquiring about replatting his property into 3 lots. He will hire an engineer to do the plat work.

Diane reported the Forester ad has been sent to the Minot Daily News. The Forestry Committee will screen applicants and make recommendations to council.
