ADJOURN FOR PUBLIC PARTICIPATION
Mr Woodcock raised the following issues:
· A Boards and other signs obstructing pavements
· The doctors’ surgery hopes to have a full complement of staff by January 2016.
· Footpaths need to be cleared twice a year to prevent a build up of gravel which can get washed into drains resulting in blockages
· The proposed roundabout at the junction of Lower Street and Chapel Hill is under discussion with Essex Highways. The new pedestrian footpath through the site to the car park should result in safer access to the area. He urged our County Councillor to press Essex Highways for action.
· A mirror at the junction of Woodfields would improve road safety.
· A broken bollard in Lower Street is a potential hazard and requires action.
Mrs Hibberd said she was speaking on behalf of twenty residents who were opposed to the planning application submitted by The Rose and Crown.
Mr Chopping argued a case for the council to support the planning application at Whitefriars, High Lane.
Mr Kavanagh raised concerns about security if the proposed changes to the post office went ahead.

174 MATTERS ARISING
15 July Meeting
The Clerk was asked to write to Croudace and UDC to express our displeasure that play equipment had been removed from the Reeve Road Play areas without the agreed consultation process happening.
Cllr Dean requested clarification on the "no comment" policy from Essex Highways in relation to planning applications.
Cllr O'Brien stressed the importance of regular maintenance rather than "one off" responses from the Highway Rangers in relation to keeping footpaths clear of overgrowing vegetation and providing safe access for pedestrians.

Cllr Jones suggested that the Council would need to closely scrutinise any new/revised planning application for 14 Cambridge Road

b] COUNTY COUNCILLOR'S REPORT
· GCSE results at Forest Hall School had improved significantly and now matched the national average
· The design and build contractors appointed to work on the new St John's Road school are arranging consultation meetings with local residents. The Parish Council are welcome to attend. Cllr Jones requested that the plans also incorporate the Peter Kirk site
· The refugee crisis has resulted in some developers buying larger properties to accommodate migrants which resulted in considerable pressure on local services. Councillors were urged to keep an eye out for any sign of this happening in Stansted and to make sure they alert ECC if they have any concerns.
· The Magna Carta tapestry is now on display at County Hall.

Cllr Jones reported that the precept would not need to change unless we took on significant additional responsibilities on the new developments. He stated that a review of our litter collection and maintenance practices was essential in the near future as staffing changes and additional work load would necessitate a different way of operating and this would have an impact on the budget.

No objection was raised in principle to the construction work. However, with regard to the change of use to letting rooms, Councillors sought assurance that, if consent was granted, occupiers of those rooms would be required to park on-site at the pub rather than on-street. If such a condition was not imposed, it was possible that the limited on-street parking situation would be adversely affected (particularly by airport-related parking) causing a significant effect on neighbouring properties.

Concerns were expressed about the security implications of the new lay out. It was agreed we should press for a cheque paying in service to be retained in the branch.
185 FORMULATION OF THE PARISH COUNCIL'S RESPONSE RELATING TO BUS SHELTERS AT VARIOUS LOCATIONS
It was agreed that we should postpone any decisions on bus stops in Lower Street until the Health Centre and retail units are operating and the new road lay out is in place. Traffic flows can then be assessed and the most appropriate locations determined. All other proposals had were agreed.

Members were requested to give some thought to the issue and then let the office have any suggestions about how we should respond to the crisis.
