MINUTES OF THE KINGSTONE &THRUXTON GROUP PARISH COUNCIL MEETING HELD ON 20 AUGUST 2014 AT THE VILLAGE HALL

Mr R Piotrowski, Mr P Wright, Mrs C Rowan, Mr C Rowan, Mr J Watkins, Mrs L Fleming, Mrs S Walker Mr A Price, Mr J Greenly, Denise Lloyd.

Parish Councillors: Mr D Barton.

1. APOLOGIES
Apologies from Mr D Barton.
2. LOCAL POLICE REPORT
No representation from West Mercia Police. Speed enforcement had been carried out by PO, no offenders, suggested they repeat exercise during Term time at beginning or end of School day.
3. DECLARATION OF INTERESTS AND DISPENSATIONS
Mrs Walker declared a disclosable pecuniary interest in Item 6 – car park barrier quote and left Hall during discussions.
4. TO SIGN AS CORRECT THE MINUTES OF THE MEETING OF 9 JULY 2014.
The minutes of the last meeting were agreed and signed by the Chairman as a true record.
5. REPORT FROM WARD COUNCILLOR MR JIM KNIPE
See attached. Overall opinion was that smallholdings with development potential and therefore big money earners (approx. 3) should be sold but the remainder retained and better managed and maybe their size double where allowable. These smallholdings are important to young farmers trying to get a foot on the property ladder.
6. VILLAGE HALL COMMITTEE REPORT
Hall is newly decorated and looks very nice. Minor vandalism has occurred to guttering, 120 chairs have been purchased with tables next on the list.
A quote for a barrier along fence bordering Hall car park had been obtained, PC was asked if they would make a third contribution of £465.00 along with the VH Committee and Mr Walker. Majority vote agreed but with reservations and stipulations that the PC did not want to set a precedent for contributing to any future purchases of barriers.
7. SPORTS ASSOCIATION REPORT
No problem but football season is about to start!
8. LENGTHSMAN SCHEME REPORT
Minor works carried out. Locality Steward, Linzy Outrim, to attend a future meeting. Flooding both ends of Arkstone Lane still a problem, BB to be informed and Mr Wright to arrange meeting with Linzy Outrim.

9. PARISH PATHS SCHEME REPORT
None.
10. NEIGHBOURHOOD PLAN
Meeting to discuss draft Plan on 10 September 2014. Grant needs to be spent by end Dec 14. Laminated maps to be collected.
11. FINANCE
Invoices for payment:
Clerk’s wages - £370.80. No tax or NI due.
£150.00 donation to Thruxton PCC towards churchyard maintenance.
All payments unanimously agreed.
Balances:
The balance for the current account as at 12 August 2014 was £12006.41.
The balance of the deposit account as at 12 August 2014 was £3598.44.
Mrs Walker now a cheque signatory.
Finance Working Grp. met and reconciled all invoices, receipts, statements and Cash Book. No issues found.
12. PLANNING
The following planning proposals were presented to the Parish Council: -
Code number: P141965/F.
Proposed development: Arkstone Court. 2 new poultry units.
PARISH COUNCIL COMMENTS: No objection.
Code number: P141956/F.
Proposed development: Land adjacent to Brantwood. New four bedroomed detached dormer style house.
PARISH COUNCIL COMMENTS: This application will be outside the proposed settlement boundary for Kingstone. In addition concerns from neighbours have been raised regarding encroachment on privacy to neighbouring properties and the access will mean increased vehicles using a narrow road regularly used by school children.

P141358/FH. Dean Pool. Two storey side extension and single storey rear extension.

13. CORRESPONDENCE
All agreed that no donation towards the 39A should be made at present.
Mr Lloyd has resigned from PC. Electoral Office to be notified and letter of thanks sent to Ben. It was noted that resignation letters should be sent to Chairman.

The next meeting would be held on Wednesday 1 October 2014 commencing at 7.30 pm at the Village Hall.
Next Neighbourhood Plan meeting 10 September at 7.00pm.
The meeting closed at 8.58 pm.

Ward Councillor’s Report Valletts
Smallholdings
The Council owns approximately 50 smallholdings. The purpose of these is to assist "young" entrants into farming.
The current value of these farms is £20m and the return on the capital is 1%.
3 Farms have been allocated for development:-
2 Grafton Lane
1 Holmer.
Tenancies vary, but most could have vacant possession over 6 years.
