1.Job Purpose

Assist the City’s Development Compliance Team ensuring the City’s obligations and functions are carried out in a legal, professional and efficient manner.Ensure the owners of properties with swimming pools comply with relevant local government and building legislation.Provide pool compliance advice through the Coordinator Development Compliance to the Manager Urban & Regional Development and the Director Development & Community Services.

Attainment of Council’s objectives relating to the development of the municipality.

2.Organisational Context

The position of Pool Compliance Officer is part of the Urban & Regional Developmentbranch within the Development & Community Services Department. In total, 4branchesreport to the Development Community Services Director. Other branches include Community & Cultural Development, Libraries & Heritage Services and Land & Regulatory Services.

3.Key Accountabilities

  • Assist in the implementation of Council resolutions and provide regular reports to the Coordinator Development Compliance on progress of action.
  • Assist and contribute towards the identification, development, implementation and review of guidelines, policies and procedures in relation to pool compliance.
  • Respond to general enquiries/complaints (personal, written or telephone) relating to pool compliance.
  • Investigate breaches (alleged or otherwise) of pool legislation.
  • Routinely monitor and inspect pools across the City.
  • Assist the Coordinator Development Compliance to liaise with the City’s Solicitors and represent the City in legal proceedings as required.
  • Liaise with other City Directorates/Departments/Teams as necessary and external agencies as required for pool compliance.
  • Ensure compliance with the relevant pool legislation.
  • Provide assistance to other City Directorates/Departments/Teams on pool compliance issues.
  • Maintain knowledge of legislative changes and assist in policy and procedural changes accordingly.

5.Person Specification

All criteria essential unless otherwise stated.

Qualifications and Experience

  • Certificate IV in business administration or equivalent.
  • Current “C” class drivers licence.
  • Local Government Compliance Inc membership (desirable)
  • Previous experience within the development industry, preferably in pool compliance with a local government.

Knowledge and Skills

  • An understanding of the issues related to development in regional Western Australia. (especially in the Mid-West region).
  • Developed knowledge and appreciation of relevant pool legislation within Western Australia.
