(3 of 4) In "Of Cruelty and Clemency, and Whether It Is Better to Be Loved or Feared" by Niccolo Machiavelli, he discusses how an effective leader must view other's love and fear. "Men love at their own free will, but fear at the will of the prince, and . . . a wise prince must rely on what is in his power . . . ." (Machiavelli 185) A prince must understand that love is not reliable as the foundation for his political power, and that fear is the foundation for his political power. Machiavelli believed that, since people were like this, if a leader wants to gain or maintain political power, then he must always rely on fear, and never on love.

"For it may be said of men in general that they are ungrateful, voluble [make false promises], dissemblers [conceal their true feelings], anxious to avoid danger and covetous of gain; as long as you benefit them, they are entirely yours; they offer you their blood, their goods, their life, and their children, as I have said before, when the necessity is remote; but when it approaches, they revolt." (Machiavelli 184) The moral character of those ruled is bad and the prince should not trust their gratitude, promises, courage, or offers of support. Because of this, Machiavelli endorses the idea that, if a leader wants to gain or maintain political power, then he must not depend on the people's loyalty or obedience.
