LABOUR MANAGEMENT CONSULTATION COMMITTEE (LMCC)
Report for the National Executive Meeting Dec 2016
The purpose of the LMCC is to provide a forum for the open exchange of information between CO RPOU(W), key RPOU(W) HQ staff, RP Det/Sect OCs, UCWO and appropriate union representatives on labour-management relations issues/concerns affecting RPOU(W).
Discussion may include matters such as management change initiatives, conditions of employment, business planning, the implementation of new programs, and other labour-management matters of mutual interest that can effectively be discussed at the Unit.
Our first meeting was held via conference call on 16 Nov 2016 with CO RPOU(W) Col Knapik, VP ABN Brenda Ebear, VP MB/SASK Mona Simcoe, HR Shaunna, and absent PIPSC Brian Harvey.
It was agreed to plan future meetings to coincide with the 3 CDSG LMCC to save travel costs. It was felt that face to face meetings are most beneficial.
The Terms of Reference for this meeting will be developed using the TOR for the 3 CDSG and RPOU's TOR currently being used in other regions. A draft will be presented at the next meeting for approval.

Apprenticeship-
-UNDE voiced concern on lack of Journeymen for program to continue.
-HRCiv apprentice program ending in 2017? RPOPs will carry on with program with or without ADMIE
-RPOP's is taking requests for apprentices and sending to Ottawa for review. Then decide based on need and journeymen available as well as future vacancies.
-need to solve journeymen problem as it is a "catch 22"
-currently building organizational chart which should be done by Jan 17 as initial overview was not correct for vacancies or SWE
-centralization does give RPOPs the ability to move positions around and they acknowledge that the West is short positions.
-West is same size as Ontario who has 300 more positions, Quebec is 1/3 a smaller with 400 more positions
-retention of apprentices is a concern after trained and can we set up a requirement of commitment at end of program, something that will be looked at.
P3-
-there is a governmental organization -P3 Canada that governs P3's
-anything over 100 million or more can be a P3
-"poster child" currently is CSEC
-no P3's for the west that aware but Halifax heating plant because it is a little more complex with the ships than a land base affecting about 29 employees and Borden's barracks
-Ottawa has in the past submitted P3 proposals for Gagetown and Petawawa but both were not considered.
-no studies have been done on P3's but there is no cost up front, supplies needed cash flow, attractive in short term
-UNDE talked about UK as they are where we will be in 25 yrs from now and gave Col Knapik Brother Chris Danon's contact information for interest
Asbestos-
-In news 15 Nov from PM Trudeau's office is plan to get rid of asbestos
-ADMIE engineering arm will be issuing new directive
-local databases are at varying levels of completeness
-DND will be answering parliamentary questions in the future on this so need to be prepared
-UNDE stressed the importance of managers and employees knowing, following and understanding the importance of where asbestos is in the buildings especially for those working with electrical, plumbing etc
Staffing Issues-
-acting pay and terms etc processes will be speeding up shortly with the finishing of the organizational review
-feeling SWE will run out before number of positions to fill

Next Meeting-
-tentatively end of May 2017 to coincide with the 3 CDSG LMCC
