The meeting was presided over by the Chair of the ICT Committee,Philippe Saint-Aubin (FGMM-CFDT). The meeting was supported by the documents listed in Appendix 2.
Policy brief on regulation of monopolistic digital platforms
The proposed Policy Brief on “regulation of monopolistic digital platforms” was discussed. It will be modified by Laurent Zibell(industriAll Europe)incorporating the remarks made during the meeting. A new version will be circulated for comments and subsequent approval.
Digitalisation of industrial work
The outline of the study initiated by industriAll Europe on the impact of the digitalisation of the industrial world was discussed. It will be modified by Laurent Zibell(industriAll Europe)incorporating the remarks made during the meeting. A new version will be circulated for comments and subsequent approval. A work plan will also be set up. Contributions by all members (concrete ortheoretical examples) will be requested.
Brief update on other actions of the ICT sector committee
Laurent Zibell(industriAll Europe)informed participants that he had met with Mr Van Puymbroeck who is following the European Strategic roadmap for micro- and nanoelectronic components and systems. The documents on the project are listed in Appendix 2. A follow-up meeting should take place in the next couple of months.
Furthermore,Laurent Zibell(industriAll Europe) stated that a meeting would be held by André Richier, in charge of e-skills at DG Employment, with employers and employees’ unions. More information on e-skills and the Grand Coalition can be found at
The Chair informed participants that industriAll Europe follows the actions on e-skills initiated by the European Commission. Ameeting will be held in Brussels on February 11th. More information on the project can be found at: IndustriAll Europe has communicated its position,see Appendix 2.
The Chairreported that the policy brief on telecommunications discussed during the last Sector Committee in October 2014 had been formally endorsed, with no changes, by industriAll Europe.
The Chair, together with Stéphane Flégeau(CGT FTM metallurgie),reported on the ICT conference “Global sourcing and off-shoring in Europe” held in Bratislava in November 2014 with union representatives of HP, ATOS and SAP. This was a positive step towards trade union networking. More info can be found on the ICT Sector website:
The Chair also informed participants that he had attended the “Global Dialogue Forum on the Adaptability of Companies to Deal with Fluctuating Demands and the Incidence of Temporary and Other Formsof Employment in Electronics”on behalf of industriAll Europe. This washeld at the Work Labour International Organisation in Geneva in December 2014 with representatives of governments, employers and employees’ unions. Eventually this might lead to an ILO convention on the topic.
An agreement had been reached between the EU and China regarding fair trade in the telecom industries. This agreement answers part of our long standing requests and industriAll Europe lobbying may have had some impact on its conclusion. See press reports such as
The issue of cloud and big data is still on the agenda of the European Commission. A consultation has been announced but has not yet been initiated. The ICT Sector Committee will continue monitoring the issue.
The so-called “Juncker Plan” for €315 billion investment in Europe has been released; although it forecasts large investment in infrastructure, including digital networks, its impact is still to be assessed. IndustriAll Europe has requested to be associated to its governance.
A policy brief on the innovation policy is under discussion at industriAll Europe. The ICT and Mechanical Engineering Sector Committees have been involved in the preparation work coordinated by Laurent Zibell (industriAll Europe). More details regarding this can be requested from Laurent.
