Discussion: Presenting an individual who is a 25 year old man with autism. He has spent the majority of time at SACU, they are familiar with individual and his history. The staff has significant difficulty maintaining this individuals legs while in a PPI. He bites and head butts by bending his torso with enormous strength causing many injuries to staff. Most injuries to staff occur while in PPI’s. Lee presented several maneuvers he believes will minimize injury to the staff while still keeping the individual safe. The most preferred method trialed by the OIS-SC was a 4 person seated, two at the arms and two wrapped at the legs on opposite sides using the standard person leg capture. The SC also recommended that backpacks filled with pillows be used by staff especially the staff at the legs placed at the thighs to protect the spine and back of the staff. Another method preferred is a 3 person seated with one staffer wrapped around legs with one leg over and one leg under with staff’s head placement elevated above the feet. A cushion is suggest to use between the torso and legs of staff.Another PPI discussed was the leg capture with a staff positioned in between the legs while grasping the pants legs and pinning them to the floor. Also a 5 point harness is suggested while in transportation of the vehicle for safety of the Staffer sitting in the rear seat of the van. The conclusion of the SC is to ensure the staff have a few options depending on the scenario and reconvene in January to discuss how the holds are working because these holds have not been tested or tried the SC requests to review the data and efficiency of the holds at the January SC meeting. The OIS-SC praised the staff for their abilities to provide continued support to this Individual. Their admiration was greatly expressed.

Discussion: The OIS-SC is pleased to have Michelle and Carrie serve a consecutive term to maintain continuity. Request is to extend their term for another year.

  • Behavior Rule, 10/24/17 deadline to comment.

Discussion: As the rule is written, Physical Positioning will no longer be considered a “restraint” since there is no holding of the individual. However, the SC would like this to continue being interpreted as a Protective Physical Intervention. The Rule and Curriculum need to be matching and there should be clarity regarding the exclusion of Physical Positioning.

As the rule is currently written, a staff cannot initiate a PPI to protect against significant property damage. This could lead to a significant financial burden for providers and thus a loss of placement for the individual, The OIS-SC recommends that we request potential loss of placement as a reason a PPI can be used.

Another concern the OIS-SC has is around the risk of Leaving Supervised Settings. Although the immediate risk of injury may not warrant a PPI while the individual is still on the property, there may be great risk to health and safety while in the community. The OIS-SC would like to see that the rule allows for a PPI to keep a person on the property should history demonstrate that the individual is extremely unsafe in the community.

Space for Recertification

Discussion:With the regions being dismantled, we have the potential of losing three Mentor/Master Instructors within Region 5 as well as our space for recertification. Sarah has accepted a position with OIS component and will most likely maintain her OIS certification. Brenda Mendez has two options and is undecided and neither is OIS and will likely stop OIS. Carolyn has two options one with OIS and one without. She is currently undecided.

  • Recertification for All Regions: Kevin has agreed to host Region 3, Danielle has agreed to host Region 5, Michelle Cascade and Alice Eastern. The regions will bring dates and locations by the October SC.
  • Ellen Taylor, #111302, Region 1 Crisis, withdrawing from OIS and will not be completing the OIS recertification as required by her March Extension request.
