By Dr Didier Carton - Head of TRACES Sector, Directorate General for Health and Consumers, European CommissionOn behalf of the TRACES team, I have the pleasure of presenting a new issue of the newsletter, devoted to a particular event: the 10th anniversary of TRACES.
In fact, TRACES was launched on 1st April 2004. The active participation of the majority of EU Member States during the first months after the launch was crucial to improve TRACES according to the users wishes prior to the mandatory entry into force on 1st January 2005.
In 10 years, TRACES has grown bigger by diversifying its activities and users. Besides the initial certification module for intra-Union trade and veterinary border control, many other modules were introduced: in 2006, the export certification to the EU, in 2007 the management module for listing establishments approved to export to the EU, in 2008 the control module for animal welfare during transportation, in 2009 the export certification to the non-EU countries module and the link to RASFF, in 2011 the border control module for the products of non-animal origin, in 2012 the management module for re-enforced checks programme and in 2013 the border control module for plants. The enlargement increased the number of EU Member States using TRACES from 15 to 25, then 27 and 28 at a compulsory level, like for the EFTA countries.
As from 2008, also non-EU countries and Overseas territories started using TRACES, increasing the number of non-EU countries to 37.
The team is working at the development of TRACES New Technology (TNT) in order to tackle the challenges of the system-to-system connection and the electronic certification and other improvements.

The 'TRAde Control and Expert System' (TRACES) is a management tool for tracking the movements of animals, products of animal and non-animal origin and also of plants, from both outside the European Union and within its territory. 10th Anniversary of TRACES
68 countries use TRACES worldwide
On 1st April 2014 TRACES celebrated its 10th Anniversary. In the past 10 years, many countries have received training on the use of TRACES, and now 68 countries worldwide are using the system.click on the image to enlarge

America: Costa Rica, Ecuador, Falklands Islands, Guatemala, Honduras, Mexico, Nicaragua, Panama, Saint Pierre and Miquelon, United States, Uruguay.
Oceania: French Polynesia, New Caledonia, New Zealand, Republic of Fiji.

News from the system
TRACES new version (6.11)TRACES version 6.11 has been installed on 14 April 2014. The key improvements regard:
º TRANS module
º When searching by 'Status' criterion, customs agents (person responsible for the load) and competent authorities receive a list of documents filtered by the requested status.
º Additionally, attachments are no longer copied to a new document when using the 'Copy as new' function.
º CVED module
º Consulting the 'Similar rejected' tab is no longer obligatory if both CVED-P and RASFF notification have a status 'In Progress'.
º Several technical modifications have been introduced to improve the re-enforced checks (REC) programme module performance in TRACES: under the REC programme, it is possible from to search by criterion "Approval number" of the establishment and "Physical check" result will be pre-defined as 'Not satisfactory' when a CVED is issued for consignments under REC programme.
º EXPORT module
º Both country of destination and the name of the place of loading are displayed in a certificate pdf version.

New members
Ivory Coast issued the first health certificate in TRACES on 9th April 2014. Congratulations to Ivory Coast and welcome in TRACES!Pilot project
Member States of Central European Free Trade Agreement (CEFTA)Bosnia and Herzegovina started the testing phase to issuing certificates for dairy products having as destination the CEFTA countries. The issuance of actual certificates for trade is expected soon.
Data exchange between bovine identification database (BOVEX)
The pilot project initiated by Italy and Spain on data exchange continues and France started to issuing certificates in the testing environment.

Veterinary certificate applicable to imports into and transits through the Union of semen of domestic animals of the bovine species collected, processed and stored in accordance with Council Directive 88/407/EEC, dispatched from a semen collection centre where the semen was collected / [2014/199] / Commission Implementing Decision of 9 April 2014 amending the Annexes to Implementing Decision 2011/630/EU as regards animal health requirements relating to bluetongue and epizootic haemorrhagic disease

Fish caught by vessels flagged to Belize are prohibited as from 28 March 2014Belize is listed as non-cooperating third country regarding the implementation of IUU-legislation according to Council Implementing Decision 2014/170/EU, which entered into force on 28/03/2014, and by virtue of Article 38 of Regulation (EC) No 1005/2008. Any importation of fishery products, as defined in Article 2(8) of Regulation (EC) No 1005/2008, originating from fish caught by vessels flagged to Belize are prohibited as from that date.
INTERNATIONAL COOPERATION
Jordan, January 2014
Under the TAIEX (Technical Assistance and Information Exchange) Instrument, the workshop held in Amman from 19th to 23rd January trained the authorities to the use of the TRACES EXPORT module and the border controls module.16 representatives of the Ministry of Agriculture, 5 of which were inspectors of Border Inspection Posts and 5 were certifying officials, were trained in the use of TRACES to issue EXPORT certificates of horse meat and leather.
Cuba, February 2014
Under the "Better Training for Safer Food" "training initiative of the European Commission, a workshop held in the Havana from 9th to 14th February aimed at training the certifying officers of the Ministry of Agriculture (Instituto de Medicina Veterinaria) and of the Ministry of Food Industry (Direccion de Calidad y Tecnologia) to the EXPORT certification module of TRACES.Cuba exports to the EU mainly products of animal origin (like honey) and fishery products and represents among the Caribbean Countries the first exporter of products of animal origin to the EU.
During two training sessions, 25 persons were trained to the use of EXPORT module of TRACES: 5 certifying officers form the Institute of Veterinary Medicine (IMV), 3 certifying officers from the Ministry of Food Industry (MINAL), several representatives of the three national companies as well as representatives from the Ministry of External Trade (MINCEX), from the National Office for Fishery Inspection (ONIP) and from the National Centre of Quality Inspections (CNUC).
Russia, February 2014
A fruitful discussion between TRACES and the Russian authorities took place in Moscow from 27th to 28th February. The main focus was the fight against fraud and certification system concerning the trade between Russia and the European Union. The TRACES pre-notification system for the export of products was presented to the Russian authorities and a pilot project between TRACES and the Russian electronic application shall be launched.Spain, March 2014
Under the 'Better Training for Safer Food "training initiative of the European Commission, a training addressed to Member States was held from 25th to 28th March with a specific focus on the use of TRACES for intra-Union trade of animals.FACTS & FIGURES
