1.0TRBA Player Eligibility: All players must attend/reside within the boundaries of the TomsRiverSchool District. All players are assigned to divisions based on their school grade as of September. Any player found to be registered in an incorrect division will be moved to the correct division. If there is not an opening in the correct division, the player will be placed on the waiting list for that division or issued a refund. All High School Division players MUST be in or entering High School or the equivalent.

The Board will make a determination as to whether any High School aged player who subsequently makes his/her Varsity team will be eligible to remain in and play in theTRBA. Each circumstance will be evaluated on a case by case basis. Registration fees will be refunded accordingly.

1.1 NJ High School Rules: New Jersey High School Rule Book will be followed except asmodified for the TRBA recreational program.

a)Ceremonial Handshake:In all Competitive Divisions, the teams will conduct the ceremonial handshake prior to the start of every game. In the Non-Competitive Divisions the ceremonial handshake will occur at the end of the game.

2.0 PLAYING TIME – 10 Player Roster: When all 10 players present and qualified to participate in a game all players are required to play two (2) full quarters in allgames. No substitutions may be made during regulation play except as noted for player illness, injury or disqualification.

PLAYING TIME – (3rd Grade and 4th Grade Non-Competitive divisions)Although we mention certain rules and regulations in this Rule Book regarding the Non Competitive Divisions, those specific Division Leaders have been provided with the ability to modify and implement other rules and regulations (once approved by the Exec Board) in which they will communicate to all of their respective Coaches via email , facebook, snap chat, etc.

2.0aPLAYING TIME – 11 Player Roster: When all 11 players present and qualified to participate in a game, four (4) players must play one and one half quarters each. No player shall play less than one and one half quarters each. Coaches assure that reduced playing time is fairly and equitably distributed among the team’s players over the course of the season. Coaches are responsible for tracking their team’s individual player’s attendance, playing time, ineligible time, and reduced playing time. Should any of the players become ill, injured or disqualified during the game, the players with reduced playing time must replace the departing player.

2.0b PLAYING TIME - 11 Player Roster - SPECIAL PLAYOFF RULE: Should any of the players become ill, injured or disqualified during the game, all available extra time may be played by players of equal or lesser rating than the player(s) absent. For determining playing time, Plus (+) or Minus (-) ratings apply.

2.1 PLAYING TIME–Distribution of Extra Quarters:

All available extra quarters shall be played by players of equal or lesser rating than the player(s) absent. For determining playing time, Plus(+) or Minus(-) ratings apply. Essentially, this rule states that if one (or more) of your players is absent for whatever reason, you must match exactly or lesser to the rating of eachplayer absent.

For teams with an initial roster of ten players, if during the season a player(s) is unable to participate for whatever reason, the team will play equal or less of that "missing" player(s).

For teams with an initial team roster of 9 or less players at the beginning of the TRBA Season, the "missing" player(s) is assumed to be a “C” rated player.

For teams with a team roster of 11 players, the rating of lowest rated "missing player"(s) shall be disregarded when determining playing time. For example, a team with an 11 player roster is missing a both "C" and a "B" rated player. For purposes of playing team, the team may disregard the "C" rated player and match playing time to the "B" rated player.

Coaches shall distribute the extra quarters fairly amongst the equal or lesser rated players present. At no time shall a coach be able to give the extra quarters to a higher rated player unlessall equal or lesser-rated players have played extra quarters. If a higher rated player must be played, the lowest rated player (of the higher rated players available) shall play the extra quarter(s). All players shall play three (3) quarters prior to any player playing four (4) quarters. Time played as a replacement for player illness, injury or disqualification shall not count toward playing time.

2.2PLAYING TIME RULE VIOLATIONS: Violations regarding playing time will be reviewed by the board on a case by case basis. The penalty for such violations may range from a warning to game forfeiture. Repeated violations may result in the dismissal/replacement of the coaching staff.

2.3PLAYER TARDINESS: Players arriving before the start of the second quarter must play two quarters.Players arriving after the start of the second quarter are allowed to play one quarter only. The “tardy” player is eligible for additional playing time in the event of Overtime and as a replacement for injured/disqualified players, etc.

2.4PLAYER INJURY:In the event of injuryduring a game, the Coach can select his own replacement; however, the Coach shall choose a player of equal or lesser rating.Plus (+) or Minus (-) ratings apply. The recuperated player should re-enter the game on the next dead ball.Time played by the replacement player shall not be considered as a quarter played for purposes of this rule; thus the rule regarding “All players shall play three (3) quarters prior to any player playing four (4) quarters” does not apply in this situation.

2.5TRBA COURTESIES:If a team has less than 10 players, they can offer to remove their more experienced players who have already completed two quarters and substitute players of the lesser experience in the event there is a lopsided score. If the lead drops to ten (10) points or less, the original players can re-enter. These substitutions shall be made with the full knowledge of the opposing Coach and done discretely to avoid embarrassing the opposing team.

2.6PLAYER RATINGS: The Division Leader shall insure that each Coach shall have the ratings at the games, organized by team, and such ratings shall be available for inspection by the opposing Coach. Coaches shall recognize the ratings sensitivity and maintain them in confidence.During the course of the TRBA Season, the Division Leader(s) can modify a player(s) rating up or down, to reflect the players skills and abilities.

3.0GAME CLOCK: Regulation time consists of four (4) eight (8) minute quarters during which the clock stops on shooting fouls only, except for the last two (2) minutes of the game, in which the clock stops on all referee whistles.

3.0aGAME CLOCK:BOYS HS and GIRLS Senior Divisions– Regulation time consists of four (4) ten (10) minute quarters during which the clock stops on shooting fouls only, except for the last two (2) minutes of the game, in which the clock stops on all referee whistles.

3.0b GAME CLOCK- Leave Running:In the event of a lopsided score, the game officials have the authority to instruct the timekeeper to let the clock continue to run. Point differential should be 20 or more points. This may only occur during the 4th Quarter.

3.1 SCORE KEEPING: 3rdGrade Div.,BOYS 4thGrade –

Scores= reset after each quarter. No Scorebooks are used. All Other Divisions score isrecorded.

3.2 BASKET HEIGHT: 3rdGradeDiv.–9 feet.

9.5 feet during 5-on-5 games.

BOYS4thGrade –9.5 feet for first half of season,

10 feet for second half of season.

All other Divisions - 10 feet.

3.3FAST BREAKS: BOYS3rdGrade, BOYS4thGrade,GIRLS 3rd/4th Grade:

Not Permitted.

3.4 THREE (3) POINT SHOTS: Permitted in all divisions in which gyms are so equipped with a three point area/arc.

3.5 BALL SIZE:3rd Grade Div.,BOYS4th Grade,BOYS5th Grade, and allGIRLS

Divisionsshall utilize a 28.5 ball. All other divisions will utilize standard ball size.

3.6 Offense - 3rd Grade Div., and BOYS 4th Grade: No Picks or Screens Permitted. The offensive team shall notcreate an isolation whereby one or two players are attempting to score and the other players are removed from normal play. Such a situation will be a violation causing loss of possession.

4.0 TIMEOUTS: During regulation time each team is allowed two (2) timeouts per

half. Use it or lose it. Unused timeouts cannot be carried over the following half

or to overtime. One timeout per team allowed in each overtime period.

5.0 OVERTIME:Two (2) minute overtime periods will be played until a winner occurs. All Eligibleplayers can be freely substituted on every dead ball. The clock stops onall refereewhistles. If the divisionallowspressing(based on the score) during thelast two (2) minutes of the game thenyou can press the entire OT period.

After two (2) minute overtimes, all subsequent periods shall be one (1) minute.

5.0aOVERTIME - SPECIAL PLAYOFF RULE - The OT period will be Four (4) minutes. All Eligible players may be freely substituted on every dead ball.Lasttwo (2) minutes, clockstops on all referee whistles. All rules regarding the full court press remainthesame. If thedivisionallowspressing(based on the score) during the last two (2) minutes of the game thenyou can onlypress the last two (2) minutes ofOT. Ifthe division allows pressing (based on the score) during the last four (4) minutes of the game, thenyoucan press the entire OT period.

In Boys HS and Girls Senior, the clock stops on all referee whistles during the last two (2)minutes of the OTperiod and pressing is allowed (based on the score, if applicable per division) during the entire OT period.

After two Four (4) minute OT periods, all subsequent periods shall be two (2)

minutes.

6.0DEFENSES

6.01 DEFENSE - 3rdGrade Div. and BOYS 4th Grade Divisions: Man-to Man defense only; helping permitted only in event player driving to basket; NOdouble-teaming. For BOYS 4th GradeDivisionsdefense picks up at 3 point line extended. For BOYS 3rd Grade defense picks up at hash marks. Zone defenses prohibited.

6.02a DEFENSE – BOYS 5th Grade Division: The defending team must allow the offensive player the ability to cross mid court and establish a position. The offensive player will be given the opportunity to either pass the ball or drive to the basket. Once the above has occurred, regular defensive pressure can take place.

True man-to-man defensive will occur for at least the first five games of the Regular Season. Zone defenses prohibited. No defensive player is allowed in the paint for more than three seconds unless they are guarding an offensive player. No trapping, or double-teaming allowed. Helping permitted only in the event player is driving to the basket.

The offensive team shall not create an isolation whereby one or two players are attempting to score and the other players are removed from normal play. Such a situation will be a violation causing loss of possession.

The Division Leaders will assess the progress of the teams mid-way through the season to determine if they will be allowed to play Zone Defense or if Man-to-Man defense will continue. Therefore, teams could play either a man-to-man defense or Zone Defense. Even with Zone defenses, no trapping or double-teaming is allowed. Helping permitted only in the event player is driving to the basket.

Full-court press is only allowed during the last two(2) minutes of the 4th quarterand during all overtime periods. Full court press must be suspended when pressing team leads by six (6) or more points. No defense allowed in back court except last two (2) minutes of the 4th quarter and during all overtime periods, unless pressing team has lead of six (6) points, in which case press shall be suspended. If the lead falls to five (5) points, the press can be reinstituted.

6.02b DEFENSE – Girls Junior Division: No defensive restrictions, however, the defending team must allow the offensive player the ability to cross mid court and establish a position. The offensive player will be given the opportunity to either pass the ball or drive to the basket. Once theabove has occurred, regular defensive pressure can take place.

Coaches can play either a zone defense or man-to-man defense.Full-court press is only allowed during the last two(2) minutes of the 4th quarterand during all overtime periods. Full court press must be suspended when pressing team leads by six (6) or more points.

No defense allowed in back court except last two (2) minutes of the 4th quarter and during all overtime periods, unless pressing team has lead of six (6) points, in which case press shall be suspended. If the lead falls to five (5) points, the press can be reinstituted.

6.03DEFENSE - BOYS 6thGrade, BOYS 7thGrade, BOYS 8th Grade, BOYSHS and GIRLSSenior Division: No defensive restrictions; full-court press, zone allowed with following exception:

6.03bDEFENSE - BOYS 7th Grade: Full-court press is allowed during the lastfour (4) minutes of the 3rd and 4th quarters and during all overtimeperiods. Full court press must be suspended when pressing team leads by ten (10) or more points.

6.03c DEFENSE - BOYS 8th Grade, BOYS HS,And GIRLS Senior Divisions: Full-court press is allowed through the entire game.Full-court press must be suspended when pressing team leads by ten (10) or more points. Presses may be reinstated when a lead drops to nine (9) points.

6.03d DEFENSE - BOYS HS Divisiononly (Special Playoff Rule), The 10 point Defensive Rule will not be observed during playoff games and the Championship game. Teams may apply a full court defensive press without being penalized. Coaches are asked to use discretion should score differentials become significant . i.e. where a team leads opposing by more than 20 pts.

6.04 DEFENSE: Violations - All Competitive Divisions. The penalty for violating any defensive restriction rule shall start with one warning per half. All subsequent violations shall result in a "team"technical foul. The Offensive team will awarded Two shots (Coach’s choice) as well as retain possession of the ball.

7.0FOULS:New JerseyHigh School Rules apply with the following exceptions:

7.1FOULS – BONUS SHOTS: On the tenthteam foul per half, the opponent will be

awarded a one-and-one bonus foul shot. Double bonus (2 shot foul) is awarded on the 15th team foul per half.
