MINUTES OF THE ANNUAL MEETING OF MALTBY LE MARSH PARISH COUNCIL HELD IN THE VILLAGE HALL, MAIN ROAD ON TUESDAY 6th MAY2014 @ 7.20PM.

7.30pm Council meeting opened

14/001] Election of Chairman

Cllr Williams proposed and Cllr Johnson seconded that Cllr Whitehouse be the Chairman. Resolved

14/002] Delivery of declaration of acceptance of office

Cllr Whitehouse signed the declaration of acceptance of office and the clerk witnessed the signature.

14/003] Election of Vice Chairman

Cllr Whitehouse proposed and Cllr White seconded that Cllr Williams be Vice Chairman. Resolved

14/004] Conformation of minutes of previous meeting on 4Feb 2014

Cllr White proposed acceptance of distributed notes as true record, seconded by Cllr Johnson. Resolved and signed by the Chairman.

14/005] Clerks report on outstanding matters

LCC Highways East had been contacted regarding 2 streetlight faults, the overhanging hedge and the knocked down 30mph sign. A further request for action over the 30mph sign had received a reply stating the problem had been noted and passed on to contractors but no date could be given as to when repairs would take place. A request for an update on alterations to one of the new bus stops had been made and modifications have now been completed. Data control with the IOC had been renewed. Observations regarding the original planning application for Grange Farm and the amended planning had been sent as instructed. Louth Playgoers had been contacted for a donation towards newsletter costs and has been received. The wheelie bin labels have been distributed but not all residents have applied them to their bins, however they do have a visual impact even though the bin collection occurs earlier now. An item on this is to be included in the next newsletter. With the coming closure of the village shop Oham Lakes have stepped in to fill the void and with the Post Office undertaking public consultation to relocate there as well, the Council’s support for the scheme was expressed on the online consultation with a suggestion to relocate the post box to near the bus shelter at Hodgetoft Lane. There had been a lively Annual Parish Meeting when three residents expressed severe concerns over proposed developments at Grange Farm; Cllr Marfleet then gave an informative account of County and District Council’s activities affecting the area along with current actions being undertaken by the LM Drainage Board.

14/006] Review of standing orders, code of conduct and financial regulations

All documents had been studied and it was resolved to leave them in their present form.

14/007] Review of asset register, insurance cover and risk management

It was resolved to accept theasset register and risk management documents. The Clerk was instructed to investigate a change in the insurance renewal schedule received and to check the level of cover, the findings to be discussed at the next meeting.

14/008] Review of complaints procedure and handling information requests

It was resolved to accept these in their present form

14/009] Diary of meetings for the coming year

Dates agreed for the coming year were; 17 June, 29 July, 16 Sept, 28 Oct, 9 Dec, 13Jan 2015, 10 Mar 2015,7 Apr 2015 (APM), 12 May (ACM).

14/010] Apologies for absence and acceptance of any reasons given

Apologies were received from Cllr Richmond.

14/011] Declarations of interest and applications for dispensations

None

14/012] Reports from outside bodies

There were no representatives from outside bodies to give reports.

14/013] Entry for Best Kept Village Competition

An entry had been posted but as yet the cheque had not been presented. When contacted the organisers were unable to confirm an entry and the clerk was asked to check the bank account as to when payment is collected. First round judging will take place between 31st May and 23rd June, by which time it is hoped to have the churchyard sign in place.

14/014] Financial matters

The final end of year PAYE nil payment had been sent to HMRC as per their instruction. The internal auditor had completed her inspection of the Council’s accounts and was satisfied everything was in order. The council resolved to accept (proposed Cllr White, seconded Cllr Johnson) the prepared accounting and annual governance statements for 2013/14, the Chairman and Clerk signing the document. The notice of appointment of date for the exercise of elector’s rights and the notice of Councils’ Accounts; A Summary of Your Rights, had been posted in the village notice boards as required.

Cheques resolved for signing were; LALC £132.11, J Alldridge £40.00, Community Lincs Insurance Services£234.98, CPRE £15.00, R Aldrich £135.00.

14/015] Donation requests from L&L Blind Society and East Lindsey CAB

After discussion it was decided there was no spare money for such donations.

14/016] Planning

Observations concerning the mains sewage capacity and the speed of growth of the screening had been sent to ELDC regarding planning N112/00187/14 (Grange Farm). No observations were made for N143/00240/14 (Fairburn’s Poultry Farm). The clerk was asked to make enquiries regarding the provision of a footpath from the development on land adjacent to Hollybrook Cottage to School Lane and to determine if it was a condition of planning approval.
