Moderate Senators Release ESEA Proposal

Mach 4 - A group of eleven moderate Democratic Senators, led by Sens. Michael Bennet (CO) and Kay Hagan (NC), this week unveiled a plan to reauthorize the Elementary and Secondary Education Act. The plan, which closely resembles the President’s Blueprint for Reform released last year, focuses on the following key principles:

1. Accountability Structure

2. School Turnaround

3. Teachers and Leaders

4. Foster Innovation

5. Equity in Resources

Programs of Study Could Address Rise in Postsecondary Remedial Needs

March 4 - The increased number of students entering postsecondary institutions might appear as a win to those who have been advocating for greater college-going rates. But a recent New York Times article that examines the rising enrollment at community colleges highlights the importance of a strong pipeline between secondary and postsecondary institutions. Without the connection, students are entering postsecondary institutions to spend significant time and money on remedial courses, and are less likely to graduate.

March 3 - A recently updated Harvard report credits out-of-school time (OST) programs for increasing middle school and high school girls’ interest in science, technology, engineering, and math (STEM) – areas that are a part of many career technical education programs.

To encourage consistency and offer the best learning experiences for students, some states are spearheading efforts to build systems structured by commonly-defined programs of study (POS).

Business and Industry Sign on in Support of Tech Prep

March 3 - Yesterday NASDCTEc, along with ACTE, AACC, and the Council of Chief State School Officers, sent a letter to the Senate signed by 168 businesses, employer groups and national organizations that voiced their support for maintaining Tech Prep funding.

Senate Passes CR, Tech Prep Safe for Now

March 2 - This morning the Senate passed H.J. Res. 44, a short term continuing resolution that will fund the government until March 18. The House and Senate now have two additional weeks to work out a compromise on a longer term funding bill.

The bill funds most programs at current FY10 levels, but there were $4 billion in cuts. Tech Prep is not one of the programs cut in this bill, but Section 117 of Perkins, Tribally Controlled Postsecondary Vocational Institutions, was cut.

UPDATED AGENDA: The programagenda is updated and we haveincluded moretime dedicated to programs Of study- which, according to Secretary Duncan’s recentspeech, is how good CTE is being defined. As Secretary Duncan remarked, career pathways now spelled out in the Rigorous Programs of Study initiative would span secondary and postsecondary education by design, and concentrate much more on high-demand, high-wage occupations.

Memorial Tribute to Phyllis Dryden, Former NV State Director

Feb. 28 - Former Nevada State Director Phyllis L. Dryden, 63, passed away Monday, Feb. 21, 2011, at her home in Carson City, Nevada after a valiant battle with cancer. She passed peacefullywith family in attendance.

Mike Raponi, Nevada State Director shared with NASDCTEc that Phyllis Dryden worked at the Department of Education for nearly twenty years, and served as the Director for Career, Technical and Adult Education for fourteen years.

Secretary Duncan and Secretary Solis Launch First Community College Summit in Philadelphia

Feb. 28 - Secretary of Education Arne Duncan and Secretary of Labor Hilda Solis gave remarks this morning at the first of four Community College Summits. The Community College of Philadelphia hosted 150 invited guests including regional community college presidents, students, and leaders from businesses, foundations, and the government. The focus of the first summit was “Transitioning Adult Learners to Community Colleges and the Workforce.”
