Minutes of the Parish Council Meeting held on 12thMarch 2014

OFFICIAL BUSINESS OF THE COUNCIL
- Apologies for absence.
- Declaration of Interests -To receive declarations of interests under the 2000
None.
- Approval of Minutes of the last meeting of the Parish Council held on
Cllr Dix asked for the wording at item 1 to be amended.
It was proposed by Cllr Ashcroft and seconded by Cllr Dixthat once the amendments had been made the notes of the 8thJanuary2014 would be a true record of the meeting and they were agreed to be signed.

- Clerk’s Report - Update on matters occurring since the last meeting not
The Clerk had nothing extra to report.
- Financial Matters:
- Presentation and approval of the current Parish Council accounts.
Agreed. Carried.
- Authorisation of BACS/cheque payments.
Agreed. Carried.
- Insurance – discuss the quotes received for the Insurance renewal on 17th March 2014.
The Clerk informed that she had had a lengthy and very helpful meeting with a man from Came & Company where they had gone through the cover in full and some changes had been made with information received from Cllr Nelson and Cllr Greybrook regarding the Village Hall and Sports Pavilion.
It was proposed by Cllr Dix and seconded by Cllr Nelson that they go ahead with the quote for £4,348.90 from Came & Company on the 3 year long term agreement. Came & Company had looked after the Parish Council Insurance previously and the Council were very happy with them.
All agreed. Carried.
It was agreed that the Clerk would look into getting a quote for the metal fence around the playing field, the burial ground gate, the bus shelter on the A607 and the cast iron sign post to be added to the insurance.
- The Parish Environment:
- Planning – Report on planning matters affecting the Parish.
There is nothing new on 9 Waterloo Road.
Planning as been approved for:
Application No: S13/3406/FULL
Proposal: Conversion of barn 1 to annexe and barn 2 to utility / games room / store and installation of satellite dish.
Location: Middlefield House, 46 High street, Caythorpe
Application No: S13/3170/HSH
Proposal: Erection of two storey rear extension.
Location: Halfpenny Cottage, 53 High Street, Caythorpe
New Applications received:
Application No: S14/0346/FULL/PC1
Proposal: Erection of bungalow.
Location: land between 3 & 7 Frieston Road, Caythorpe
The Council noted that the applicant had increased the bungalow from 2 to 3 bedrooms as well as having a garage compared to the previous application that was submitted and granted for the site.
It was proposed by Cllr Dix and seconded by Cllr Ashcroft that they object to the application on over development of the site, which is not leaving much land on the plot,andthat the building line being brought forward to the front of the plot in line with The Haven property next to it, where they believe a tapered building line would be more suited.
Application No: S14/0437/LB/PC1
Proposal: Two storey extension to rear, internal alterations, replacements windows and erection of canopy.
Location: Waggon and Horses, 57 High Street, Caythorpe,
Cllr Dix informed that he saw no problems with the application in itself however he was concerned that on the Planning, Design & Access Statement, Page 5 it states “ however, it is noted that a separate application for 2no new dwellings expected to run concurrently with this application.....”
No application for 2 dwellings on this site had been received by the Council and District Councillor Sampson had not seen such an application. Therefore it was agreed that the Council could not comment on the application until they have seen this application, as planning of the area as a whole should be dealt with together and they would ask that SKDC did not determine the application until further investigation is made.
- SHLAA 2014 – discuss a letter received from SKDC.
It was agreed that as the Local Development Framework has now been confirmed the Council will not submit anything.
- Allotments – report from Cllr Ashcroft.
- Neighbourhood Plan / Parish Plan – to discuss which way to proceed.
- Post Office / Royal Mail – report.
It was agreed that a formal meeting would take place with Richard Marston from Caythorpe Post Office and the Chairman of the Council to inform him that the Council would like to work with him.
Cllr Nelson informed that he had drafted a letter to Stephen Phillips regarding the Post Box and that he would be sending it shortly.
- Recreation and Leisure Facilities:
- Report from Playing Field Committee.
The Caythorpe Canter is on the 12th April and they are looking for volunteers.
The Committee is doing well financially and they are looking at extending the kitchen and revising the entrance.
- Report from Village Hall Committee.
Recently meetings have been held in the hall by both the objectors and the company involved in the proposed construction of the wind farm on Fulbeck airfield.
Going forward the hall committee have to consider the flat roofing at the rear of the building, this will need either remedial work or a new roof this year – luck has been on our side to date with the lack of snow etc.
- Community Involvement:
- L.I.V.E.S. – report form Cllr Ashcroft.
- Community Heartbeat - report by Cllr Greybrook
February 20th an “awareness evening” was held in the village hall, this was attended by nearly 100 residents who were briefed on how the system operates and then received a really good presentation on how to perform CPR in conjunction with using the defib. It is hoped to repeat this again in April or may. Our thanks should go the CHT, LIVES and First responder representatives for making the presentation. At the conclusion of the meeting £105.85 was collected in donations from the attendees – a further £27 was received from the festival singers and £85 from Mr & Mrs Romeo from Frieston raised by selling apples.
Also, the meeting was briefed on VETS which is “village emergency telephone system, usually this is used in conjunction with using the defib call-out. However, it can be tailored to help residents who have differing types of emergencies – for instance if working in an isolated area or out walking and have a fall they could raise help by dialing the VETS (full details will be made available at the meeting) I would urge the pc to consider giving their support to this project.
- Transport and Highways - To discuss any urgent highway concerns within the Parish.
- Report on the site meeting with Highways.
- High Street Parking.
A reply had been received from Stagecoach regarding the incident in November and Miss Metheringham although not receiving an apology herself was happy with the response.
- Community Safety–Report on local crime and policing matters.
The police are still looking at manning the beat office and the Council believe it should be revitalised, the District Councillor uses it for surgeries, the Clerk has offered to do hours in it and hopefully some volunteers.

Councillor Wood sent his apologies.
District Council
Cllr Sampson informed that with regards to the smell down at Fulbeck Airfield a meeting had taken place between Seven Trent Water and the Environmental Protection Team at SKDC. It was reported that 17 thousand tones had been contracted to be deposited on site when only 3,900 tones should be on an area of this size. It had been agreed that 2 pits would be removed immediately and then a 3rd pit behind the war memorial would be removed. Cllr Sampson commended the residents down near the airfield for their reaction.
Cllr Sampson also informed that the Sleaford Power Station policy was that no straw should be outside 20 miles from site and somehow it had been agreed to store it at Fulbeck Airfield. LCC Highways had been contacted regarding the number of large vehicles going to the Airfield.
Cllr Sampson commented that SKDC had frozen their Council tax.
Cllr Dix informed that Seven Trent had done something similar previously and that they had been prosecuted. He asked if the Environmental Health at SKDC had been asked to prosecute them.
He commented that he was glad to see action begin taken on the straw that it was causing drains to be blocked and that vehicles were being forced off the roads by the lorries.
Cllr Sampson informed that Leadenham Parish Council had contacted NKDC about the drains and LCC Highways west.
