SCHEME FOR THE ALLOCATION OF MILK QUOTA TO 2015 DAIRY ENTRANTS

Detailed Rules.

The milk quota regime will come to an end on the 31st of March 2015. Under EU regulations all farmers who intend commencing milk deliveries before that date, including those who will commence after the 1st of January 2015, will require a milk quota.

Following discussions with the relevant stakeholders, the Department of Agriculture, Food and the Marine has decided to introduce a ‘Scheme for the allocation of milk quota to 2015 Dairy Entrants’. Under this scheme the Department, on receipt of a formal application, will grant a nominal milk quota allocation of 100 litres from the National Reserve to each eligible applicant, thereby facilitating the sale or supply of the milk produced to a milk purchaser before the 1st April 2015.

The reference fat level associated with this quota will be 35.81 g/kg.

Recipients of quota under this scheme will not be entitled to apply for, or benefit from, additional quota under any other scheme (e.g. Temporary Leasing Scheme, Flexi milk).

ELIGIBILITY CRITERIA

To be eligible to avail of this quota a new entrant:

  • Must have a Milk Supply Agreement in place with a milk purchaser.
  • Must be in a position to commence milk deliveries prior to the 31st of March 2015.
  • Must have his/her own separate independent herd number in which the dairy animals are/will be registered.
  • Must have his/her own separate milking and milk storage facilities situated on his/her holding prior to commencement of milk production.

APPLICATIONS

Applicants should complete part A of the application form attached and then submit it to their prospective milk purchaser before the 28thof November 2014.

Milk purchasers must then complete part B of the application form and send the completed application to:Milk Quota Section, Floor 3 Centre, Department of Agriculture, Food and the Marine, Kildare Street, Dublin 2.

Completed application forms must be received by the Department before the 12th of December 2014.

Milk purchasers are required to:

  • Confirm that a Milk Supply Agreement between the milk purchaser and the milk supplier has been entered into; and
  • Confirm that the applicant is registered/will register as a food business operator under the European Communities (Food and Feed Hygiene) Regulations, 2009, S.I. No. 432 of 2009, prior tocommencing milkproduction.

Following receipt of the completed application forms, the Department will informeach milk purchaser of the milk suppliers whohave been granted an allocation of quota under this scheme.

Milk purchasers must not accept milk deliveries from the milk supplier until they have received confirmation from the Department.
