DEPUTY MANAGER
Palmerston Residential/EMI Home
1. THE ORGANISATION
Wesley Housing Association was formed in 1947 and now provides a variety of homes for the elderly. Irrespective of the religious denomination of elderly people the Association seeks to provide comfortable and well-planned housing for those in need. The Association seeks opportunities to expand its provision of housing to retired persons and at present the following schemes are being operated with further planning in hand throughout the Province.
2. EQUALITY – STATUTORY DUTIES ARISING FROM SECTION 75 OF THE NORTHERNIRELAND ACT 1998
The Association is designated as a ‘Public Authority’ and is therefore subject to the requirements of Section 75 of the Northern Ireland Act 1998.

3. GENERAL
The Association aims to provide a professional standard of care combined with an attitude of respect. The Home seeks to respect the dignity and privacy of residents and ensure that they receive care appropriate to their individual needs. Whilst no permanent medical service is provided, the home works in close partnership with health care professionals.
As well as being charged with specific duties as outlined in their job descriptions, Individuals working in the Association are encouraged to bring their own gifts, aptitudes and initiative to the post to which they have been appointed. Each person is valued as an individual and invited to contribute fully to the common goal.
4. JOB PURPOSE
To assist the Home Manager in ensuring that the Home meets the standards and expectations laid down by the Board of Wesley Housing Association. To safeguard and promote the welfare of residents and to ensure that the quality of care provided is consistent with and where possible exceeds RQIA Standards.
The post holder will assist in the establishment and maintenance of a competent, motivated and confident staff team and offer leadership, managerial direction, guidance and support to the senior staff team and through them to the staff at junior levels. The Deputy Manager will have delegated responsibility from the Home Manager for areas of day-to-day management and administration, in accordance with the policies of WHA and other statutory requirements. The Deputy Manager will deputise for the Manager in his/her absence.
5. DUTIES & RESPONSIBILITIES
5.1Staff Management
a)Involvement in the recruitment and retention of staff.
b)Assist the Manager in developing a management style which balances the need to exercise control and give direction with the need to offer staff the opportunity to contribute to decision-making.
c)Provide direct line management for the Senior Residential Care Assistants and the Activities Coordinator, Catering and Domestic staff.
d)Contribute to the planning and implementation of “in-house” training programmes.
e)Ensure that all new staff receive a proper induction to the Home in line with WHA policy.
f)Ensure that each member of staff receives appropriate and regular supervision linking to the establishment of a personal development plan through the annual appraisal process.
g)Attend senior staff and team meetings to facilitate communication and provide opportunities for consultation and staff development.
h)Report and assist the manager in resolving issues of staff motivation and morale
i)Report and assist the manager on issues in relation to conduct and competence of staff
j)Promote personal and professional development through the appropriate delegation of duties and responsibilities.
k)In conjunction with the Cook/Assistant Cook, plan healthy and nutritional menus appropriate for the residents and ensure that the preparation, cooking and serving of the food meets standards commensurate with the normal high standards within the Home.
l)In conjunction with the Senior Care Assistants, prepare staff duty rotas/time sheets four weeks in advance of the current week, ensuring adequate staffing levelsand accommodating staff absences on leave, sick leave etc.
5.2Care of Residents
a)Encourage and oversee a high standard of care by all staff and encourage new ideas for the care of all residents taking individual needs into account.
b)Assist in interviewing and selection of future residents as delegated by the Home Manager.
c)Assist the Home Manager and Senior Staff in helping new residents to familiarise themselves with their surroundings by means of a welcoming and reassuring attitude both to the residents and their families on arrival and in the ensuing settling in period.
d)Ensure the health and well-being of all residents and ensure Care Plans are kept and updated for each resident.
e)Assist the Activities Co-ordinator and other staff to plan, in an imaginative and innovate manner, a range of recreational activities to encourage the mental and physical stimulation of residents accordingly to their individual needs.
f)Assist the Home Manager to promote, develop and instigate with other care staff, the concept of individual programmes of social and health care for each resident and to monitor and record progress of regular reviews through the implementation of a key worker system.
g)Support the care staff in meeting the physical and emotional needs of very frail residents and assist in the provision of the necessary support to their relatives and other residents.
h)Form good relationships with the residents and (so far as possible) with their relatives and friends, answer queries and refer any appropriate matters to the Association’s administration office.
i)As and when necessary, attend residents/relatives meetings or other meetings as required.
5.3Finance & Administration
a)Keep such financial records as are required by WHA particularly in relation to any funds administered on behalf of resident’s
b)Keep such financial records up to date and available for inspection by authorised personnel.
c)Under the direction of the Manager, maintain sufficient stocks of consumable and non-consumable stores within the Home ensuring adequate provision for all residents and do so on a cost effective basis without sacrificing standards of care.
d)Assist the Manager to maintain an accurate record of information, accounts and statistics, etc, in accordance with the requirements of the Management Committee/Chief Executive and statutory bodies e.g .Health & Social Care Trust, Regulation and Quality Improvement Authority.
e)Assist the Senior Care Assistants to develop and implement processes for handling with accuracy and safety the storage, prescribed distribution and recommended disposal of drugs/medicines for those residents whose medication has been entrusted to staff and to maintain accurately the associated records, all in accordance with the requirements of the statutory bodies.
5.4Building Management
a)In conjunction with the Manager, ensure that the Home and its environs meet the requirements of Health and Safety legislation and any Departmental guidelines.
b)Take responsibility for the creation and maintenance of a secure and safe living and working environment within the home and through good risk management, enable residents to take measured risks both within and outside the home environment.
c)Contribute to the development of new policies and practices within the Home and maintain systems for evaluating the effectiveness of any changes.
d)Ensure, under the direction of the Home Manager, that all equipment, furnishings, transport and the fabric of the Home is adequately maintained and in a safe and serviceable condition through vigilance and liaison with the WHA Property Manager.
e)Be responsible for the maintenance of such statutory records as may be required e.g. fire equipment test log, accident book, etc.
f)Ensure standards of cleanliness are maintained throughout all areas of the Home, at all times.
5.5Operational
a)Under the direction of the Manager, monitor standards of care delivered by qualified and unqualified care staff by observation and direct involvement, ensuring that all residents receive quality medical and personal care and that care plans are fully maintained.
b)Support the Manager in the implementation of all policies, procedures and business objectives.
c)Responsible for monitoring the state of wellbeing of each resident, being aware of any change impacting on care and care plans, ensuring that new needs are met and written records are amended to reflect any variation.
d)In the absence of the Manager, act as a focal point of contact with residents, their relatives and friends, as well as health and social care professionals involved in their wellbeing, ensuring that any reasonable requests are acted upon and concerns or complaints are promptly investigated and dealt with appropriately.
e)Liaise with the Manager across the range of operational activity to be able to assume responsibility for managing the Home during the Manager’s scheduled and un-scheduled absences.
5.6General Duties
a)Maintain personal and professional development to meet the changing demands of the job, participate in appropriate training activities and encourage and support staff in their development and training
b)Maintain an up to date knowledge of the statutory and procedural framework for residential care and communicate this to staff as appropriate.
c)Attend any such meetings as may be necessary in the support and development of the Home’s service delivery.
d)Actively promote the concepts of individual autonomy and equal opportunity practice
e)Although the appointment of Deputy Manager is essentially for leadership, administration and caring duties, the organisation and staffing levels of the Home may at exceptional times require the post-holder to participate in other duties, especially in connection with the provision of meals.
f)Undertake any other duties, training and/or hours of work as may be reasonable required and which are consistent with the general level of responsibility of this post.
6. RELATIONSHIPS
Accountable to the Manager of the Home, the post holder will line manage the Senior Residential Care Staff, Activities Coordinator, Catering and Domestic staff. Supervision will be provided at least six times per year along with an annual appraisal.
Close working relationships with the Home Manager, Chief Executive and senior colleagues. Daily contact with residents and care/ancillary staff.
7. WORKING CONDITIONS
Normal working hours will be 37.5 hours per week including meal breaks. The work is only partly sedentary, the duties of supervision and occasional staff cover requiring physical activity. The post of Deputy Manager will involve being part of an on call rota in the event of emergencies.
8. ECONOMIC CONDITIONS
Salary range £23,708to £29,236starting point depending on qualifications and experience. Annual salary review is on 1 July. Annual leave is as follows:
up to 5 years’ service21 days
over 5 and up to 10 years’ service26 days
over 10 years’ service29 days
The following Public and statutory holidays as recognised by Wesley Housing Association Limited will be allowed.
New Year’s DayJuly 12 & 13
Easter Monday and TuesdayChristmas Day
May Day Boxing Day
If work is required on these days, time off in lieu will be given which must be taken within 28 days of the public or statutory holiday.
The post holder is eligible to join the Association’s contributory Group Pension Scheme.
Private Health Insurance is also provided.
A No Smoking in the Workplace Policy is in place, and smoking is only permitted in the designated smoking area.
