CALL TO ORDER:

Angela Cornish, Chairperson, called the regular meeting to the State Board of Master Electricians to order at 10:00 a.m.

MINUTES:

The minutes of the business meeting of the Board held November 24, 2009, were reviewed. Motion (I) was made by Mr. Berg, seconded by Mr. Mancini and unanimously carried by the Board to approve the minutes of the business meeting without corrections. Motion (II) was made by Mr. Mancini, seconded by Mr. Bostic and unanimously carried by the Board to approve the minutes of the Executive Session as written.

OLD BUSINESS:

The Board would like to review random audits of applications approved by PSI for next months’ meeting on the applicant’s work experience and qualifications.

NEW BUSINESS:

Mr. John Wagner, Deputy Chief State Fire Marshall addressed the Board on House Bill 87- Nongovernmental Electrical Inspectors. Mr. Wagner states, as coordinator of electrical inspectors, there are 108 certified non-governmental electrical inspectors. Testing is based on the 2008 Code from the test bank of questions from MUELEC. H B 12-607 (A) (1) (3) states you must complete at least 5 years of documented progressive experience in the electrical trade and pass a written examination administered by the State Fire Marshall. Topics discussed were education, procedures, guidelines and examination process. Mr. Wagner is seeking the Board’s support to HB 87.

Counsel explained the State’s interpretation of the law is that an individual must be a master electrician in order to obtain an inspectors card.

The Board is supportive of the House Bill 87, however they would prefer 7 years of work experience instead of the 5 year work experience requirement. Mr. Smitson will notify the Office of the Secretary with the consensus of the Board’s concerns of support with amendments. Motion (III) was made by Mr. Bowers, seconded by Mr. Mancini and carried by majority vote that the Board is supportive of HB 87 with a suggested requirement change of 7 years of work experience.

MUELEC:

Chairperson Cornish reviewed with the Board the MUELEC minutes and requested that should they have any questions to bring them to the next scheduled meeting on

February 23, 2010.

STATISTICS:

Ms. Cornish reviewed with the Board the statistics submitted by PSI for the month of December 2009, on the percentage of candidates taking the license examination for the first time and repeat examination candidates.

EXECUTIVE SESSION:

Motion (IV) was made by Mr. Berg, seconded by Mr. Thomas and unanimously carried by the State Board of Master Electricians to go into Executive Session at 11:35 a.m., in the 3rd Floor Conference Room, 500 N. Calvert Street, Baltimore, Maryland 21202-3651. This meeting was permitted to be closed pursuant to State Government Article, Annotated Code of Maryland §10-508 (a) (8). The purpose of the session was to consult with Counsel concerning material pertaining to applicants for licensing.

Motion (V) was made by Mr. Thomas, seconded by Mr. Bostic and unanimously carried by the Board to return to the public meeting at 11:45 a.m.

Motion (VI) was made by Mr. Berg, seconded by Mr. Oles and unanimously carried by the Board to accept the findings in the Executive Session.

APPLICATIONS SUBMITTED BY PSI:

The Board approved 5 applications to take the State master electrician’s license examination.

The Board denied 1 applicant to take the State master electrician’s license examination.

The Board placed in pending 3 applications to take the State master electrician’s license examination.

ADJOURNMENT:

Motion (VII) was made by Mr. Berg, seconded by Mr. Oles and unanimously carried by the Board to adjourn the meeting at 12:40 p.m.
